Zhan Jinyan was a female practitioner from Yinzhang Village, Jiangcheng District, Baoding City, Hebei Province. On the evening of November 26, 2001, Zhan was illegally detained by the police of Yanqing County Branch in Beijing for going to the Capital to appeal. On November 29, when Jiangcheng District government gave notice to Zhan's family to visit her in the emergency room of the Yanqing County Hospital, Zhan Jinyan was on the verge of death. She died three days later.

Sources said that the Yanqing Police intended to hush up the incident by offering the family 3,000 Yuan compensation, as well as offering to pay for all hospital and crematorium expenses. However, the Beijing Public Security Bureau found out and refused to allow this. Zhan's body still lies unclaimed and unattended in Yanqing Hospital.

Tai Yurong was a 36-year-old female practitioner from Nanjia Village, Jiacun District, Wangdu County, Baoding City, Hebei Province. On December 12, 2001, a gang of more than ten people led by Mu Pingjun, Deputy Party Secretary of Jiacun, seized Tai Yurong in her home and sent her to a brainwashing class in Wangdu County, together with nineteen other Dafa practitioners from eight different villages in the Jiacun area. Tai Yurong immediately began a hunger strike to protest this persecution. She died on December 19, 2001.

Li Guoying -- Party Secretary of Wangdu County, Hebei (Previously Party Secretary of Weixian County) Since July 20, 1999, Li has been directly involved in the persecution of Dafa practitioners in the Weixian County region. He is responsible for the lengthy detention and eventual three-year jail terms of five Dafa practitioners, and for the extortion, torture, and detention of countless Dafa practitioners. Li was later transferred to Wangdu County; afterwards he broke his leg in a traffic accidence. Li is currently the subject of investigation by the provincial government for corruption, accepting bribery, buying and selling government positions, etc.
