Lord Avebury and Lord Hylton of the United Kingdom Write to Friends of Falun Gong Concerning Hong Kong's Basic Law Article 23

(Clearwisdom.net)

John Dee Esq,

European Friends of Falun Gong

October 26, 2002

Dear Mr. Dee,

Thank you for your letter of October 18 and enclosures, about the Hong Kong Government's intentions to introduce an anti-subversion Bill under Article 23 of the Basic Law.

I am not sure that we have any locus in this matter, but I am seeking to table the following question for written answer:

"What discussions they have had with the Government of Hong Kong about the proposal to introduce anti-subversion legislation under the Basic Law Article 23; whether they will propose that the Government of Hong Kong invite independent experts to advise them on the compatibility of the draft legislation with Hong Kong's international obligations on civil and political rights, and whether they will request the Government of Hong Kong to allow a period of consultations with the public on the draft Bill, prior to its introduction in the legislature".

Yours Sincerely,

Lord Avebury
