Crimes Committed by Zhang Shoujiang, Yi Xiuyan, and Others at the Panjin Forced Labor Camp, Liaoning Province (Part II)

By a Falun Gong Practitioner Who Was Held at the Panjin Forced Labor Camp

(Clearwisdom.net) In my previous article, I only described a tiny fraction of the brutalities committed by the police, led by Zhang Shoujiang. In mid-May, 2001, to expand his repertoire of methods to torture Falun Gong practitioners, Zhang Shoujiang visited the Heilongjiang Female Forced Labor Camp, and Masanjia, Harbin, and Fushun Forced Labor Camps. Finally, he decided he would use the methods used at the Fushun Forced Labor Camp. On May 17, 2001, he took a team of police officers including Tang Xiaobiao, Huang Jiukuan, Guan Baoming, Liu Minghua, Jia Jingliang, and Yi Xiuyan to Fushun for three days to learn some new torture methods. They consolidated all their manpower and resources to persecute Falun Gong practitioners: they bought extra large electric batons, clubs, and handcuffs. To hide their activities, they tried to block all information from leaving Panjin. In order to let you know the truth, the following is an account of the May 20th incident. What actually happened was much worse than I have words to describe.

When the police officers came back from Fushun City, they called all Falun Gong practitioners to a meeting at 4 pm. Zhang Shoujiang threatened to tighten his control of the practitioners. Immediately afterwards, they moved all practitioners that were separately held in No.1 and No. 2 Teams and put them into the Restriction Team. Then, they transferred officers from other departments and some of the most vicious criminal inmates from No.1 and No. 2 Teams to work into the Restriction Team. They were standing by and looking for excuses to try out their new torture methods. The whole thing was masterminded by Zhang Shoujiang, and directed by Zhou (Vice Director of the camp).

On May 20, Zhang Shoujiang went to the Restriction Team to watch Falun Gong practitioners being punished by sitting on benches for extended periods of time. He ordered Tang Xiaobiao (a criminal inmate) to make Falun Gong practitioners recite the rules of the camp in the daytime and tested them again in the evening. On the 21st, the police posted slogans defaming Falun Dafa on the headboards of the Falun Gong practitioners' beds and forced them to look at them. Then they wrote defamatory words on a piece of cardboard and forcibly hung it on Sun Jian's neck. Chen Changli and Wang Xiaoguang (two criminal inmates) forced Sun Jian to parade around the cells as a form of humiliation and forced all Falun Gong practitioners to look at him and the derogatory sign. The security guards were directed to beat anyone that didn't comply. The Falun Gong practitioners were totally deprived of their legitimate rights and freedom in that environment. Everything they did had to meet the guards' cruel requirements.

Starting on May 20, the Falun Gong practitioners were served food containing very poor nutrition and consisting of steamed bread and a watery cabbage soup three times a day. Each could only have two pieces of bread, and the soup was either too salty or had no flavor at all. When practitioner Ye Ximing couldn't fully recite the rules, Ma Gang, one of the security guards, moved him to the luggage room and was going to beat him; but another practitioner stopped him. On the evening of May 22, Liu Dahan (a main perpetrator) ordered the practitioners onto the soccer field and made them run around while shouting slogans and then made them sing continuously until 11 p.m. Even after they were brought back to the building, they were made to stand in the hallway in a military pose until midnight. No one was allowed to use more than half a basin of water to wash up.

On the morning of May 23, some practitioners from No.2 Team felt that the authorities had violated their own rules and were too abusive. Guo Yulong, Gou Donghai, and Gao Dong removed the vicious slogans from the walls. At nine o'clock, Gu Zheng and the associate head of the Restriction Team went to beat Ye Ximing. When Ye Ximing screamed, many practitioners came out and demanded that the beating stop. Led by police officer Tang Xiaobiao, Chen Changli and Liu Dahan stormed in and started kicking and punching the practitioners. Chen even used the electric batons to poke the right eye of GuoYulong, which resulted in a bruise that lasted for over two months. After a round of beatings, they asked who had taken the slogans from the walls. They pushed Gao Dong, Gou Donghai, Wang Baogang, and Guo Yulong to the ground and kicked and punched them. Ma Gang also participated. When they were tired, they forced Gao Dong and other practitioners to stand facing the corner with their hands touching the floor and backsides facing up. While they were in that position, the beatings started on another place. Gao Dong was shackled behind his back and put in solitary confinement. After about an hour of beating, Gao Dong's face was swollen, and his body was covered in bruises. After the beating, Ye Ximing was handcuffed and hung by the cuffs in a small cell. The handcuffs were so tight that he suffered a lot of pain. The police went on to beat the Falun Gong practitioners in the Restriction Team. Sun Jian's mouth was torn as a result of their beating. Liu Yongbin, one of the policemen, wanted to know who in the No. 1 Team had shouted, "No hitting". When Xiao Zhijun answered that it was him, Liu Yongbin slapped him on his mouth and made him stand with both hands touching the floor and his backside facing up.

At 1 p.m., directed by Zhou, a group of policemen, including Guan Baoming, Huang Jiukuan, and Tang Xiaobiao, set up a torture room to punish those from the No.2 Team who had taken down the slogans. The security guard made the practitioner who stopped them from hitting people to stand with his hands touching the ground. Main perpetrator Liu Dahan was sitting in an armchair and holding a large electric baton. In the meantime, the security guards pushed the practitioners on the floor and hit them with clubs held in both hands. Other police officers participated as well. One could hear the sounds in the hallway. One after another, Gou Donghai, Gao Dong, and Guo Yulong were pushed to the floor with their shirts open and their backs exposed and Liu hit them with a huge club. When the beatings finished, they were sent to solitary confinement and the police continued to beat other practitioners. Later, the security guards had a meeting at which Zhou told them that they should intensify their efforts to persecute the practitioners; those that participated would have their sentences reduced. Guan Baoming said they could do anything as long as no one died. After that, the beatings continued until well after midnight and at 4 am another day of insanity started.

On the morning of May 23, when Zhang Shoujiang was visiting the Restriction Team and saw that the two security guards Wang Dechuang and Luan Yong were not beating the practitioners, he summoned Jia Jingliang to his office and admonished him. Jia then went to yell at Wang and Luan. Wang came back and told the practitioners, "I know you are nice people, even though I am scum. I didn't want to hit you guys, but they made me come back." Luan said, "They will reduce our terms if we beat you. If we don't comply, they will penalize us." Then Zhang deployed more policemen to the place, and the violence and brutality began. The sounds of electric batons and clubs hitting flesh were intermingled. Practitioners were either being beaten or made to hold certain positions for extended periods of time. The perpetrators didn't have to have any reasons anymore. The practitioners were subjected to corporal punishment as long as they remained firm in their beliefs. The practitioners were black and blue all over, swollen beyond recognition, and their skin was scarred with burns from the electric batons.

From then on, whenever the police spoke to a practitioner, they would say, "Don't you want to be transformed? It's hell on earth here." One of the perpetrators of the May 20th incident remembered, "I don't know what was wrong. I was crazy. If I didn't beat them badly, my hands would feel uncomfortable." However, Zhang Zhen, the director of the inspection office, should have stopped this atrocity--instead, he participated in it. When practitioners complained to him that the police were beating people, he said, "We are not here just to transform you through education; we are also here to crack down on you." On May 23, Zhang Zhen summoned Ye Ximing for interrogation. When Ye Ximing refused to answer his questions, Zhan became so angry that he gave Ye 30 blows with a club before locking him up in solitary confinement. On May 24, Huang Jiukuan went to the cell to start defaming Falun Dafa but Ye Ximing stopped him. Huang stormed into the cell and clubbed Ye. As the cell was too small for him to extend his arms, he decided to open Ye's shackles and handcuffed his hands behind his back. He then pulled Ye outside, pushed him to the ground, and clubbed him over twenty times, all the while yelling and swearing. When he was too exhausted to continue and saw Ye was motionless, he took a kettle of water and poured it on Ye's head. After that, he hung Ye in the cell by his handcuffs. On the 26th, Wang Dechuang and Luan Yong, on orders from Jia Jingliang, took turns beating Ye Ximing and forcing the club inside Ye's mouth, which injured him. Ye was black and blue all over. He was tortured every day until May 31. Ye was badly injured and began experiencing a mental breakdown from the relentless torture.

On the night of May 23, Luan Yong and Wang Dechuang forced Gao Dong and Wang Baogang to recite the rules of the camp, including the punctuation in the sentences. Whenever they made a mistake, they were beaten. When they couldn't squat anymore and were crying, two other perpetrators started beating them again. Gao Dong was tortured continuously until the electric shock club broke open and the springs were exposed. Gao Dong's head was swollen but he showed no emotion at all. On the 26th, they asked Gao Dong to go downstairs for a time-out, but on the 29th, they resumed the beatings. Gao was forced to stand with his fingers touching the ground and backside facing up. He couldn't hold the position endlessly and eventually fell down. In the meantime, Sun Jicheng beat him again.

On the night of May 23, Liu Dahan went to No.2 Team with a club. He made all the practitioners sit with their heads covered by their hands. Then he started to beat them one by one. When he was in front of Cui Zhongxin, an elderly man, he said, "How come an old fellow like you is still not transformed?" Then he beat him until Cui couldn't take it any more. Between May 23 and 26, every one of the practitioners of the Restriction Team was severely beaten. Xu Kai was of a very small build. He was beaten three times by Liu Dahan. During the first time, he withstood about 30 clubbings. The third time, he fell after just one clubbing. After he managed to get up, Liu clubbed him again, and he fell down. The perpetrators would strike the practitioners where it would hurt the most. Xu Kai couldn't move his arms for a long time.

Liu Dahan and Chen Changli beat the practitioners one by one. They even put defamatory words on paper and glued them onto Guo Yanliang and Liu Zhongyi's mouths. When Guo took it off, one police officer became so angry that he picked it up from the floor, spit on it, and stuck it back on Guo's face. Liu Dahan beat Guo Yanliang three times. Each beating lasted for a long time. They also humiliated the practitioners by making them move with arms outstretched like an airplane and walk like geese. Practitioners had to squat, waving their arms and honking at the same time; they were also made to lie on their stomachs and crawl like a dog. Chai used a sharp object such as a key to poke, twist, and pinch Xiao Zhijun, and to forced him stand on one leg.

It's hard for those who have never experienced something like this to imagine the pain. I am unable to adequately describe on paper the suffering endured by the practitioners. This place is filled with terror and pain. The evil is beyond description.
