Record of Unlawful Penalties Imposed by Liu Yufeng, the Director of a Police Station in Hebei Province

Liu Yufeng (His name is abbreviated as Liu below) is the director of the police station in Beixinbao village, Huailai county, Zhangjiakou city, Hebei province.

The following are the records of his illegal fines imposed on Falun Gong practitioners.

On July 28th, 1999, Liu fined Chen Yunchuan 2,000 yuan (roughly four months' income of an average worker in China) due to his practicing Falun Gong.

On Sep. 22nd, 1999, Liu with Zhang X (former village head), Wang X (former general secretary of local party branch) and deputy village head severely beat up the younger daughter of Chen Yunchuan and stole her Motorola Cellular phone.

On Sep. 28th, 1999, Chen Yuanli, the second son of Chen Yunchuang, was fined 3,000 yuan by Liu. The reason for this is that he didn't ask for leave when he went to visit his sister Chen Shulan in Changping county, Beijing.

On Oct. 13th, 2000, Liu led the ransacking of Chen Shulan's (the eldest daughter of Chen Yunchuan) house and he illegally confiscated 9,000 yuan in cash, one new cassette player and a motorcycle license plate.

Liu escorted Chen Yunchuan's whole family from Beijing back to the village, and along the way he stole over 3,000 yuan from Chen Hongping, over 1,000 yuan from Chen Yunchuan, 650 yuan and a new watch from Wang Lianrong, and 500 yuan respectively from Chen Yuanzhong and Chen Yuanli.

On Oct. 28th, 2000, when Liu picked up the practitioners from the Detention Center in

Xuanwu district, Beijing, he again robbed them of more than 1,000 yuan and a watch from Chen Hongping.

On July 21st, 1999, Liu fined three practitioners, Xi Fengsheng, her granddaughter, and another person, a total of 1,500 yuan (each was fined 500 yuan) because they went to appeal in Beijing. They were also robbed of a TV and a cassette player by Liu

The manager of a bookstore was fined 2,000 yuan. Wang Dianming was fined 4,000 yuan.

Shang Shuping, Xu Guimei and Li X from Huangjiachong village each had to forfeit a total of 1,500 yuan plus a cassette player to Liu.

Tong Guangshun in Liguantun village was fined 500 yuan by Liu.

Yang Guibao, Ren Guifeng, Sun X and Yang X in Beixinbao village were fined a total of 2,000 yuan by Liu.

Chen Yunchuan in Canfangying village was fined 2,000 yuan and Huang Zhifeng and her daughter were fined 1,000 yuan by Liu.

Chen Qigui didn't go to Beijing yet was punished with 1,500 yuan by Liu because he used to be a volunteer Dafa assistant.

Huang Zhifeng from Canfangying village was robbed of 360 yuan by Liu in the year 2000 when Liu brought her back from the Detention Center in Xuanwu district.

The manager of Ruyi Bookstore in Xiaozhuangzhi village is non-practitioner, but was arrested for 24 hours by Liu and fined 2,000 yuan because he sold Dafa books.

On Nov. 28th, 2000, Ding X and his son and Guo Qingfu from Beixinbao village were each fined 1,000 yuan due to their appealing in Beijing.

On Dec. 25th, 2000, the daughter (her surname is Zhang) and elder sister of Huang Zhifeng from Canfangying village were fined a total of 4,000 yuan.

From our best estimates, Liu looted about 45,000 total in cash, two watches, one TV, seven cassette players, one cellular phone and other properties. We will bring a lawsuit against him in due time.
