After officials in the police departments and the political and judiciary systems of Heilongjiang Province received a secret order from Jiang, they immediately implemented a plan. Police authorities in Jiamusi City carried out several actions. According to incomplete statistics, right now, more than 50 practitioners have already been arrested, most of whom were arrested at home. Those practitioners who still practiced Falun Gong were all arrested. During the arrests, some practitioners refused to open the door. However, the police pried the door open, forced their way in, and arrested them. Some policemen waited near the door to practitioner's homes. They rushed in when someone went in or came out of the house, then took the practitioner away. The police went to almost every single practitioner's home. There was a noticeable difference from past actions: no officials from governmental or work units participated in this action, but this action appeared more vicious than any previous ones.

[Shenzhou City, Hebei Province] Nearly 90 Practitioners are Sentenced to Forced Labor

Ever since July 20, 1999, instigated by YinYuzhen, director of the Political and Judiciary Department, policemen in Shenzhou City, Hebei Province have relentlessly persecuted Dafa and Dafa practitioners. From 2000 until now, six practitioners have been illegally sentenced to unlawful imprisonment with the longest term being ten years. Nearly 90 practitioners were sentenced to forced labor, and many of them are couples. Four practitioners in a family were all sentenced to forced labor. As a result, many families were broken up due to the persecution; the elderly and the young had no one to take care of them. Illegal fines and home ransacking became common abuses committed against the practitioners. Some practitioners were extorted as much as 30,000 Yuan [500 Yuan is average monthly income in urban area of China, approximately $58.00].

Practitioners who were not sent to a Forced Labor Camp and had refused to write the "guarantee statement" were detained for a long time. In the winter of 1999, practitioner Mr. Dong Zhanying was arrested and escorted back as he went to appeal in Beijing. Afterwards he was repeatedly put into detention center(s) and brainwashing classes. In August 2001, though he escaped from a brainwashing class, more than a month later he was arrested and sent back to a detention center. Up until now he has been illegally detained for more than two years. The prisoners in the detention center said, "We've never seen anyone detained for so long with a charge of "administrative detention."

Practitioner Mr. Xie Shuhuan has been detained under "administrative detention" for nine months. A village official lured practitioner Ms. Meng Xiaoduo from her home to the village office, then to the town government. Because Ms. Meng refused to write a "guarantee statement" and refused to give up her faith, thugs sent her into a brainwashing class. As she was found reading and passing around Teacher's articles, lawless policemen sent her into a detention center. She has already been detained for one year as of this April, but police authorities still will not release her.

News from jail: during the Spring Festival, practitioners who were illegally detained clarified the truth in a detention center and got good responses. We clarified the truth to prisoners by writing comfort letters. At the same time, we passed out appeal statements around all cells, and asked the head of each cell to read the appeal statements and comfort letters to all prisoners. We even gave the statement to some guards. During Chinese New Year's Eve we sang together, "Falun Dafa is good," "Ru Meng Ling" and two other songs. After the New Year's bell rang, we sent forth righteous thoughts together, which powerfully shocked and eliminated the evil.

Ms. Bai Yuzhi, a practitioner from Hebei Province, is illegally detained in Shijiazhuang City's No. 2 Detention Center. She has been on a hunger strike for three-and-a-half months in order to protest the persecution. Right now, she is still being illegally detained. The long-term tube-feeding has severely injured her stomach. She often throws up blood. At first, she was force-fed twice a day with 800-900 ml fluid each time, and now she is force-fed once a day. Ms. Bai Yuzhi has been illegally detained several times and she was repeatedly sent to a labor camp and detention center. Every time she went on a hunger strike to protest the persecution, she was released. She is extremely emaciated now, due to several long-term hunger strikes. Sometimes her hunger strike lasted more than 100 days. Right now, her life is in critical danger because of conscientiously holding this long-term hunger strike.

A practitioner who is detained at Shijiazhuang City's No. 2 Detention Center refused to give his name. He has subsequently been illegally detained for seven-and-a-half months and has been on a hunger strike for three months. He is emaciated. His weight dropped from 70 kg [about 126 pounds] to around 35 kg right now. His current situation is unclear.

Zhu Hong was secretly sentenced to four years imprisonment because she sued the Chinese dictator while she was in a labor camp. Since Fall of 2001, practitioner Niu Mingang has been detained in the male division of Shijiazhuang City's No. 2 Detention Center.

On the morning of April 3, 2002, practitioner Chen Jinqing from Yantang, Tianhe District, Guangzhou City was kidnapped on his way to work. Policemen from the Huadu Police Precinct, Xinghua Police Precinct, and Yantang Police Precinct are the guilty ones. It was verified that Chen Ruyun, a former practitioner who turned against Data and has become a collaborator, reported Chen Jinqing to the police. Chen has a middle school aged daughter who now has no financial support. All kind-hearted people: please pay attention to this issue.

According to orders from the central government "610 Office [An agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems], officials in the "610 Office" of Chongqing City plotted new strategies to persecute Dafa practitioners. Before practitioners' release, they forced all practitioners whose detention terms in labor camps or jails have expired to write "three statements" [These statements renounce Falun Dafa, promise not to go to Beijing to appeal for Dafa, and promise not to associate with other Dafa practitioners]. Those practitioners who don't write it would be transferred to a brainwashing class, held by people from the "610 Office" administrated police authority, for further persecution, abuse, mistreatment and suppression. Officials of Chongqing City's "610 Office" claimed that as long as the central government appropriates money, Chongqin City will take the place of of the Masanjia Labor Camp and become the model in the national campaign for brainwashing Falun Gong practitioners.

In January 2001, Mr. Zhang Jun, a Dafa practitioner from Chongqing City, visited his colleague in Chongqing City's Optical Instrument Factory. When he talked about Dafa being good, a vile person reported him. That's why he has been detained since the middle of February 2001, until now. In July 2001 he was sentenced to five years of imprisonment because he insisted on practicing Falun Gong. He has appealed his sentence.

Professor Tang, a calligraphy artist from Southwest Normal University in Chongqing City was illegally sentenced to 3-1/2 years imprisonment because of his determination in practicing Dafa.

Bai Jun, a Dafa practitioner and Ph.D. candidate from Chongqing University was illegally detained at Shapingba District's Detention Center in Chongqing City.

The lawless policemen in Qinghai Province's Female Forced Labor Camp tortured those Dafa practitioners who did not cooperate with brainwashing and refused to give up Fa practice by locking them up in confinement cells, shocking them with electric batons, and instigating drug addicts to brutally beat them.

During the Spring Festival, a Dafa practitioner was entrapped to a police precinct and then was locked up in a confinement room in a forced labor camp. Her neighbor was in No.2 cell, and Ms. Li Guixiang was detained there. The abusive guards beat Ms. Li Guixiang. She sustained bruises all over her body. Ms. Li had extreme difficulties walking. She had to hold on to the wall to help her move painfully to bathroom. An over 60-year-old woman, Li Jing, was detained in No.3 cell. Li Jing didn't cooperate with the evil and went on a hunger strike lasting several days to protest her illegal detention. Recently, the lawless policemen used unknown, despicable means to torture some practitioners to the point that they suffered mental breakdowns, causing them to have delusions, scrape the wall or gnaw at the table, etc.

We hope all fellow practitioners will send forth righteous thoughts together to completely eliminate the evils.

Minghe County in Qinghai Province, located at the border of Gansu Province and Qinghai Province, is an autonomous area for the Hui and Tu peoples. Lawless officials in Minghe County's "610 Office," from the police department and political and security section actively persecuted Dafa practitioners. (The "610 Office" is an agency specifically established for the persecution of Falun Gong, with absolute powers over each level of administration in the Party and all other political and judiciary system). Until now, four Dafa practitioners have been illegally sent to a Forced Labor Camp; three practitioners have been forced to leave home to avoid being arrested (one of them was expelled); two practitioners were illegally detained and fined and several practitioners were forced to write the "guarantee statement." (This statement makes a Dafa practitioner promise to never again practice the Fa, never again to associate with other practitioners, never again go to Beijing to appeal for the Fa and declares that one is sorry to ever have practiced the Fa in the first place). Dafa practitioners' families were also persecuted.

Wang Yuhui and Xing Jianguo, lawless officials in the Minghe County Magnesium Factory, and Zhao Hong, in charge of the police section, actively assisted Minghe County's Politics and Security Section and people from the "610 Office" to persecute Dafa practitioners. They illegally sent three Dafa practitioners to Forced Labor Camps and fired one of the Dafa practitioners from his job. Two other Dafa practitioners had their salaries suspended for two years. The lawless officials also threatened Dafa practitioners' spouses with being laid off. Because Dafa practitioners' families didn't cooperate with their unreasonable requirements, the evils' efforts failed.

During the Spring Festival, Minghe County's Police Department assistant director gave a vicious speech on county television to slander Dafa.

On the night of February 22, 2002, when two Dafa practitioners from Qinghai Province were clarifying the truth in Ping'an County, vile local persons kidnapped them. Now lawless policemen have issued arrest warrants for those two practitioners.

Authorities from street administrative offices, the local government and residential committees in Harbin City hired a group of retired or off-duty persons and teamed them into patrol factions to scour the residential districts and arrest Dafa practitioners. These hired people also took away all the truth-clarifying materials that had been delivered to every home by Dafa practitioners. It was said that whoever arrested a practitioner would be rewarded with 300 Yuan. Some people were driven by the monetary reward to help a tyrant to do evil.

On the morning of April 10, police forcibly took Mr. Wang Chuming, a Dafa practitioner from Wuhu City in Anhui Province away from his home as he insisted on practicing Falun Gong. Another practitioner, Ms. Yang Zailing, was also arrested at the same time.

Through Dafa practitioners' truth-clarification efforts, more and more people began to understand that all Falun Dafa practitioners take "Truthfulness, Compassion and Forbearance" as their principles to be good people. So they feel very antagonistic toward the authorities' policy toward Falun Gong. Some governmental executive departments do not even send down documents issued by higher government authorities. From April 5, Luo Gan, the pioneer of Falun Dafa persecution, traveled to the larger jails and Forced Labor Camps in Hefei City for four days to convey Jiang's order in person. He stayed at Dong City police department precinct for one day to supervise the local police to intensify their persecution of Falun Gong.

Dafa practitioner Song Guozhen from Haizhu District, Guangzhou City was recently taken away and sent to a brainwashing class by the personnel from the security department of her work unit, Guangzhou City Electronic Equipment Technology and Research Institute.

Authorities from related departments in Heilongjiang Province relentlessly abuse, shadow, mistreat and harass Dafa practitioners in Shuangcheng City. They "black-listed" those practitioners whom they thought important, totaling 182 peaceful people. Twenty of them were already forced to live in exile. They distributed photographs of practitioners Ms. Tie Junying, Mr. Zang Dianlong, and Ms. Xu Youqin in each city and township police precinct for their arrest. The police department also plotted with the telecommunications department to call practitioners' home phone numbers, harassing the families by pretending to "fix the lines" or "check the telephone rates." The city supervisory department and local street committee authorities were all ordered to participate in mistreating practitioners. In order to monitor and arrest practitioners, even at night, who distribute Dafa truth-clarifying flyers and post banners, Heilongjiang's Provincial Police Department personnel gave two infrared night telescopes to Shuangcheng City's Police Department.

On November 10, 2001, five Falun Gong practitioners, Mr. Zhang Hongquan, Mr. Xu Mingsheng, Mr. Han Xingli, Ms. Yang Shurong and Ms. Wang Xiuying were arrested because a villager reported them to the police when they were making Dafa truth-clarifying materials in a village of Duerbote County. The truth-clarifying material center was ransacked. Practice tapes, music tapes and Falun Gong books were taken away. Police officers mistreated and detained the practitioners with fake charges. The practitioners went on a hunger strike to protest the abusive suppression.

On December 7, 2001, these men and women were transferred from a "custodial center" to a detention center because "they did not commit the crime." The maltreatment, harassment and abuse of these good people continued at the detention center because they had been accused of the so-called "disturbing the social order" regulation. The person in charge of the case faked the evidence. On December 31, 2001, these five practitioners were convicted, and on January 6, 2002, they were all sentenced to three years of imprisonment.

On April 10, 2002, Mr. Xu Zhenfeng from Zhiye Village, Xile Township, Shuangcheng City, Heilongjiang Province went to Beijing to appeal for Falun Gong. Zhiye Village elder Na Zhenkuan and accountant Xu Lixin flew to Beijing to bring Mr. Xu back.

Now Xu Zhenfeng's contracted farm has been confiscated. Xile Township Government and the Village Party ransacked Xu's home and even searched for Xu's cows to sell. Mr. Xu's wife has nothing to live on, and is awaiting divorce. On April 14, vicious policeman detained Dafa practitioner Mr. Xu Zhenfeng in the Shuangcheng City's Detention Center.

According to the News Brief Edition No. 10, published recently by the "610 Office" in Taiping District, Harbin City, persons in the Xindong Liaison Office in Taiping District utilized an illegal method to organize a Joint Defense Team to persecute Falun Gong. The team members consist of directors from street administrative committees, cleaners and policemen in charge of local precincts. They illegally keep under surveillance all those practitioners who don't go home after work, who are not at their post during working time, and who go out for a walk during the day. Practitioners who display the above-mentioned behavior are objects of suspicion. The news brief also says that on March 21, 2002, policeman Wang Yongji from the Xindong Police Station followed two practitioners while they distributed Dafa materials, and later their homes were ransacked. Over 250 pieces of Dafa materials and discs were confiscated. Zhang Bo, director of the Xindong Liaison Office and Geng Yaobin, director of the "610 Office" both participated in maltreating Dafa practitioners.

According to internal sources, in order to carry out another round of suppression and abuse, all officers from police departments throughout Harbin City who had participated in dealing with Falun Gong practitioners before were all replaced with new personnel.

A practitioner from Nanyang City went back home during the Spring Festival and was arrested by policemen who were waiting on spot. Later on, a main contact person in Nanyang City disappeared. A fellow practitioner from another city called and suggested to have the materials center moved. Over ten days had already passed after the main contact practitioner disappeared. The materials center in Nanyang City was not moved in time and was thus completely destroyed by the police. The loss was enormous. The truth-clarification work in Nanyang City had always been carried out very well, but practitioners lacked vigilance and determination. This eventually led to one practitioner being arrested, one practitioner missing and a great deal of equipment and materials lost.

The evil forces utilized Xibaipo Ping Opera Theatre of Shijiazhuang's Cigarette Factory to put on a show to slander Dafa. Lately, the opera troupe has been traveling throughout Hebei Province. Tens of thousands of theater goers are now being deceived and their minds poisoned by the plot.

[Daqing City, Heilongjiang Province] Policemen in Duerbote County Commit Evil Deeds

Wen Zhongge, chief of Political & Security Section of Duerbote County's Police Department, shows extreme hatred toward Falun Dafa. He falsified "evidence," accepted bribes and framed Falun Gong practitioners. He had many practitioners sentenced to imprisonment and even proclaimed, "We should be venomous when dealing with Falun Gong."

Vile Policemen from the Chuangxin Police Station, Ranghu Road Police Precinct:

Liu Xuezhong often participated to frame and arrest Falun Gong practitioners within his precinct. He even claimed, "It's hard to vent my hatred even if all the Falun Gong practitioners were arrested." This person had caused three traffic accidents previously that killed three people.

Shao Qingchun has personally arrested Falun Gong practitioners and has committed numerous crimes. He was praised by some officials and was recently promoted to the position of "deputy police chief." Shao even claimed that he would make "new contributions" in persecuting Falun Gong.

Song Changjiu has always harassed Falun Gong practitioners by making phone calls. He tricked practitioners many times to come to the office with the excuse of "having a conversation" and then arrested them.

Gao Fengjie is a vanguard in persecuting Falun Gong. He broke into practitioner An Shaohua's home numerous times, arrested the practitioner on the street and put him/her into Harbin City's Drug Rehabilitation Center. He even claimed, "I don't believe I can't fix Falun Gong."

1. Since July 20, 1999, Zhang Ziquan, chief of the Taihe Police Station, has been participating in persecuting Dafa practitioners. He confiscated a great deal of valuables from practitioners and used the money to cause great harm to practitioners. Last August, he and Zhao Wancheng, head of the Party committee of Baotun Village, harassed and mistreated Dafa practitioner Wang Fengzhi who had just been released and caused the practitioner to live in exile. They are still searching for Ms. Wang, using village funds. Zhang Ziquan once searched ten practitioners' homes with a search warrant from the County's Police Department. Zhang Ziquan and Zhao Wancheng successively abused, coerced and harassed five practitioners. Some of the practitioners were sentenced to imprisonment and some were forced to live in exile in order to avoid illegal arrest.

2. Gao Rongfa, a villager of Mitun Village, Taihe Town who used to be director of the Security Committee has actively participated in persecuting Dafa and Dafa practitioners. He collaborated with policemen to search for practitioners and destroyed Dafa materials he had confiscated. In the 2001 village election he tried to get re-elected in order to persecute Dafa, but he failed. He still doesn't awaken to the facts and is still slandering and attacking Dafa practitioners and destroying Dafa banners.
