Police Officer Wang Quanfeng of the Fangzi District of Weifang City, Shandong Province, Tortures and Murders Falun Gong Practitioners

Wang Quanfeng, male, about 38 years old, is the chief person guilty of
persecuting Falun Gong in the National Security Section of Fangzi District
Public Security Sub-Bureau.
During the period of time around July 20, 1999, Wang Quanfeng went to every
township in Fangzi district and ordered all the police stations to escalate
their persecution of practitioners. All practitioner assistants in charge of
township practice sites had been taken to the Fangzi District Great Wall Hotel.
Police forced all practitioners to watch tv programs and read newspapers
containing propaganda and slander against Falun Gong. At the same time, they
extorted money and personal property from practitioners.
In March 2000, under Wang Quanfeng's orders and intimidation, police stations
in every township committed brutal beatings, illegally detained practitioners,
and sent about 13 practitioners to forced labor camps. Wang Weinian, the Fangzi
District Secretary of the Communist Party, told Wang, "If you want to
obtain a promotion, you must take strong measures against Falun Gong." Wang
then became more rampant in persecuting practitioners. During the holidays
celebrating the Chinese National Day in October, police in this district again
persecuted practitioners on a large scale. In Ceniu Town, they arrested 17
practitioners and detained them in the Town Road Station. Those practitioners
suffered inhuman tortures there. Many practitioners were tortured to death
during this period of time. Among them, Meng Qingxi from Mu Village and Wang
Yixin from Gouxi Town died from torture; Wang Aijuan, who had worked in Weifang
Cotton Mill, was tortured to death at the Fangzi Detention Center; Wu Jingxia, a
29-year-old mother of a 15-month-old child, living in Gejia Village of Fengfang
Street, was tortured to death. Numerous bruises, blood stains, and cuts made her
corpse too horrible to look at. Meichun Town practitioner Zhao Wenming's
shoulder was severely wounded due to the police torturing him with a knife and
screwdriver. He and two other practitioners in this town were sent to forced
labor camps. Practitioner Yuan Kun and spouse, of Meichun Town, had been
appealing in Beijing for Falun Gong. Wang Quanfeng used every vicious means to
persecute their family. A year ago, this couple was forced to leave home and
wander about to avoid further persecution. But despite this, Wang still did not
leave them alone. He has been searching for them so that he can arrest them.
In May 2000, practitioner Li Yitang, an employee of Weifang Electric Power
Factory, suffered a brutal beating from Wang because he appealed for Falun Gong
in Beijing. He was wounded so severely that he was unable to squat or to sit
down for a long time. Wang also forced him to pay a large sum of money as a
penalty.
In October 2000, because he refused to give up his belief in Falun Gong,
practitioner Ding Li suffered such a barbarous beating from Wang that he lost
consciousness a few times while being interrogated and tortured. Ding was then
sentenced to 3 years in a labor camp. He is still detained in Cangle Labor Camp.
At the end of 2001, Du Jiqun, the former leader of Fangzi District Falun Gong
Assistance Center, was abducted to a brainwashing class in Weifang City. Wang
Quanfeng and Zhao Chenlin, another police officer, extorted 10,000 Yuan [Chinese
currency, the monthly salary for an average Chinese urban worker is about 500
Yuan] in cash from Du's family members, which the officers put into their
own pockets.
After practitioner Wang Yixin was tortured to death, Wang Quanfeng attempted
to arrest Wang Yixin's son and daughter-in-law who are also Falun Gong
practitioners. This couple was forced to leave their home to avoid further
persecution. Their elderly mother and child were left alone at home and they
depended on each other for survival.
In February 2002, Wang Quanfeng rushed into practitioner Zhu Tianfu and Zhang
Ximei's home in Ceniu Town. Zhu was taken away and Zhang was forced to leave
home and wander about. Zhu suffered inhuman tortures in the detention center.
Later on, Zhu was sentenced to 5 years in jail without going through any legal
procedures and without even informing Zhu's family members.
In the spring of 2002, Wang Quanfeng started a new round of brutal
persecution of Falun Gong practitioners in Ceniu Town. Many people's homes were
illegally searched and their property was confiscated. Many practitioners were
forced to leave home and wander about. Learning that a practitioner in Mie
Village kept a truth-clarifying VCD at his/her home, Wang led police to search
the home. Although they found nothing, they took a large sum of money from this
practitioner and kept it for themselves.
In March 2002, Wang kidnapped Zhao Xuemei, a middle school teacher and a
former classmate of Wang Quanfeng, and put her in a brainwashing class. Wang and
policeman Zhao Chenlin also used this opportunity to extort money and property
from her family members. Failing in their extortion, Wang attempted to plan
other ways to persecute her. As a result, Zhao Xuemei was forced to leave her
home to escape the persecution he was planning.
In June 2002, Wang led police to break into a practitioner's home late at
night. He even shamelessly tore off a female practitioner's underwear and took
away all the cash he found in her home.
In June 2002, Wang sent practitioner Zhang Chuanzhen to Brainwashing Classes
held in the Cangle Labor Camp. Zhang's wife was forced to become homeless.
Wang Quanfeng's crimes are too numerous to list. In such a small district
(only 8 towns), 4 practitioners have been tortured to death; more than 10
practitioners have been sentenced to jails and labor camps; and about 20
practitioners have been forced to leave home.
As the old Chinese proverb says, "Good is rewarded with good and evil
with evil." Both the society's law and the heavenly law will punish Wang
Quanfeng in the future.
