Who really caused "obstruction"? The Hong Kong police arrested 16 practitioners on charges of "obstruction of traffic," but afterwards they dug up the pavement and set up barricades outside Chinese Liaison Office on the exact spot where Falun Gong practitioners held their daily appeals.
