Between July 22, 1999 and July 2003, over 60 practitioners in Hegang City have been illegally sentenced to prison. Below is a partial list.

Luo Yubo, Deputy Director of the Public Prosecution Section of the Gongnong District Prosecutor's Office in Hegang City, has been closely following Jiang's regime to persecute Falun Gong and its practitioners since July 20, 1999. He routinely tortures practitioners during interrogation. He claims, "Even if you do not confess, I will make up some evidence and sentence you to as long as I please."

Policeman Wu Yanfei of Hegang Second Detention Center also persecutes practitioners. He was extremely cruel to female practitioners detained at the detention center.
