Police of Eastern China Are Told to Stop Using Brutal Torture, Falun Gong Will be the Touchstone For this New Directive

Tuesday September 23, 2003, Chinese Media reported: Police from Zhejiang
Province were told that they would be dismissed if they were found using brutal
means to interrogate prisoners. How the "610 Office"* handles its
treatment of detained Falun Gong practitioners will be the touchstone for the
validity of this new regulation. Otherwise, it is just another act using the
international media to deceive the community and critics.
Tuesday, September 23, Agence France Presse in Beijing reported: Chinese
media reported on Tuesday that Zhejiang Province police were informed that they
will be dismissed if they employ torture of a suspect during interrogation. The
Entertainment Xin Bao (newspaper) from Beijing reported that the new regulation
indicated that those policemen who order or execute cruel torture would be
immediately dismissed. The newspaper also reported that this also includes
suspects who produce just a flesh wound. There is a special ordinance against
those who exert brutal torture of a detainee that causes death.
Agence France Presse reported that even if there is no direct personal
involvement and only subordinates participated in the brutal torture of a
detainee, there is still a possibility that the higher authorities will be
demoted or given warning. This new announcement was made because there is more
and more evidence proving that the Chinese government tries to control news of
the use of violence.
Agence France Presse reported, in June the judges in China were also warned
that if they continue using torture during interrogation, they would be sued or
lose their jobs.
Agence France Presse reported that in China the police and government
officials generally use torture to extort confessions. Human rights
organizations think that torture used during interrogations results in many
suspects, innocent or not, being found guilty under the Chinese Judicial system.
Not long after Jiang established the "610 Office" in 1999 to
persecute Falun Gong, the headquarters of the office ordered all judicial
parties in China to use the following policies to persecute Falun Gong
practitioners: "Destroy their reputation, stop their financial support,
destroy them physically." "Chinese law does not protect Falun Gong
practitioners." "It is ok to beat Falun Gong practitioners to death;
those who are beaten to death will be treated as suicides." "(For
practitioners tortured to death) there is no need to identify where the persons
came from, the bodies can be directly cremated."
Aiming at the above-mentioned news, a Minghui reporter interviewed a China
expert who knows the inside story of the persecution. This expert believes that
the current Chinese political and law department, police affairs, and labor
education all focus on persecuting Falun Gong as their top priority and
political responsibility. The order passed down from the "610 Office"
on how to treat the detained Falun Gong practitioners will be the real test to
see whether this new regulation is true or just for show.
According to the records of Clearwisdom.net, the international consensus has
broadly condemned Jiang, who has adopted all kinds of extreme methods over the
past four years in an attempt to exterminate Falun Gong practitioners. Besides
slandering and stigmatizing Falun Gong, Jiang's regime has made agreements with
many western countries; they will discuss the Chinese human rights problem in
private to avoid creating pressure from international public opinion, however,
they continue to persecute China Falun Gong practitioners.
Jiang's gang has also prepared show demonstrations; they spent huge amounts
of money to decorate a few appointed forced labor camps and selected special
forced labor instructors to show to western media reporters and civilian
organizations at a specific time and arrangement. They would like to give the
impression that the forced labor prisoners, especially the Falun Gong
practitioners that have been illegally sentenced to forced labor, have not been
abused.
The interviewee who knows the inside story disclosed that for the past two
years, at the few sample forced labor camps such as the Beijing forced labor
camp, there has been a transferring of personnel, and a lot of new construction
at the Tuanhe Forced Labor camp, the Xinan Women's Forced Labor camp, and the
present Beijing Women's Forced Labor Camp. All this is to falsely impress any
so-called inspectors. The investment is as large as four to five hundred million
Yuan.** The new building at the Beijing Women's Forced Labor Camp cost two
hundred million Yuan. The windows are even made with expensive bulletproof
glass. Those forced labor camps that have not been disclosed to the public and
the area inside the "sample forced labor camp" that the public will
not be allowed to see is dirty, inhuman, and an environment totally lacking
justice.
The person who knows the facts said, "Where did these massive funds come
from? Jiang's government either reaped these funds from the unemployed workers
and the bankrupt peasants or from investments from overseas." Many large,
government owned companies have gone bankrupt and have been shut down, the
number of unemployed workers continually increases, the suicide rate has risen,
and group appeals occur frequently. At the same time, many places of China have
frequently suffered serious natural and man-made disasters; is there any area
that doesn't need huge funding? It is surprising that they have such a huge
funds to renovate, expand, and build new dormitories for the forced labor camp
personnel!
A Falun Gong practitioner who was illegally imprisoned in the Tuanhe Forced
Labor Camp said that every time there are visitors from outside or inspectors of
higher authority, the entire labor camp unifies as a whole to deceive them:
Every unit must watch the self-produced video tape repeatedly, for example 60
questions and answers, making sure everyone gives the same answers to deceive
the media. The blatant lies leave a person speechless. For example, if someone
is asked the question "Are there any beatings, swearing, or torturing of
the prisoners?" One must answer "No." Falun Gong practitioners
are not allowed to say that they are imprisoned for practicing Falun Gong, they
are to say that the reason they are in forced labor education is for
"violating public order." If they were asked about their meals, they
are forced to lie about quantities of noodles, oil, meat, and vegetables they
receive each month. These are all fabricated lies. Besides this, every
"un-transformed practitioner" is threatened to not make "casual
remarks," otherwise "one will bear his or her own consequences."
The vicious police officer, Ni Zhenxiong, announced publicly in a meeting:
"If the media asks, no one is allowed to talk about his or her torture in
the force labor camp, nor can anyone leak the existence of the 'Dispatching
Office' to the outside."
* "610 Office" is an agency specifically created to persecute
Falun Gong, with absolute power over each level of administration in the Party
and all other political and judiciary systems.
** Yuan is the Chinese currency. The average monthly salary of an urban
worker in China is 500 Yuan.
