They also instigated the neighbors nearby Dafa practitioners' homes to monitor and harass Dafa practitioners. Over the past two years, they have spent massive amounts of funds on this. Especially in the countryside, in order to obtain the money, some leaders even illegally levied an extra tax on the farmers. Furthermore, some leaders added the expenses that they themselves had spent in food and drink and embezzled from the extra funds. Farmers expressed their strong dissatisfaction. Some people said, "Falun Gong practitioners are all good people. If our leaders were all practitioners, our country would become prosperous and powerful. The society would stabilize. You should ask for money from the people who ask you to monitor Falun Gong. We do not and will not give you money."

So far in Handian Town, Shuangcheng City, Heilongjiang Province, more than 20,000 Yuan has been spent monitoring and guarding Dafa practitioners. For this kind of funds, it is really difficult to force the farmers to participate. In December 2001, when the leaders from the village and a cadre from the town each went to villagers' homes to collect money for a land contract, a villager named Wang Chengjun said, "We will not pay you for the money you spent on persecuting Falun Gong. This is unreasonable." But the town cadre said, "This is determined by the authorities. We do not have any choice." At that time this villager made a call to consult with the legal affairs institute in Harbin City. The lawyer in the institute said, "This violates the national policy and law. Do not give the money." So the cadres were frightened enough to leave.

There are many practitioners in Xinli Village of this town. The mayor of the town even spent a large sum of money to hire a local ruffian named Zhang Yanzhong, who led a group of people to monitor Falun Gong practitioners for a long time. Zhang was a village cadre in the past. Because he became corrupt, he was thrown out by the villagers. Now he has been put in an important position again because of persecuting Falun Gong. For this, the common people are very discontented. So far the village has spent more than 50,000 Yuan in supervising Falun Gong alone. Some villagers did not pay, while others were forced to contribute. This has become a topic of discontented conversation among the villagers.

The situation of Dafa practitioners in Xiaofang Village, Handian Town, Shuangcheng City:

Sun Zhenjie, male, is 40 years old. On September 8, 1999, when he went to Beijing to validate Dafa, he was arrested by Yuantan Police station in Beijing and then sent to the Shuangcheng Liaison Office in Beijing. Yu Shuang, Sui Guangcheng and others from Handian Police Station searched Sun and found 400 Yuan. Then he was sent to Shuangcheng and illegally detained for 64 days, where he was beaten and abused every day. He experienced innumerable tribulations and was forced to write a guarantee letter [statement renouncing Falun Gong]. They also forced his family members to turn in some money as collateral. They were extorted a total of 8,000 Yuan.

In July 2000, Sun was arrested from home by the "610 Office" (an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.) in Shuangcheng. He was sent to Shuangcheng Detention Center and illegally detained for 15 days. He was beaten and scolded by Zhang Shiyue and the criminal prisoners there. They only released him after extorting 240 Yuan from him.

On January 28, 2001, Sun was arrested from home and sent to Handian Police Station. He was beaten and abused by Sui Guangcheng and others for a day. Then he was sent to Shuangcheng Detention Center. He was not allowed to practice the exercises. After being beaten and scolded for 15 days, he was finally released. When his 80-year-old father went to pick him up, Zhang Shiyue forced him to pay 100 Yuan before Sun was finally released. Later Zhang extorted another 1000 Yuan from him.

Liu Qingying, female, is 30 years old. On June 25, 2000, she went to Beijing to validate Dafa. After being arrested and sent to the Shuangcheng Liaison Office in Beijing, she was kicked and beaten by the staff members because she refused to give a confession. She also had 40 Yuan extorted from her. She was sent back to Shuangcheng Detention Center and illegally detained for 15 days. She was forced to pay 120 Yuan for "room and board" expenses.

Wang Deqin, female, is 39 years old. On September 6, 1999, she went to Beijing to validate Dafa. She was arrested by Yuantan Police station in Beijing. After she was beaten and abused by the person in charge from Yuantan Police station in Beijing, she was sent to the Shuangcheng Liaison Office in Beijing. Later on, she was sent to Shuangcheng Detention Center and illegally detained for 64 days. She was scolded every day by Liu Chunyang from the police station, Zhang Xueyi and his son from the "610 Office" and the criminals in the center. She was forced to write a guarantee letter. They also forced her family members to put up money as a guarantee. The money was extorted as follows. Liu Chunyang collected 3,000 Yuan, the president of Handian town, Wang Jinzhu collected 2,500 Yuan and the local police station collected 500 Yuan.

Chi Jirong, female, is 42 years old. On September 6, 1999, she went to Beijing to validate Dafa. She was arrested by Yuantan Police Station in Beijing. After she was beaten with fists twice by the person in charge from the Yuantan Police Station in Beijing, she was sent to the Shuangcheng Liaison Office in Beijing. Later, she was sent to the Shuangcheng Detention Center and illegally detained for 64 days. She was scolded every day by Liu Chunyang from the police station, Zhang Xueyi and his son from the "610 office" and the criminals in the center. She was forced to write a guarantee letter. They also forced her family members to pay money as collateral. As a result, her family members had to sell grain, an old cow and so on. The total extorted was 9000 Yuan. The extorted money was as follows: Liu Chunyang from the county police station collected 3,000 Yuan, the president of Handian town, Wang Jinzhu collected 2,500 Yuan, the local police station collected 500 Yuan, the village public security director, Ding Naiyu took 30 Yuan, Yu Shuang from Handian Police Station took 35 Yuan during a body search at the Shuangcheng Liaison Office in Beijing and 2,000 Yuan was sent as a "present" to Zhang Xueyi and others.

On December 26, 2000, Chi Jirong went to Beijing to rectify Dafa again. She was arrested at Tiananmen by the Beijing Tiananmen Police Station. There, police searched her and stole 1200 Yuan. She was sent to a large jail north of Beijing. The prison guard asked them to squat and kneel. Many practitioners were beaten and cursed at for as long as 4 to 5 hours. When it was dark, everyone was searched and released.
