The Forced Labor Reeducation Organizations of Shandong Province Actively Promote the Use of Slave Labor for Profit By a practitioner in China (Clearwisdom.net) After reading the article on Minghui.net on November
9, 2003 entitled "Chinese Labor Camps Force Falun Gong Practitioners to be
Slave Laborers," [currently no English version available] I felt the
need to publicize the information about how the system of "reeducation
through forced labor" turns Falun Gong practitioners into slave laborers.
The following is information that I learned from a friend who worked in the
system of forced labor. From February 17 to March 1 of 2003, an 11-member delegation from the Labor
Reeducation Bureau of Shandong Province (including Director Li Tinglu) conducted
a survey in ten labor camps in Jiangsu Province, Zhejiang Province and Shanghai
City. The findings of the survey were unveiled in a survey report. According to
the report, "The labor camps of these areas have very actively engaged in
forced labor production and have made remarkable profits. The forced labor
production has not only provided financial support to the labor camps'
operation, but has also brought material benefits to the police staff." The
labor camps in the three areas "enjoy positive financial status. Personal
incomes of police officers are substantially higher than that in Shandong
Province. The bonus for each police officer in Shiliping Forced Labor Camp is
always about 20,000 yuan every year." [500 yuan is equal to the average
monthly salary of an urban worker in China.] In March 2003, the "Shandong Province Working Conference on Production
from Forced Labor Reeducation" was held, with the objective of learning
from the experiences of other labor camps on how to exploit the detainees'
productivity. Division Chief Zhong Gongchang, from the Labor Reeducation Bureau
of the Ministry of Justice attended the seminar. The so-called Top Ten most
profitable labor camps and individuals in Shandong Province were shamelessly
announced during this conference. The names are as follows: Top Ten Forced Labor Camps: For personal gain, the police officers in Chinese forced labor camps
illegally exploit abducted Falun Gong practitioners as slave laborers. The
crimes of these unlawful people will be fully revealed and the perpetrators will
be brought to justice.
