In December 1999, Falun Dafa practitioner Yan Huiqing and ten other practitioners went to Beijing to appeal for Falun Gong. They were arrested and escorted back to Shanxi Province. On the way back, the policemen interrogated and continuously beat Yan Huiqing (60 years old), and Yang Shulan (59 years old).

When they reached Shanxi Province, the policemen began to brutally beat the eleven Falun Dafa practitioners. They used an electric baton and the "Tiger Bench," respectively, to shock and torture Li Yuhua, a 58-year-old practitioner. [The Tiger Bench is a torture method that can break the kneecap and cause the victim severe pain.] The police interrogated the practitioners for three days and two nights without giving them any food or water. Later, the practitioners were illegally detained in the detention center for 20 to 40 days. Yan Huiqing was illegally sent to the Shanxi Provincial Labor Camp for brainwashing. She died in jail within one month. The labor camp claimed to the public that she had died of some kind of disease, but a reliable news source reported that it was the authorities at the labor camp who had incited the criminal inmates to beat her to death.
