Whereas the fundamental principles of humanity are sacred and inviolable;

Whereas each person is entitled to the basic human rights of freedom of belief, thought, and expression;

Whereas Jiang Zemin places himself above China's Constitution, and manipulates the entire state apparatus and all national resources in his campaign of state terrorism wherein he adopts a policy of Genocide against Falun Gong practitioners by means of "defaming their reputations, bankrupting them financially, and destroying them physically";

Whereas tens of millions of Falun Gong practitioners have been illegally detained, sent to labor camps, tried and sentenced without due process, forced into mental institutions, tortured or beaten to death, torn apart from their families, and forced to leave their homes to escape illegal arrest and persecution;

Whereas countless family members, friends, colleagues, and workplaces of Falun Gong practitioners are suffering by implication, and the entire populace of China is being deceived by groundless defamation and false accusations spread through the state-controlled media;

Whereas the persecution of Falun Gong, masterminded by the Jiang regime, has gone on for more than forty-two months;

Whereas the existing justice system of courts, public security, and legal counsel in China has failed to demonstrate the ability and the moral courage to impartially and professionally investigate the persecution and bring it to an end;

Now, therefore, on this 20th day of January 2003, we hereby announce the establishment of the World Organization to Investigate the Persecution of Falun Gong.

This organization openly invites and seeks support from individuals and institutions of global social conscience, and plays a coordinating role in the effort to investigate - broadly, thoroughly, and systematically - all instances of criminal conduct on the part of individuals, institutions, and organizations involved in the persecution of Falun Gong. This includes Jiang Zemin himself, all levels of the "610 Office" directly responsible for the persecution of Falun Gong at Jiang's orders, the National Security Bureau, the Public Security Bureau, the court justice system, forced-labor camps, mental institutions involved in the persecution, the state-controlled media and its mouthpieces that spread false accusations, fabricate lies, and frame Falun Gong, and those individuals who directly or indirectly participate in the mental, physical, and financial persecution of Falun Gong practitioners and their family members.

Based on factual findings, this organization shall bring the criminals to court so that justice can be served.

We call on the people of China, the government of each nation, international organizations, all groups in society, and all people of conscience to help provide evidence, leads, manpower, and material resources, and to participate or assist in this investigation in the name of world justice and public conscience.

Our Mission Statement:

To investigate the criminal conduct of all institutions, organizations, and individuals involved in the persecution of Falun Gong; to bring such investigation, no matter how long it takes, no matter how far and deep we have to search, to full closure; to exercise fundamental principles of humanity; and to restore and uphold justice in society.
