Recently, practitioners returning from the Changchun Brainwashing Class said that the practitioners detained there are intellectuals with at least four-year undergraduate degrees. They were detained in separated rooms. A so-called "talk" occurred every few minutes in an attempt to brainwash them. Each time, different people "talked" with practitioners, who were not allowed to rest or sleep.

According to an inside source, people from the Public Security Department came to Jilin City in an attempt to hold a brainwashing class that targets steadfast practitioners whose names are on the lists of their neighborhood police substation, district government, or municipal government. The plan is that about a thousand practitioners will be illegally detained at the brainwashing class that continues until the end of December.

* "610 Office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.

Mr. Pan Jiaquan is in his fifties. He is from the south suburban area of Kaifeng City. In the second half of 2000, he was illegally sentenced to three years in a forced labor camp for going to Beijing to validate Falun Dafa. During detention, he was subjected to carrying heavy, large bags at the Phosphate Fertilizer Plant. About half a month after he was released from the labor camp this year, the Nanjiao Police Substation illegally detained him again for half a month. Then, within a day of returning from the police substation, policemen went to his home and asked whether he would keep practicing Falun Gong. They also attempted to coerce him to write a so-called "guarantee statement."* In this case, Pan Jiaquan was once again illegally detained. His family does not know his whereabouts.

A month later, Pan's daughter went to the police substation to inquire about her father's situation. Five thugs hired by the police beat her up. After the beating, she was asked to write a statement of self-criticism for asking the police about her father's whereabouts. Without any legal procedures and for no reason, Pan Jiaquan was again sentenced to one and a half years of forced labor. It is not known where he is being detained.

* "Guarantee Statement" is a statement to declare that he or she is remorseful for practicing Falun Gong and guarantees not to practice Falun Gong again, not to go to Beijing to appeal for Falun Gong, and never again associate with any Falun Dafa practitioners.

At around 12:30 p.m. on October 22, 2003 Bai Yuanzhang, the Deputy Director of Tangu Police Substation, and Lu Bin, head of a residential district, together with four others, drove to Ge Yanwen's mother's home, where they illegally arrested her. She was detained at the Tangu Police Substation overnight, Ge Yanwen was sent to a brainwashing class in the capital city of Hebei Province. The police substation attempted to extort money from Ge Yanwen's family members, but failed.

Ding Lihong, Ge Yanwen's husband, is a Dafa practitioner. He was tortured to death in Taiyuan City, Shanxi Province, last November.

Recently, the Local Party Committee and government, the "610 Office," and the Public Security Bureau in Xiuwen County secretly planned a local brainwashing class. They plan to single out several dozen practitioners from each working unit. The official document has now been issued to each working unit. It starts from the educational system. Falun Dafa practitioners, no matter if they are working or not (their family members may be working), have to write so-called "guarantee statements" and "attitudes towards Falun Gong." If they do not guarantee to give up practicing Falun Gong, those who are working will be sent to the brainwashing class, while those who do not work themselves, but their family members work, will have their family members implicated and laid off.

In mid October, Falun Dafa practitioners in a city of Jilin Province put up several truth-clarifying loudspeakers in the trees in a bazaar one evening. These loudspeakers were set to broadcast the truth about Falun Dafa during the morning market time the next day. Practitioners came to the market in the morning and sent forth righteous thoughts. The loudspeakers kept broadcasting the truth until the battery ran out of power. During the broadcast, lots of passers-by stopped and listened. A policeman saw what was happening and also listened for a while and left.

On October 28, 2003, Wuji practitioner Li Xiaodou, in his seventies, was illegally arrested and sent to a brainwashing class by the local "610 Office" clerks. It is said that two other practitioners (a married couple) were illegally arrested as well. According to an insider, they are being forcibly brainwashed and persecuted by two former practitioners who followed an evil path.

Since the "610 Office" is scheming an experimental National Brainwashing Center in Heilongjiang Province, each working unit and neighborhood office is starting to work on practitioners whose names are on the police department's black list in order to have them write the so-called "three statements"*

* Practitioners are coerced under brainwashing and torture to write these as proof that they have given up their belief. Created by the "610 Office," the three statements consist of a letter of repentance, a guarantee to never again practice Falun Gong, and a list of names and addresses of all family members, friends and acquaintances who are practitioners.

Recently a truth-clarifying materials production site was sabotaged. Practitioner Liu Hui, his colleague (who is also a practitioner), and other practitioners related to the materials site were illegally arrested.

Practitioners arrested include:

Ms. Wang Suying. Liu Anyuan, Director of Suining Public Security Bureau, instructed policemen to arrest her on October 25, 2003.
Mr. Song Ping'an, Wang Suying's husband. Police from Chongqing City illegally arrested him the same day.
Mr. Liu Hepei, a doctor, his daughter, and son-in-law. Liu Anyuan, Director of the Suining Public Security Bureau, instructed policemen to arrest her on October 18, 2003. Practitioners arrested on the same day include Junior Huang, Jiang and his wife from Mianyang City, a university student, and a female practitioner Huang, a university graduate.

Some practitioners have become destitute and homeless in order to avoid illegal detention.

Shang Wenling is a practitioner from Jizhou City. He was illegally arrested during the Mid-Autumn Festival (September 11, 2003). When the local police sent him to the forced labor camp, he was refused after the medical examination. Subsequently the police did a medical examination on him again and the results were normal, so they sent him to the forced labor camp again. During the medical examination his blood pressure was extremely high, plus he was in poor health, and the forced labor camp once again refused to accept him. The local police then extorted 5,000 Yuan [equal to ten months average income of an ordinary worker in China] from his family members. Clearwisdom reported this case and exposed the phone numbers and addresses of people responsible for his arrest. By the end of October Shang Wenling was released by the local police.

Ms. Tan Xiangyu and Mr. Deng Chaogang were illegally arrested on August 22, 2003. They have not yet been released. We appeal to fellow practitioners outside China to make phone calls to relevant people and help rescue them.

A few days after fellow practitioner Ms. Li Shuhua was tortured to death, practitioner Zhou Yufei from Yushu City was illegally arrested and sent to brainwashing class. This was the first brainwashing class held in Changchun City. There was one Falun Dafa practitioner from each county and town besides those from Changchun City. If practitioners did not give up their belief within forty days, they were sentenced to prison. Every practitioner was watched over by a local cadre. The total accommodation expense for each practitioner was 4,000 Yuan, which includes the accommodations for the person who watched over him. Various defamatory requirements were established for practitioners' family members who come to visit practitioners. One was to insult Teacher and Dafa.

It was reported that the second brainwashing class will be held soon.

Li Jian is a practitioner from the Epidemic Prevention Station in Dazu County. He was illegally arrested together with two other practitioners at a truth-clarifying materials site in Chongqing City. Their current situation is unknown.

A female practitioner in Jilin City was reported to police and then illegally arrested while posting truth-clarifying materials. People in the neighborhood and passers-by who were at the scene denounced the immoral behavior of the person who reported her.

The Politics & Law Committee in Jinzhou City plans to hold a brainwashing class by the end of the year. The task has been assigned to government at lower levels.

On the afternoon of November 6, 2003, Zeng Qinghong, one of the key ringleaders of Jiang's regime, came to Daqing City. Great precautions were taken wherever he went. Even the cab drivers were not allowed to get out of their vehicles.
