Forced Labor Camp Increases On February 28, 2002, sixteen more Falun Dafa practitioners were sent to Wanjia Forced Labor Camp
from A'cheng City. Among the sixteen, two over 50 were not qualified and not accepted while three
younger practitioners had high blood pressure and were transferred to a hospital. The rest were
unjustly placed under forced labor reeducation. Shuangchen City sent fourteen practitioners, nine of which were not qualified. The rest were
enrolled in the unjust forced labor program. One has since been sent to a hospital due to heart
disease. On March 6 three female and several male practitioners were sent in from the No. 2 Harbin
Detention Center. On March 14, seven practitioners from other regions arrived to begin serving their
forced labor reeducation terms. [Jilin Province] Even a Handicapped Person Is Not Spared by the Police Around 6:00 A.M. on March 16, 2002, police in Jilin Province illegally broke into the home of
Falun Dafa practitioner Peng Shenghua to search and arrest. The police confiscated Falun Gong truth
materials and all Falun Dafa books, cassettes with Fa-lectures and CD's. Peng's home has now been
designated as a "black point" [a place where the Police pay a lot of attention to
surveillance.] Peng's wife, also a Falun Dafa practitioner, was forced to become homeless in
November 2001 to avoid further persecution. Peng's mother, who is almost 70, his brothers, sisters, and other family members are
grief-stricken. They are aware that both of Peng's legs are crippled and it is hard to imagine how
he will be able to get by in the detention center. Everyone regards Peng Shenghua as a role model,
especially after he started practicing Falun Dafa. Nevertheless, this good person, who cultivates
Truthfulness-Benevolence-Forbearance, has been unjustly persecuted and is now detained by the police
in Northeastern China. [Dalian City, Liaoning Province] Police Station Escalates Persecution in Its Jurisdiction From sources in a police station in Dalian City, orders have been issued from higher authorities
that a "comprehensive investigation" is to be carried out against all Falun Dafa
practitioners on Dalian's black list. Practitioners in Dalian City, please eliminate the evil and
pay attention to safety. [Jilin Province] Conspiracy of Brainwashing Classes Thwarted During the Period of the Two
Conferences Prior to the two conferences in Beijing [one for the People's Congress and the other for the
People's Political Consultative Conference], the evil forces in Mainland China launched a new round
of persecution. A city in the province of Jilin decided to re-count all Falun Dafa practitioners by
attempting to have them fill out forms. All state-run companies were ordered to carry out a thorough
investigation of all their employees and at a prescheduled time to abduct practitioners to the
suburbs to attend isolated brainwashing classes. As soon as the conspiracy went into effect, Falun Dafa practitioners spread the word among
themselves. Practitioners set up fixed times to collectively send forth righteous thoughts to
eliminate the evil forces that are in charge of this campaign. It was announced publicly that a
practitioner's name would be automatically "submitted to higher authorities for further
forcible action by the police" if he or she refused to sign the statement of
"guarantee" not to go to Beijing or distribute Falun Gong truth materials. All Falun Dafa
practitioners firmly refused to sign any form of "guarantee." With forms in their hands,
police officers begged practitioners, "You see, it only says that during the period of the two
conferences you cannot go to Beijing or distribute materials. It doesn't even ask if you are
practicing or not. After the two conferences, if you want to distribute the materials, we can still
discuss it. Wouldn't this work for you?" Practitioners sternly warned the police officers, "We will not sign any 'guarantee' for you.
If you dare to violate the Constitution by carrying out a forcible abduction, I will fight with my
life to guard my legal rights. We can cooperate when you're doing your job, but not when you're
committing crimes. In this repression of Falun Dafa practitioners that is bringing disasters to our
country and its people, you are not committing just ordinary crimes. Today you can tell me that your
leaders have sent you here. But have you thought about the time when you will be put on trial? Will

slander Falun Gong and its founder. All family members who come to visit practitioners have been
ordered to fill out these forms otherwise they will be denied the meeting. These blatant,
law-violating acts have angered the public. Quite a few family members of practitioners tore these
forms apart, while others, not daring to express their anger, put the forms in their pockets for
future evidence. With two of his children, a middle-aged father came to visit his wife and he seemed
to understand a lot of things upon seeing this situation. He said, "In the past I persuaded my
wife to quit practicing. We have been fined 50,000 Yuan and have a hard time making a living. [The
average monthly salary of an urban worker is about 500 Yuan.] Now I see that it is these people
in charge who are so intimidated. They try to force family members to do harmful things behind the
backs of practitioners held in the labor camp. What kind of society is this? I now see that she
should make further progress in her cultivation, and not be 'reformed'. She has been right all

People smile when they see them. Then officials from the "610" office enlist people who do
not know the truth to once again cut down the banners strung on electric lines and scrape off the
painted slogans. Jilin City's recent bad weather, violent winds, stinging sand and flying debris is
the result. Pedestrians have to cover their mouths and faces and are unable to see each other three

Dungeons Chongqing practitioner Grandma Luo, 76 years old, was sentenced to jail just because she chatted
with several fellow practitioners when she took a walk.. She was tortured so severely that she is
now unable to take care of herself and is confined to a hospital. Dafa practitioners from Chongqing, Wu Hongbo and Wang Wei (a couple), were arrested in the
new-year period. Wang Wei suffered a miscarriage due to the persecution and was sentenced for two
years of labor camp. Wu Hongbo's whereabouts are not known. Practitioner Kang Hong was sentenced to two years in a labor camp where his legs became crippled
due to torture. He went home in October 2001 but was arrested again at the end of 2001. Now he is
detained in the water dungeon at Xishanping Labor Camp and continues to be subjected to various
tortures. Chen Qi and Wang Lan, a couple, Li Zongyu and Gan Xiaohong, another couple, Wang Zhihai, and Duan
XX have been detained illegally for one year. Wang Lan and the others have suffered horrific
tortures just because they insist on their belief in "truth, compassion and tolerance."
Their children, ages 2 to 3, are very young. Practitioners Li Xiangdong and his mother were arrested on New Year's Day. Li's skull was
cracked, and his mother was scalded with boiling water by evil persons. Li was sentenced because he
went to Beijing to appeal in 1999. He was detained in a water dungeon in Xishanping labor camp for
15 days and suffered all kinds of torture. His whole body is full of scars and bruises. Practitioner Yang Bin was detained for half a year by the brainwashing class held by the 610
Office and has not yet been released. He Hong, Yang Hong and Su Xiying were arrested in May 2001.
Their whereabouts are not known. Ji Wei, a female practitioner, was arrested in the New Year period. She suffered all kinds of
tortures. Now she is detained in Jiulongpo detention center. Practitioner Zhang Jun was detained in February 2001. The court put his case on trial without any
testimony in July 2001. He is still detained in Beipei detention center. Xiao Lizhu, female, is a retired cadre in the taxation bureau. She was arrested in November 2001
and sentenced to two years in jail where police beat her with heavy clubs. Now she is detained in
Maojiashan female labor camp. . Wang Aihua, female, was arrested on March 8, International Female Day, and was subjected to
various forms of torture. Liu Yi and Li Qingbi, both females, were arrested and sentenced to two years of forced labor. Liu
Yi was released in October 2001 but was taken away again by police at the end of 2001. [Shijiazhuang City, Hebei Province] Falun Dafa Practitioner Zhao Hongying is Illegally Sentenced
to One Year of Forced Labor In January 2002, Falun Dafa practitioner Zhao Hongying was arrested one evening while posting
Falun Dafa truth-clarifying posters near South Tiyu Street. He was illegally detained for one month
in the Xingyuan Street Police Station. Just before the Spring Festival, he was illegally sentenced
to one year in the Fifth Brigade of Shijiazhuang Forced Labor Camp . [Baoding City, Hebei Province] The List of the Evil People Who Persecute Falun Dafa Practitioners
in Li County, Baoding City, Hebei Province Secretary of the County Party Committee, Liu Liming, actively follows the Jiang and Luo criminal
regime and frenziedly persecutes Falun Dafa and Falun Dafa practitioners. He advocates sending Falun
Dafa practitioners to forced labor camps. In the past two plus years over 20 Falun Dafa
practitioners in this county have been sent to forced labor camps, making it the top of all the
counties in the Baoding area for sentencing practitioners. Because of his "great service"
in cracking down on Falun Gong, Liu Liming was promoted to the position of Secretary of the County
Party Committee. Zhang Chunliang is the director of the local "610 Office" [an agency specifically
created to persecute Falun Gong, with absolute power over each level of administration in the Party
and all other political and judiciary systems]. This person is hostile to Falun Dafa and
furiously persecutes Falun Dafa practitioners. Zhang Chunliang actively follows the evil directive
to cut off the economic resources of Falun Dafa practitioners, forcing all relevant work units to
dismiss currently employed Falun Dafa practitioners or stop paying practitioners' salaries. He has
imposed heavy fines on all practitioners who have gone to Beijing to appeal, with fines ranging from
5,000 Yuan RMB, all the way up to 10,000 or 13,000 Yuan [500 Yuan is equal to the average monthly
salary of an urban worker]. Several Falun Dafa practitioners were even fined as much as 40,000
Yuan. The accumulated fines amounted to tens of thousands of Yuan and the money was divided in
private and spent freely by members of the "610 Office" with not even a penny left over.
Seven Falun Dafa practitioners have been illegally detained for extended terms and other
practitioners have been in illegal administrative detention for five months. Political Instructor, Chen Guixing is from the Politics and Security Section of the County's
Public Security Bureau. This person is very insidious and cunning and always shows himself to be a
hypocrite. He is extremely hostile to Falun Dafa and Falun Dafa practitioners. He orders people to
carry out surveillance of Falun Dafa practitioners and to ransack practitioners' homes. He is
