(Clearwisdom.net) One day in the beginning of July 2002, a public security meeting was held in a small town in central China, with the focus on plotting the persecution against Falun Gong.

At the beginning of the meeting, the Party Secretary relayed the directive from his superiors. Then he said, "According to partial statistics, there are hundreds of practitioners in our town. Our efforts will be totally denied if even one of them appears in Tiananmen Square. What we need to pay attention to is that they are deeply obsessed and they appear to have the following three characteristics:

1. Spirit of sacrifice. Even if you happen to arrest them, it is very hard to get any information out of them. They truly won't fight back when they're beaten or sworn at. Every one of them is unexpectedly firm.
2. Spirit of persuasion. Even though many of them have not received modern higher education, especially the elderly women, they all have their theories. If you are a bit in doubt, you will easily follow them.
3. Spirit of forbearance. When they arrive in Beijing they have no money but they are able to suffer from hunger and able to sleep at the bus or train stations or docks. It was said some had even walked to Beijing. Even some elderly women who have never left home went together to Beijing. You see, they go out in the evening to spread [truth-clarifying] flyers and post Dafa materials on the walls. They don't fear heat, cold or ghosts. Often overnight, Falun Dafa signs appear everywhere. The peasants find flyers on their doors and windows when they get up in the morning.

He gave an example: For a long time the Falun Gong truth-clarifying flyers could often be seen at a certain crossroads of the town, however it was hard to find out who did it. A team leader together with two policemen secretly staked out the crossroads from the building across the street, and kept watching through the window through the night, arriving each day at sunset. They didn't go back home to rest until dawn. As soon as the team leader got into bed, the director called and said that a lot of banners of slogans were found again at the same site that they were monitoring last night. The team leader thought it was unbelievable. When they rushed to the site and saw a lot of people gathering there and watching, the team leader was extremely shocked. (The whole room burst into laughter)

Then the secretary announced various political and economic means of punishing [Dafa practitioners], a procedure called "four wraps"(One specifically stated that Falun Gong practitioners should be monitored by one official from the national level, one from the village level, one at the team level and one reliable relative), as well as ways to motivate people to report Falun Gong to the authorities with rewards. While the secretary was talking in the front, some people were discussing among themselves that today's meeting was actually a time for summarizing and praising Falun Gong.

During the afternoon group discussion, the town secretary asked the one whose village had the most Falun Gong practitioners to speak. The village secretary smiled and said, "It's hard to give a speech in today's meeting. To be honest, I feel under pressure after hearing the report of the secretary. Falun Gong practitioners in our village are all honest peasants. They obey the law and take the lead in paying taxes. We analyzed that a family in long-term poverty must have difficulty in paying taxes this year. However, the head of the house told me that although they were poor, they had gathered the money for this year. We were surprised and asked, 'You have two children in school, as well as outstanding debts, how did you collect the money for this tax?' The wife said, "Before, we were poor and both of us were not healthy. Now, since we've been practicing Falun Gong, we've gotten better, and saved the money from no longer needing to see doctors. As we are healthier and stronger than before, we are more powerful when working. This year I took over all the labor in the field and home and we had a good harvest. My husband went for outside jobs, does not smoke, drink or gamble and saved every penny. This year we have another pig, so it is not a problem to repay all the debts. Before we had to owe the tax every year, but this year we are able to pay; these all are attributed to Falun Gong! Teacher told us to be good people. My family has become better harmonized. Our life is naturally getting better day-by-day. We are more and more enlightened and energetic. This also benefits the country. Please do not listen to the lies on TV, be sure not to be deceived! I, an honest peasant, have benefited in person, and do not tell lies.' So, you see, is it possible to let such a peasant give up [practicing Falun Gong]?"

Hearing this speech from the village secretary, the town secretary just said one sentence, "It seems you still need to improve your understanding of the instructions from upper levels!" Then he walked away. When completing the meeting, the chairman summarized: We will immediately follow the spirit of the meeting. However, on the issue of Falun Gong, frankly speaking, I reserve my own opinion. There are gaps between what I hear from upper levels and what I see in reality. If the peasants in my village were all like those practitioners, it would be much easier for our work." A young official from the national level said, "Is the one in your village who went to unfurl the banner in Tiananmen Square a good person?" The chairman of the meeting replied, "Before he was well-known as a frequent patient in our village. After practicing Falun Gong, he became very healthy. We all saw this in person. What he did is just to speak the truth. How could he not go? It's really hard for me to monitor such a good person!"

Seeing the meeting was going against the spirit of the orders from higher levels, the person in charge of the meeting hurriedly ended it.
