Dafa practitioner Mr. Liu Tao, who suffered multiple bone fractures as a result of being beaten, was sent to a brainwashing center in the capital of Hebei Province after his labor camp term expired. Liu Tao was sentenced to three years in a labor camp because he had clarified the facts about Falun Dafa. October 17, 2003 marked the end of his sentence. That afternoon "610 Office"* personnel from Shijiazhuang City and Changan District, along with police from Hedong Police Station, took Liu Tao directly from the labor camp to the brainwashing center (the so-called "Law Education Center") in the capital of Hebei Province, detained him there illegally, and continued to persecute him.

While being persecuted in the labor camp, Liu Tao was beaten, knocked down, and sustained multiple bone fractures. Four of the injuries were compound fractures, causing him to lose a great deal of blood, which weakened him considerably. During his term in the labor camp, the "610 Office" in Shijiazhuang City not only prohibited him from seeing a doctor outside the prison but also continued to detain him after his sentence expired, to continue persecuting him.

On September 30, 2003, Dafa practitioner Mr. Yang Shiqiu, 38, who holds a bachelor's degree, was abducted from his workplace at the No. 2 Chemical Factory in Shijiazhuang City to a brainwashing center in Hebei Province. All the expenses incurred at the brainwashing center (over 1,000 Yuan**) will be charged to Yang Shiqiu himself.

* "610 Office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.
