Police at YingKou, Liaoning Province: "No Need to Follow Laws When Arresting Falun Gong Practitioners. Go Ahead If You Wish to Appeal."
(Clearwisdom.net) In mid July 2002, the "610 Office" (a bureau specifically
created by the Chinese government to persecute Falun Gong. It has absolute power over each level of
administration in the party, as well as over the political and judiciary branches) of Yingkou,
Liaoning Province, sent a formal notice to counties under its jurisdiction ordering them to arrest
and send Falun Gong practitioners to brainwashing centers. These counties were each given a quota
for the number of arrests they were responsible to obtain. To meet these quotas, the local police
stations arrested practitioners at will without following any legal procedure. Some of the
practitioners were taken away from home, some from work, and some from the fields where they farm.
The police were not even lenient with practitioners who are disabled or pregnant. However, under
strong protest and exposure of their vicious deeds by the practitioners, the police were forced to
change their tactics. They began arresting practitioners in the middle of the night instead of in
broad daylight. They wear plain clothes and don't use identifiable police cars. They break into and
search the houses of practitioners, their families, and neighbors; then they kidnap the
practitioners. The head of the police station encouraged policemen to arrest Falun Gong practitioners by
offering them rewards as an incentive. Some of the police stations even said that they did not have
to follow any legal procedure in arresting practitioners. They openly dared practitioners to bring
their cases to court. They said, "No Need to Follow Laws When Arresting Falun Gong Practitioners. Go Ahead If You Wish to Appeal." To avoid being arrested, some of the practitioners were forced to become
homeless and leave their work and school behind just to escape further persecution. Those who were arrested were sent to the Yingkou Detention Center where they were subjected to
continuous brainwashing. They were bombarded with deceitful lies day in and day out, and are not
allowed to speak their mind. Those who refused to succumb are transferred to forced labor camps.
Using tricks, threats, and torture, the police tried to force practitioners to write "letters
of repentance" and the like. Currently, practitioners are still being kidnapped and sent to the
Yingkou Detention Center. We have to let the world know about the horrible situation going on there.
