[Minghui Net] Diao Jianmin is the section chief of the Political and Security Section of the Public Security Bureau of Nanhe County, Hebei Province. He is about 45-year old. The following is an account of how Diao Jianmin, Li Mingfei, Bai Xiangke, and others persecuted Dafa practitioners in Nanhe County.

1. In July of 1999, around 20 Dafa practitioners were arrested or fined because they went to Beijing to appeal for Falun Gong. Four of them were fined 2000 Yuan (Chinese dollars, the monthly salary of an averaged worker in cities of China is about 500 yuan) each, one was put on trial after being fined 3000 Yuan, five of them were jailed, and the others were fined 200 Yuan each. Diao Jianmin went to each Dafa practitioner's home to confiscate the Dafa books and force them to write pledges to give up Falun Gong.

2. In January of 2000, Diao Jianmin and Li Mingfei from the Nanhe Public Security Bureau broke into Dafa practitioners' homes without official permits, confiscated the Dafa books, and fined the practitioners.

3. In July of 2000, Diao Jianmin and Li Mingfei again broke into Dafa practitioners' homes without official permits, confiscating Dafa books. Two practitioners were jailed, two more were detained, and several others were fined.

4. Between July and October of 2000, 6 Dafa practitioners were jailed for going to Beijing to appeal for Falun Gong. They were severely tortured and sentenced to labor camps.

5. Diao Jianmin forced some practitioners to go to the police station twice a day to attend "transformation classes." He forced them to write pledges promising not to go to Beijing to appeal, visit each other, or practice Falun Gong. Otherwise, he threatens to take away their residential permits, identification papers and their land. He has placed them under constant surveillance, smothering each of them with multiple "eyes and ears".
