During the 16^th Congress of the Chinese Communist Party, policemen of Beijing's "610 Office" [a bureau specifically created by the Chinese government to persecute Falun Gong. It has absolute power over each level of administration in the Party, as well as over the political and judiciary branches] persecuted Dafa practitioners even more severely. On November 8, Beijing police broke into the capital library to arrest a Dafa practitioner whose last name is Pan.

Zhou Jinlan is a retired employee from the Nanyang Textile Factory. She went to Beijing to appeal to the Chinese government on October 16, 2002. She ended up being detained at No. 2 detention center at Wanchen District, Nanyang City for one month, the police bureau fined her 5000 Yuan [Chinese currency, the monthly salary for an average Chinese urban worker is about 500 Yuan], plus a 3000 Yuan security deposit, and she was not released until the money was paid by her relatives.

At the beginning of 2000, the textile factory tried to force her to write a "statement of guarantee," and she was fined 2000 Yuan, which was deducted from her salary since she didn't have any savings in her bank account. In March 2002, Zhou Jinlan went to Beijing to appeal again, she was detained at Shuangzhuang Detention Center for over a month. Zhou Jinlan is a very steadfast practitioner. For the past three years she has been persistently clarifying the truth to people and saving sentient beings.

Lei Baoliang, female, about 50 years old, has been detained since August 2002 and is under close surveillance at a "legal education center" of the Communist Party School at Beihu District.

Wu Jianmin, male, about 43 years old, was arrested by the police in early October 2002. Currently, he is being detained at Chenzhou Detention Center.

In December 1999, Feng Zhongxian went to Beijing to validate the Fa and unfurled a banner in Tiananmen Square. He was arrested and sent back to Nanyan. Feng was illegally detained for over two months and fined thousands of Yuan. In October 2000, he went to Beijing to validate the Fa again by unfurling another banner in Tiananmen Square. When the police arrested him, he was brutally tortured, but he didn't reveal his name or address. He went on a hunger strike and was released unconditionally after a few days. After that, he was forced to become homeless to avoid further persecution, so he went to Beijing to clarify the truth to people. In July 2001, the police discovered the place where he resided with other practitioners. The police arrested many practitioners, and they also took away seven computers and some other things used to clarify the facts about Falun Dafa. Currently Feng is still being detained in Beijing.

Since mid October, the general hospital has begun to set up brainwashing sessions for its staff who once practiced Falun Gong, forcing them to watch videotapes that defame Dafa and to write down their reflections. People who refuse to do so are suspended from work as punishment.

In late October, the weather in the northern area was abnormal. Heavy snow covered soybeans, wheat and other crops in the field; as a result, the harvest could not be brought in. Recently, the temperature kept decreasing, not allowing the snow in the fields to melt.

Private jails were set up on the 5^th floor of Changhong Hotel. The police hired people for 500 Yuan a month and trained the brainwashing class staff first. They do not allow Dafa practitioners to sleep for 24-hour periods and take turns brainwashing them. They don't release the practitioners until they write a "letter of repentance."

Wang Jinghua, while leading "610 Office" policemen, has ransacked practitioners' homes in Tuquan County many times. He has illegally sent many practitioners to forced labor camps, such as Dafa practitioners Liu Zhanyu's family. Xu, the head of Xiliu police station of that county, teamed up with the police of Yingkou City, Liaoning Province to take away Liu's bankcard and cash, which was kept by his relatives. His elder son Liu Fuli and younger son Liu Fuming were detained at the police bureau for handing out truth-clarification materials. The police used all kinds of means to torture them, including using a triangular knife and other sharp tools. Their means are so brutal that the two practitioners lost consciousness several times. The county head and the head of the "610 Office" are responsible for the persecution, and now these three people from the same family have been illegally sent to Muxuji Forced Labor Camp.

Wang Jinghua and his subordinates also went to Chifeng, Liaoning and other places to arrest Dafa practitioners who became homeless to avoid further persecution.
