Jizhou City Police and Prosecutors Frame Innocent, Disabled Practitioner Shi Wenjie

On July 22, 2002, police department personnel from Jizhou City, Hebei Province illegally detained Shi Wenjie, who is disabled. He made his living by treating dental illnesses for people. On the same day, the police ransacked his home but failed to find anything. Since then, during his illegal detention, directors Li Jianjun, Zhao Jie from Jizhou City Police Department, and others, acted under a secret order from their superiors to "Ruthlessly Handle Shi Wenjie." The superiors are Tian Jieshi, Secretary of the Politics and Law Committee from Hengshui City, and Chen Dengchuan, Secretary of the Politics and Law Committee from Jizhou City. The police did not spare any base means, including trickery, promising to release him and to help his child to enroll in school, and so on, to obtain information. They also faked kindness to force him to claim that he had distributed Falun Gong truth-clarifying materials. After obtaining the so-called "affidavits" they revealed their true evil faces and intensified the persecution.

The police department authorities said Shi Wenjie had distributed 3,000 truth-clarifying materials. The amount confirmed by the so-called "witness" and "evidence" was only 1,000. Zhang Guibin from the Prosecuting Department forced witness Zhao Dongjun to claim the same amount as that claimed by the police department. Otherwise the two figures would contradict each other, and "It will be troublesome if we lose the lawsuit." In the end, they used the median figure of approximately 1,600 to sue Shi Wenjie.

On December 23, 2002, Jizhou City Court followed the head of evil Jiang, incited by its superiors, to suppress the kind people, persecute the innocent, take base means and violate the law while executing the law, and held the trial secretly. In the court, witness Zhao Dongjun openly said he didn't get the materials from Shi Wenjie's home; instead, he picked them up at the door of his home. Even though witnesses to the other accusations were not present, the unlawful court illegally sentenced Shi Wenjie to five years in prison with the excuse of "distributing 1,000 pieces of Falun Gong materials" and deprived him of his political rights for two years.

On the day of pronouncing the sentence, the police guarded the courtroom entrance to prevent people from entering the court to hear the sentencing. Furthermore, most of the witnesses were not called to the court. After the pronouncement of the sentence, some court personnel also said helplessly, "We couldn't do anything. There was an order from our superiors. We dare not defy it."

Shi Wenjie has lodged an appeal with the People's Intermediate Court in Hengshui City, Hebei Province. It was Jizhou City People's Court that illegally sentenced Shi Wenjie.
