[Minghui Net] On the morning of May 31, 2001, law-violator officer Lu Xiutian of the Luu'nan County "4.28 Special Division" led a group of vicious people to the home of Fu Guiying in Zhujia Village of Fangqian Town. Fu Guiying was not at home at the time. These vicious people broke into her home through the door. Together with Zhu Qianxin, the security chief of the village, they robbed everything of value, including a TV set, a VCD player, a hand phone charger, 3,000 Yuan RMB [about $360.00, the average monthly income in China's urban areas is $60.00] and Dafa materials. They also arrested her husband, who was going to the county town to meet their daughter after school. The 6-year-old little daughter was also taken by the police from school as a hostage. They also left notes for Fu Guiying to come to the police station to get her daughter so they could arrest her. The second brother of Fu's husband (also a Dafa practitioner) went to the police station to pick up the little girl. The police wanted to arrest him, but he managed to come back. However, he was unable to pick up the little girl.
Afterwards, Fu's sister-in-law was able to finally pick up the girl. When she requested return of the cash, as they needed to cover the expenditure of the child at school, the police refused and said they would even sell Fu's house so she would have nothing left. They also threatened to sell the little girl, so Fu would not need money to spend on her daughter's schooling! How malevolent these people are!
Now Fu's husband's whereabouts is unknown and the little girl cannot go to school by herself and has to stay at the home of Fu's sister-in-law. Fu Guiying left her home and is drifting about aimlessly. Fu's sister-in-law's family members are also practitioners, and their situation is not better. The daughter, a graduate student, was forced to quit school and was sentenced to three years in a labor camp. The son graduated from college last year and is wanted by the police now. The husband, threatened repeatedly by the police, has left home and is drifting about. Her second brother was fined 1,000 Yuan because of appealing with his daughter. The 11-year-old daughter is now in the danger of being expelled from her school. She appealed in person in January and was fined 2,000 Yuan. The grandparents are in their seventies and worry about the family everyday, yet the police still makes daily visits to harass them.
In early June, Dafa practitioner Zhang Xiaozhen's home was also raided by a vicious group lead by Lu Xiutian. Now Zhang and her husband have been forced to drift about leaving a child at home; they cannot manage their factory.

Lu Xiutian was the chief criminal in persecuting Dafa practitioners in the local area since July 1999. He used all kinds of brutal means to torture the practitioners, hired roughnecks to persecute practitioners, instigated the guards and prisoners of the detention center to cruelly beat practitioners, and fined each practitioner in the county 1,000 to 5,000 Yuan. He also established a so-called "4.28 Special Division" to concentrate on persecuting Dafa practitioners. Lu is the chief of the division, and the above is one of the facts about this division's crimes.

Since 1999, Zhu has helped Lu Xiutian and others to commit crimes. He repeatedly led the division to arrest people and raid homes, and colluded with the hooligan police to search female practitioners' bodies.
