The 54th Institute of the Electronics Ministry Conspired with Shijiazhuang Police to Persecute Practitioners

Yu Guocai was the deputy party secretary of the 54^th Institute of the Electronics Ministry. Wu Fucai was the Chief of police at the Qiaoxi district #373 Police Station. It was learned that these two conspired to persecute Falun Gong practitioners at the 54^th Institute. Their crimes are detailed below:

Since April 25, 1999 the #373 Police Station has detained, handcuffed and tortured Falun Gong practitioners who have gone to Beijing to appeal against the persecution of Falun Gong. Practitioner Li Xiangdong was illegally jailed for 22 days. Other practitioners were illegally detained in dark and windowless steel cages at the #373 station.

In October 1999, some practitioners of the 54^th Institute went to Beijing to appeal and the police extorted 25,000 Yuan RMB from each of them. The total amount of money extorted was more than 200,000 Yuan.

In the year 2000, #373 Police Station further escalated it's persecution of practitioners who had gone to Beijing to appeal for the right to practice Falun Gong. The amount extorted was increased to 48,000 Yuan per practitioner, with 23,000 Yuan to be paid by the work unit. At the same time the Party Committee illegally withheld practitioners' salary and their retirement benefits. Their illegal tactics seriously violated the human rights and jeopardized the normal lives of Falun Gong practitioners.

In the year 2001, the #373 Police Station became more desperate and almost insane in its persecution. They started arresting and abducting people from their homes without any warrant or charges. Falun Gong practitioner Bao Keyin was arrested by deputies from the #373 Police Station and sent to the First Detention Center in Shijiazhuang. Practitioner Mao Guoxiang was a departmental level official at the Shijiazhuang City government and he was also taken in by the police and sent to the same detention center. Practitioner Wu Fenglan reported to the authorities about the illegal ransacking of her home by deputies from #373, so she was promptly abducted and taken to the detention center while walking on the street. Later she was transferred to another detention center. The #373 Station took 5,000 Yuan that was in her posession. The entire family of practitioner Han Jianguo, including his wife Dong Yanping and daughter Han Ning, were also abducted from their home by the #373 Station. They were cuffed to a big tree outside the gate of the station. Practitioner Li Qutang, a nationally recognized research scientist, was also arrested from his home and cuffed to a tree outside the station. They were released only after their families paid the extortion fee. Li Qutang's family paid 20,000 Yuan. Police Chief Wu Guocai savagely beat these Falun Gong practitioners himself. Practitioner Lu Chunyan was beaten at the station.

Yu Guocai and Wu Fucai also conspired to force practitioners Jia Jian, Wei Liying and several others to a brainwashing class for further persecution.

All their atrocious acts raised the concern and anger of people working at the 54^th Institute. We kindly call on those who committed such crimes to Dafa and practitioners to stop your evil acts immediately. Cease committing your hideous acts and embrace compassion. Treat Falun Gong practitioners with kindness and empathy.
