Dafa practitioner Meng Jincheng was a 50-year-old man from Jiuzhai Village, Puzidian Town, Zunhua City, Hebei Province. On July 7, 2003, he was sent to the Hehuakeng Labor Camp by local police. Deputy Captain Wang Yulin brought him to Team Six to get registered. They attempted to force Meng to admit that Falun Gong is a (slanderous words omitted). Meng firmly refused, and he was immediately beaten by 8-9 inmates. The captain, Wang Yulin, did not intervene and left. The inmates who beat him included: Gao Keai, Huang Yongxin, Li Haihe, Zheng Min, Wang Yin, Yin Lihong, Chang Fuhai, and Tang Junpu.

During the beating, everyone could hear Meng's cries of pain. Right after he came to the door of the prison cell, Hong Yongxin gave him a heavy kick and knocked him to the ground. Meng fell on the tripod used for taking pictures. The inmates dragged him up and then sat him against a wall. At that time the guard on duty was Liu Lishun, however, he did not say a word about the beating. Several times Meng Jincheng was about to pass out; Huang Yongxin then fed Meng some water and also poured cold water on his head. The inmates then continued the torture. Meng Jincheng turned very pale, but Huang Yongxin said, "He's faking it. I'll give him a tougher lesson when I am on duty in the afternoon."

After lunch, inmates temporarily stopped the beating of Meng Jincheng, who had been trying hard to catch his breath. By 4:30 p.m., Lu Jiang took over as the on-duty guard. Soon he found that Meng Jincheng had fallen unconscious and rushed him to the hospital.

It was later confirmed that Meng Jincheng died the same day. That night, the captain of the labor camp did not go home. The second day (the 8^th) was a visitation day. Chen Fu cooked up a document claiming that Meng Jincheng died of a certain illness.

Later Meng Jincheng's body was cremated before his family could get a chance to take a look at it. After cremation, the labor camp even asked his family to pay 20,000 Yuan for his medical expenses.

One of the murderers Gao Keai was released in August, eight months before his scheduled release. Another criminal Huang Yongxin was promoted to prison cell head in charge of torturing Dafa practitioners.
