Exposing the Criminal Acts of the Political and Security Section Head of Luyi County, Henan Province

(Clearwisdom.net) Since July 20 of 1999, the evil villains in Luyi County, Henan Province adopted various policies against Falun Gong practitioners, such as detaining, closely supervising, and beating practitioners and extorting money from them, implicating practitioners with their families and work places. They used all sorts of schemes to persecute Dafa practitioners, and imposed large amount of fines on them. Fines ranged from several thousand Yuan to over ten thousand Yuan. They illegally broke into practitioners' homes to loot, calling it a search, taking any money and valuables in sight. Dafa practitioners Zhang Suping and Fang Wanying's bank savings books were illegally confiscated. The course of nature is clear and manifest; good will be rewarded and evil will be punished. In August 2000, the previous political and security section chief Fan Zhen was suspended from his job for embezzlement and accepting bribes.

Seeing that he could get money from persecuting Falun Gong, policeman Liu Zheng paid a large sum of money to buy the position of Political and Security Section Chief. He assumed that he would reap a big profit from persecuting Falun Gong so as to cover the cost of getting this position. Liu Zheng is extremely vicious, and every practitioner who was arrested by him was brutally persecuted in various degrees. When female practitioner Zhang Zhenping was detained for the second time at Luyi Detention Center, Liu Zheng first tortured her and then threatened her, saying, "This time I'll make you shed a layer of skin. If you want to go home, you will have to pay with one story of your house. I'll have the ground floor of your house, since the second floor is worth less." Liu Zheng persecuted practitioners Yang Guizhi (female), Mao Luge, Zhang Xiuti (female), Wang Fanghong and Zhou Yujing even more severely, and his criminal acts are too numerous to record. The money they pocketed from extortions and deception was squandered on dining out, drinking, and having fun while practitioners' previously happy families were persecuted into a state of constant suffering.

Since the evil gang, headed by Jiang Zemin and Luo Gan, began persecuting Falun Gong, the villains have directly or indirectly extorted as much as several hundred thousand Yuan from Falun Gong practitioners in Luyi County. By October 15, 2001, two people were illegally sent to a forced labor camp, 25 people were illegally locked up, 20 people were extorted money, 9 people were illegally detained, and 6 people were brutally beaten and tortured.

To date, practitioner Wang Guoying is still illegally detained in Xuchang City Forced Labor Camp, and practitioners Tong Yuling and Yang Guizhi are still being illegally kept in Luyi Detention Center with an indefinite term. They have gone on hunger strike to protest for their release several times. But ruffian Liu Zheng and his gang are completely heartless and have no humanity at all. They said, "We have orders from above, we will not release anyone even if you starve yourselves to death. Your death is nothing. Sue us whenever you like."

Dafa practitioner Mao Luge went to County Political and Legislative Committee to appeal for Falun Gong, and revealed Liu Zheng and his gang's illegal and criminal acts. The departments concerned not only refused to uphold justice for Falun Gong practitioners, but also tried to cover up the crimes of Liu's gang of ruffians and encouraged them to continue the persecution. Mao Luge firmly refused to cooperate with the evil force, and she was forced to leave her home and is still traveling about in destitution. While she was away, ruffian Liu Zheng and others broke into and ransacked her parents' and her sister's homes, and severely disturbed the lives of her family members and relatives, causing them severe mental stress. On a trip to arrest Mao Luge, the police car Liu Zheng was riding in caught on fire, which was no doubt a warning from heaven.

The persecution by Liu Zheng and his gang against Falun Gong practitioners has violated the law, and is a serious criminal act. We appeal to the United Nations, to the governments of all nations and to all the kindhearted people across the world to extend a supportive hand, to bring Jiang Zemin, Luo Gan and ruffians like Liu Zheng to international justice, to redress Falun Gong and to uphold justice for Falun Gong practitioners!
