A few days before October 1, Falun Dafa practitioner Wang Yanfang was arrested by the Political Security Section of the Ningjin County Police Department in Hebei Province. This wrongful act infuriated the public. When Ms. Wang's family repeatedly demanded an explanation for the arrest, the police were too afraid to say anything, but still took her away.

Ms. Wang is currently being held in the Ningjin County Detention Center. She has been on a hunger strike since the first day she was in custody. The police threatened her family saying that if she stays on hunger strike, they will start force-feeding her.

It has been reported that various police stations in Jiaozhou City, Shandong Province received secret orders regarding Falun Dafa practitioners' widespread efforts in presenting the truth of Falun Gong to the public. According to the orders, each Falun Dafa practitioner is to be fined 60,000 Yuan* upon their arrest. The police then have the authority to send the practitioner to a labor camp for as many years as they see fit.

* Yuan is the Chinese currency. The average monthly salary of an urban worker in China is 500 Yuan.

Falun Dafa practitioner Pan Jinxiu is from Songjianghe in Fusong County, Baishan City, Jilin Province. On September 23, 2003, while she was distributing Falun Gong truth-clarifying materials in Xinglong Township, informants turned her in to the police. She is being held in the Fusong County Detention Center for persecution.

Zhang Huanyou is the head of the Tuanzishan Police Station in Yilan County, Heilongjiang Province. Zhang has time and again ordered arrests of Falun Dafa practitioners. Last May, Falun Dafa practitioners Mr. Mo Zhikui and Mr. Wang Haifeng were in Xing'an Village for over a month after staging hunger strikes and being released. Zhang ordered his subordinates to forcibly take the two practitioners away from their homes. Mr. Mo Zhikui was unlawfully sentenced to three years of forced labor, and Mr. Wang Haifeng to two years. They are both being held in the Changlinzi Forced Labor Camp in Harbin City, Jilin Province. It was reported that Mr. Mo has suffered from inhumane torture in the labor camp. It was also Zhang who personally sent the two practitioners to the labor camp last time.

Prior to October 1, Zhang Huanyou first took Tuanshanzi Village Falun Dafa practitioner Ms. Jiang Lianying, who is in her 60s, away from home and conducted an unlawful search. Some leaflets were found, and Ms. Jiang was then sent to the Yilan County No. 2 Detention Center. During the October 1 National Day season, the television station in Yilan County broadcast this event and used it to spread lies that defame Falun Dafa.

Falun Dafa practitioner Wang Hongliang is from Changchun City, Jilin Province. He was arrested by police in October 2001 for distributing Falun Gong truth-clarifying materials in Zhengzhou City, Henan Province. He was held in the Zhengzhou City Prison. The police demanded money from his family, but his family could not afford to pay. Mr. Wang's whereabouts are unknown at the moment.

Officials in Shanghai are taking the opportunity of the second review of the curriculum to insert content defaming Falun Gong into history textbooks, targeting all students in elementary, junior, and senior high schools.

Recently, another Falun Gong practitioner from Shijiazhuang City, Hebei Province was unlawfully arrested for validating Falun Dafa in Beijing. The Shijiazhuang City "610 Office"* has become panicked by this. Orders have been issued all the way down to neighborhood administration offices and residential committees to coerce Falun Dafa practitioners to fill out forms and write "Guarantee Statements"** denouncing Falun Gong. Surveillance has also been conducted against some Falun Dafa practitioners whom the authorities worry about. They use the excuse of needing to register the transient population in order to arrest Falun Dafa practitioners who were forced out of their homes and wander from place to place to avoid being persecuted.

* "610 Office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.

After 11:00 a.m. on October 13, six or seven police officers went to the company where Falun Dafa practitioner Mr. Li Shidong works in Suizhong County, Huludao City, Liaoning Province. Mr. Li was on duty and refused to cooperate with the police. He was taken away regardless.

The Gaoyang Forced Labor Camp has been brutally persecuting Falun Gong practitioners. Police (who are leaders of labor camp brigades) often boast that their brigades have the highest rate of "transformation" and are "richest" in coercive approaches in the entire county. The labor camp is located in a remote suburb. Officers often drag practitioners into the cotton fields at midnight for torture. Practitioners are buried alive, beaten with clubs, struck by electric batons, and deprived of sleep for extended periods of time. Iron rings have been installed in the cells. Practitioners handcuffed to the rings are made to suffer by being unable to stand straight or crouch down. Some practitioners have been handcuffed for months for not giving in to the authorities. Practitioners who go on hunger strikes or practice Falun Gong exercises have been handcuffed with each arm attached to two separate beds. Police officers then hit, kick, and apply high voltage shocks to them. Some practitioners' hands remain numb for months after suffering this torture. Police officers often relentlessly claim, "If you die, you die in vain, and your body will be cremated right away."

Falun Dafa practitioners in other areas of Hebei Province who have been steadfast and uncooperative have been transferred to the Gaoyang Forced Labor Camp for persecution.

The most vicious individuals in the No. 5 Brigade of the Gaoyang Forced Labor Camp are: Yang Zemin (former head of the brigade), Wang Bao (Yang's driver), Zang Haili, Wang Zhitai, Wang Guoyou, Liang Baoke, Director Li, Director Duan, Zheng Qi, Zhang Xiaoming, and Hu.
