Recently the righteous calls [for an end to the persecution] from both inside and outside of China have been growing stronger, according to certain disclosures by Chinese governmental officials, while in the meantime Falun Gong practitioners are becoming ever more determined under increasing pressure [from Jiang Zemin's regime].

Two completely different voices have now emerged from within the governmental administration regarding how to handle Falun Gong. One group has ordered the branches of the judicial system to release all Falun Gong practitioners that are being illegally detained, especially those with arbitrarily extended sentences. The "610 Office" system headed by Luo Gan, however, has not only fought against this order, but has also told police stations and detention centers all over the nation that "there will be no punishment for torturing Falun Gong practitioners to death. Practitioners tortured to death will be recorded as suicide cases." "Do not identify the body. Cremate locally." Recently, the "610 Office" even secretly issued a command to sentence all practitioners refusing to denounce Falun Gong to life sentences.

The "610" is also called the "610 Office." Its official name is "The Head Office for Dealing with the Falun Gong Issue." The Chinese [party name omitted] Party Central Committee "610 Office" was set up on June 10, 1999. It's a standing member of the Political and Judiciary Committee that reports to the Chinese [party name omitted] Party Central Committee. Headed by Luo Gan, it is the highest authority deployed by Jiang Zemin and his accomplices to persecute Falun Gong. It specializes in political persecution and it can completely override any law. All provinces, cities, autonomous regions, and municipalities directly under the Central Government have a local "610 Office" that reports to the local Chinese [party name omitted] Party Political and Judiciary Committee. Thus, the "610 Office" is a well-organized and independent system spanning from the Central Government to the local governments. It has absolute power over each level of administration in the Party, as well as over the political and judiciary branches. All plots for the framing of and persecution of Falun Gong practitioners have originated from the "610" during the past two years since its inception.

It has been further explained that a large number of Falun Gong practitioners from across the country have been or are presently being held in labor camps without trial. Many of them are even detained indefinitely. All of these illegal acts have originated from commands issued by "610." Besides labor camps, many other locations have been used by Luo Gan to illegally detain, torture and murder Falun Gong practitioners, including refugee camps that report to the civil administration bureaus, detention centers that report to the police departments, administrative detention centers, drug rehabilitation centers, and custodial and re-education centers (originally known as a "women's centers for improving self-respect", used to house and re-educate prostitutes.)

Luo Gan's parents were high-ranking officials. He was a high-ranking leader of the notorious Red Guard Revolutionary organization that specialized in murdering, "beating, smashing, and looting" during the Cultural Revolution. After the Cultural Revolution, he took advantage of his high-ranking family background and connections to work his way into the Political and Judiciary branches. He used every means to be promoted and finally became the trusted aide of a very important national political figure. In 1989, he personally organized the alleged "video of the mob burning the tank and military vehicles" [during the "June 4 Tiananmen Square Incident"].

In April 1999, Luo Gan instigated He Zuoxiu, one of his relatives, to provoke the "Tianjin Falun Gong incident." In order to worsen the situation, he then ordered the Tianjin police to beat the Falun Gong practitioners who had gone to appeal to higher authorities. Later he directed the "April 25^th incident" that shocked the world by secretly ordering the police to lead Falun Gong practitioners into gathering around the Zhongnanhai government compound.

During the past two years, Luo Gan has been very active [in persecuting Falun Gong]. He personally went to inspect Political and Judiciary branches and labor camps around the country, coercing all levels of government into implementing the secret order from Jiang Zemin--"Discredit Falun Gong. Cut off any financial resources to Falun Gong. Physically destroy Falun Gong practitioners." When the shocking and violent act, whereby eighteen female Falun Gong practitioners were stripped naked and thrown into the cells of male criminals, occurred in Liaoning Province's Masanjia Labor Camp, he was staying in the province while on an inspection tour.
