The Crimes of the Deputy Head of the First Section of Xinjin County Public Security Bureau, Chengdu City, Sichuan Province

(Clearwisdom.net) Peng Suquan, Deputy Head of the First Section of Xinjin County Public Security Bureau, Chengdu City, Sichuan Province, is the prime culprit persecuting Falun Dafa practitioners in Xinjin County. He was formerly deputy head of the Wujin Police Substation, Xinjin County, and has been promoted to the present position for "rendering great service" in persecuting Falun Dafa practitioners. Peng is now in charge of the persecution of Falun Dafa practitioners in the county.

Since July 20 1999, Peng has been responsible for detaining Falun Dafa practitioners who go to Beijing to carry out peaceful appeals. The majority of these practitioners have been illegally dispatched to forced labor camps or "re-education" camps by this man.

On June 29, 2000, more than 20 Falun Dafa practitioners from Xinjin County were practicing the exercises in the county's Golden Triangle Square. Among them, 18 were taken to Wujin Police Substation. Peng Suquan and Fang Menghua (who was the political instructor of the Wujin Police Substation and now the head of the Xinjin Prison), as well as some others handcuffed these practitioners and forced them to stand in the scorching sun for a whole day. At that time, the temperature shot up to 38^oC (about 100^oF). These practitioners were not allowed to eat or drink, not even the food and drink sent there by their families. Among these practitioners were some over 60 year-olds, and some under 10 years old.

In July 2000, more than 50 practitioners at the Xinjin Detention Center went on a group hunger strike, protesting against the unjustifiable repeated detention of Falun Dafa practitioners by the Xinjin County Public Security Bureau. Peng Suquan personally handcuffed female practitioner Zhan Min (a former outstanding teacher of the Xinjin Teachers' College, now held in Nanmusi Women's Forced Labour Camp, Zizhong) and others, and took them to Wujin Police Substation. Once there, they force-fed the practitioners in a frenzy.

On October 1, 2000, Peng Suquan and Xu Chang'an, who is the head of the First Section of the Xinjin Public Security Bureau, personally directed policemen to raid these practitioners' homes, leading to the kidnapping of many of them. Several practitioners were taken to the detention center, or the substation, and were illegally held for nearly a month.

In January 2001, one female Falun Dafa practitioner went to Beijing to appeal and returned home safely. However, when Peng heard the news, he led a group of policemen in an attempt to break into this practitioner's home. The practitioner refused to open the door. Then, the extremely vicious policemen broke and entered through the windows. The practitioner was taken away.

In 2001, female Falun Dafa practitioner Pan Tingying was arrested while clarifying the truth in Qionglai, Chengdu City and was illegally held for one month. On the day when she was released Peng Suquan took her back to Xinjin and detained her without reason for another month.

In August 2002, because of Peng's frenzied persecution, Dafa practitioners Chen Shangqiong, Lu Xiaoqin, Yang Suhua and Pan Tingying were illegally sentenced to three years of forced labour for clarifying the truth to people.

In September 2002, Peng Suquan and others started another round of frenzied persecution and arrested people for no reason. To date, there are still several Dafa practitioners that are being illegally detained in Xinjin. A relative of one Dafa practitioner had also been arrested merely because the police found Dafa books at his home. The relative was being illegally held in the Housing Management Department of Xinjin County. He had not been given anything to eat for several days and his family members were not allowed to visit him or send necessities to him. Now he is most likely being held in prison.

Peng Suquan and his accomplices can search anyone's home or arrest any body at will. They do not show their IDs or undergo any legal procedures. Dafa practitioners questioned him, "As public security personnel, why don't you carry out your duties in accordance with the law?" In response, Peng threatened, "I am a policeman. Whatever I say is the law and whatever the police say is the law."
