Over the past two years, Li and Fu have illegally detained and arrested Falun Gong practitioners, forced them to write guarantees to stop practicing Falun Gong, and made them post bail. The practitioners bore inhuman tortures and were separated from their families.

Fu Xianqi has brought ill fortune upon his family for his evil conducts. His seventy-year-old mother was knocked down by a high school student on a bicycle in Mid April 2000.
