(Clearwisdom.net) The lawless officials of Shifu, a town located in the city of Changyi, Shandong province, have actively followed Jiang Zemin in the persecution of Dafa practitioners, rampantly arresting and detaining Dafa practitioners whenever there were so-called sensitive days. In addition to forcing practitioners to denounce Dafa and Master, torturing, humiliating, imposing fines and others vicious means, they persecuted Dafa practitioners in more damaging ways. Here we will expose these people and their criminal acts:

Wei Tiankui, the 46 year old male local committee member of the ruling party committed a variety of atrocities. Below are the details.

During the Chinese New Year of 2000, he put pairs of the detained male and female practitioners into dark rooms, which could only fit one bed and a bench, and locked the doors to make them have to sleep foot to face. He thought of Dafa practitioners with a dirty mind. After 10 o'clock, he stealthily went to peep in on them hoping to fabricate charges against them. But he failed to get anything. The detained practitioners were Yu Shenghe, Zai Xiuhua, Lin Yongshun, Li Xiufen, Wang Hongluo, Yang Meiqin, Wang lizhen and Li Xiulian.

Wei would torture the detained practitioners daily whenever he got drunk. Around 10 pm, on April the 10^th, 2000, he drunkenly rushed into the room detaining practitioners and started beating and kicking them. Then he ordered practitioners to climb up the 49 steps of the birth-control committee building on their knees and kicked them from behind the entire time. The practitioners' hands were cut and bled. After they climbed to the second floor on their knees, Wei ordered them to continually climb up the iron ladder to the third floor. There were 9 steps on the ladder. Whenever the practitioners climbed up to the 8^th steps, he would pull their feet by a wire so that they would fall heavily down to the ground. A lot of practitioners were severely injured in this way. Zai Xiuhua became unconscious when she fell down from the iron ladder.

Wei often ordered practitioners to go downstairs with a piece of steel wire mesh on their heads. He would put a 40 lb rock on the top of the net, and ordered the practitioner to go downstairs in squatting posture. The steel wire mesh cut into the practitioner's head, causing terrible pain.

Wei forced the practitioners to walk with a log on their heads. After that persecution, he would then order the practitioner to kneel on the log. He stabbed Li Xiufen's feet with a needle. One of her feet was stabbed so severely that three deep bloody holes appeared. He asked Li if she would continue Dafa practice. Li determinedly answered yes. Then Wei beat her face, head and body with leather belt, bruising her all over. He claimed: "Our superior has stated that we can treat you with whatever method is viable," meaning that he could freely kill them without responsibility.

After the Chinese New Year of 2000, the criminals headed by Wei rampantly arrested Dafa practitioners. For those who were determined, they were forced to stand with ice as large as bowl in each hand. They also forced practitioners to stand on piles of snow or ice for physical persecution.

Wei placed 5-6 bricks on the head of Yu Shenghe, and made him step on gravel, and beat his ankle with an metal rod. He also placed a basin of water on Yu's head, and beat him with an electrical cable. Once he placed a coal block of about 45 lb on Yu's head, making him black all over. He used these vicious methods to humiliate Dafa practitioners.

Wei ordered his thugs to stip off Yu's clothing and stab his body with sharp objects and strike him on his genitals to cause maximum pain. When Yu was beaten until he could not stand up, they also forced him to sweep the yard using a crutch. This persecution lasted for over 40 days. They also stripped off the clothing of practitioner Li Huiqiang and made him stand against a cement wall and beat him to the ground.

Gong Zhiqiang (male), is the 38 year old secretary of ruling party committee. He is extremely vicious in beating practitioners. He has often kicked practitioners' bodies, faces and heads, and thrashed them with an metal rod. Yu Shenghe was tortured severely, and Wang Lizhen's arm became partially paralyzed, while Lin Yongshun was kicked until he became winded. Gong Zhiqiang also bound and hung up Lin Yongshun with his toes off the ground, persecuting him this way for 100 days. He forced Wang Lizhen and Li Xiufen to move in squatting posture with 40 lb rock and then a log on his head. If practitioners moved too slowly, he would beat them severely. When he bound Wang Lizhen, the wire cut into his flesh, causing excruciating pain.

Ming Zhaojiang (40 year old male) is the member of the Changyi city's "610 office." He is fervent in following Jiang Zemin and the persecution of Dafa practitioners. When Yu Shenghe was sent back after appealing in Beijing, he beat him with a shovel used to carry coal. Yu's face was swollen beyond recognition by the beating, but Ming Zhaojiang didn't stop till he thought there might be danger to the practitioner's life. It took a long time for Yu's face to recover. Ming once slapped Lin Yongshun's face over 20 times, until his face was covered in blood. He forced Lin to stand with a metal basin filled with bricks and stone on top of his head. That basin was as heavy as 70 lb. He tortured him this way for two and a half hours. After Lin was able to put down the basin, there was a blood blister as big as a teapot on his head

Yin Zhaojie (46 year old male) is the head of the birth-control committee in Shifu. He stripped off Dafa practitioner Wang Hongzhong's clothing one night, and beat and kicked him until he was bruised all over. He once grabbed the hair of Li Xiufen and Wang Lizhen, and smashed their heads together.

Hao Shunsheng (30 year old male) is a member of Shifu's local government. He was trained by the "610 office" of Changyi in 2001. Previously he worked in the government of Liuhe Township. He once shamelessly claimed: "I am one of the three bad guys in Liuhe, and I don't care even though I have been arrested several times." He used all the methods the police taught him on Dafa practitioners. One method he learned from the Changle Labor Camp is to shock the female practitioners' genitals with an electrical baton and then step on their hair. In "610 office," he bound the most determined practitioners' legs to their necks, and then handcuffed their hands behind their back, and tortured them until they lost consciousness. He cruelly deprived them of sleep for many days.

Furthermore these officials also used practitioners to collect money from the local people, by placing a plate around the necks of each practitioner with the words, "Evil Element" printed on the front, and then parading in public all over for three days. They told the people that the practitioners had been arrested because they refused to hand in the money the government wanted to collect from the people, and publicly tortured them with rubber clubs so that the public would become scared and thus hand over the funds that they were trying to collect. The authorities would not take the practitioners to any village where someone might know them. By employing this base method, they quickly collected the money they wanted. This ploy was plotted by the vice general secretary Liu Jiesong, a man surnamed Chen and the vice head of Shifu Li Yanhui. They are also chief planners of persecution against Dafa practitioners.
