At 8 p.m. on June 26, 2001, gale force winds and hailstorm struck Pinggu, Shunyi, and Miyun counties of Beijing, resulting in relatively large economic losses.

In Pinggu County, according to the records of the Meteorological Bureau, the precipitation reached 172 millimeters [almost 7 inches], the average wind force was category 8 with occasional maximum wind force reaching category 11. This was the most severe storm since the foundation of the bureau in 1959. This rare gale affected Pinggu's fruit orchard land of 33,500 Mu (a Chinese unit of land measurement, equivalent to 0.165 acre per Mu). About 82,200 fruit trees were felled and the fruit drop rate was about 20% and even 30% in some areas, which will result in a 9,000 ton decrease in fruit production. About 13,200 trees for environmental protection on roads and between fields as well as 216 telephone poles were also torn down. Roughly 2,005 houses were damaged and 6,200 Mu (around 1,023 acres) of cropland for vegetables was affected.

In Zhaogezhuang, Shunyi County, where the most serious damage occurred, a reporter observed that more than ten private residences had been struck by broken trees. In villager Zhang Jinwang's 40 Mu (around 6.6 acres) orchard, the ripe fruits were scattered all over the ground.

In Miyun County, the gale destroyed 2,000 Mu (around 330 acres) of cropland in Dongshaoqu Village, resulting in a 750,000 Yuan (Chinese dollars, the monthly income per person in rural area is about 200 Yuan) direct loss. The village's 40 cow barns were completely torn down.

[Pinggu County]

The evil crimes of Pinggu Detention Center:

1. On Chinese New Year's Day of 2001, the police sent more than 60 practitioners, who went to Tiananmen Square to validate the Fa, to Pinggu Detention Center, which is located in a rural area. The police here were very vicious. They violated the law and tortured practitioners with various means in order to force them to give their names and addresses. Practitioners risked their lives and would not cooperate. The torture included:

1). Merciless beatings with wooden and iron sticks as well as other instruments, as well as kicking.

2). Hanging both hands on the gate with feet off the ground. Some male practitioners were hung upside-down with their feet on the gate. The police would push the gate back and forth so that the anklecuff became tighter and tighter. Many practitioners bled.

3). Pouring cold water: the police forcefully took off practitioners' shoes, fixed their feet to the hot pipe, handcuffed them, poured cold water from their heads and necks, and then opened the window to let the cold wind blow on them. The police tortured practitioners until 2:30 a.m.

2. In order to resist the evil forces, 14 female practitioners in Cell A8 blocked the door from inside with their bodies and demanded that the police stop their crimes and release them. The police attacked the door in groups but failed to open it. Angry, they pounded the practitioners' heads with iron rods and scratched the practitioners' faces with their hands. The three practitioners in the front endured the most. After three attacks failed, they used fire extinguishers. Finally, they pried the door open with several planks. They marched all over practitioners' heads and bodies and forcefully cuffed the practitioners and dragged them to the courtyard. They cursed and kicked practitioners on their faces. Some practitioners bled a great deal.

3. On the fourth day of the practitioners' hunger strike, the police force-fed them. The force-feeding was actually a more vicious and brutal way of torture. The police asked convicted criminals to ruthlessly cuff the practitioners' hands to their backs; some practitioners' feet were also shackled. They kicked practitioners to the ground and forcefully inserted tubes down their nose. They then grasped practitioners by their hair or their handcuffs, dragged them to the courtyard, kicked them to the ground, and filled the tubes with soy water. After the feeding, they would run dragging the practitioners backwards by their cuffs. The cuffs deeply cut into practitioners' flesh.

[Shunyi County]

Falun Dafa practitioner Zhao Baosheng, male, 38 years old, is a resident of Gexian Village, Qinghe County, Hebei province. On December 29 2000, he went to Beijing to validate Dafa. Five policemen from Shaling Police Station of Shunyi County Beijing beat him so viciously that they broke his right arm. Although it was in the dead of winter, the policemen stripped off his clothes, tied him to a tree in the yard and poured cold water all over his body. Then they used electric batons to shock him. They used a long electric baton to shock his genitals many times. Finally they used several pairs of handcuffs to tie him to two beds and to chairs so he could not squat down. A female Dafa practitioner from Henan, Li XX was arrested and sent to Shunyi Detention Center for appealing at Tiananmen Square on December 20, 2000. Police tortured her by forcing her to stand in a cold draft and poured water on her after stripping her to a single layer of clothes. Once the water froze, the police broke the ice, gathered it, and forced her to stand on it with bare feet. This torture was repeated several times. Later police pulled her back and forth by her arms. Once the police grew tired, they forced her arms backwards and twisted them. Despite these means, she still said that Dafa was good. Angry, the police threatened to strip her of her underpants. Yet the practitioner still told them: "Are you not afraid to damage our country's image and your professional image when people find out that you persecute me this way?" They were at the end of their wits and tried to intimidate her: "We will beat you to death and bury you in a ditch. No one will charge us. We will then arrest others to replace you..." On December 27, 2000, some practitioners went to Tiananmen to speak the truth and were arrested. One practitioner was sent to the Yingong (Yinjia) local police station and tortured by the police there. This is his account: "They stripped my outer clothes off, including my shoes and socks, cuffed my hands to the bars of the window, and beat me with an electric prod. Then they dragged me outside into the cold. The temperature was about 12 F, and I was only in my underwear, standing on the cold ground in bare feet. After this torture, they towed me inside for another round of electric shocks. This process was repeated four times until the batteries of the prod were depleted. My neck and waist were so badly injured that I couldn't lift my head or the upper part of my body. My hands and feet were numb from the cold and swollen like loaves of bread. I couldn't stand steadily nor could I stop having spasms. Seeing that I still refused to give my name and address, they called over a few more people and a German Shepherd dog to bite me. But the dog stayed three yards away from me. No matter how they tried, the dog just wouldn't come any closer. Finally they carried me to another room and took my picture so as to reveal my identity. The officer and another vicious policeman took turns giving me shocks with the electric prod. With all this torture, I became incontinent. I was a mass of bruises. They still wouldn't stop. They called in several ruffians, all in their twenties. They used extremely nasty, humiliating ways to torture me. With a recharged electric prod, they beat me on my chest and private parts. In Mulin local police station, the police beat and tortured a practitioner for more than 30 hours. On the first day, a police tortured the practitioner using an electric baton and discharged electricity to the legs, belly, hands, feet, neck, and head until the battery ran out. "There are no words to describe my pain. While the police re-charge the electric baton, several other police surrounded me. They slapped me, put pepper into my eyes, and stuffed filthy socks into my mouth. In the evening, they continued to beat and shock me until around 8 p.m. They dragged me outside, left me in the freezing cold wind until 11 p.m., and dragged me back and beat me again. They did not allow me to sleep that night. The next day, they applied heavier torture to me. Since morning, they started to torture me with electric batons and especially discharged electricity to the inner parts of my thighs, head, chin, and neck. Other people slapped my face, kicked my shins, and stepped on my toes. My legs were full of electric burn marks and my hair actually curled from the electricity. I don't know how many times I was slapped across the face. The brutal beating continued till evening." The practitioner was sent to Shunyi Detention Center on the third day. [Miyun County]

Following his official designation as the county chief, Wang Hongzhong, ex-deputy chief, intensified his persecution of Dafa practitioners. In a show of his new power, he ordered that nine practitioners be sent to the Daxing Labor Camp during the Chinese New Year.

At the direction of Liu Baoshan, the Party Secretary of the Pinggu County, the townships and villages started a blitz of penal actions on practitioners in the afternoon of January 23, 2000. Practitioners were asked to submit cash pledges, and to write, "guarantee statements." Those who refused to comply were detained immediately, which resulted in some practitioners having to leave their homes in order not to be arrested. In Miyun Detention Center, female practitioners were forced to sleep on the ice-cold cement floor. The police cursed at them while beating them up. The police seized a practitioner's head by the hair and slammed it into the wall repeatedly. The practitioner felt that her head was swollen and that she could not open her eyes. The sky and the earth were spinning. Four police dragged her down to the cement floor and used a three-pronged leather belt to whip her on her legs.

The policemen forced some female practitioners to sit on the snow-covered ground barefoot and buckled others to a big tree or cement pole. Some were stripped of their overcoats and kept freezing. If they did not tell their names and addresses, they would be shocked by the electric batons or kept on the electric beds. A girl from northeast China was shocked down to the ground by the electric batons. She was again beaten up and cold water was poured all over her body. Her situation was too terrible to look at. Four to five police kept ordering a female practitioner who was in her thirties to take off her clothes until it came to her underwear. The policemen fondled her all over her body. The numerous crimes that Jiang Zemin and his gang have committed will arouse the great anger of the heavens and the people. We warn those who are part of Jiang Zemin's gang: Stop the killing; take the retributions as your alarm, and treat Falun Gong practitioners kindly. Otherwise, greater retributions eventually shall come.
