Dear Ms. Consul General Elbow:
We, Falun Gong Practitioners of Hamburg, wish to ask your help with respect to an urgent matter,
the unlawful arrest of a Falun Gong Practitioner, a U.S. citizen, in China.
On January 22, 2003, Dr. Charles Li of Menlo Park, California was arrested upon getting off his
plane. He is accused of replacing regular T.V. and/or radio broadcasting with messages about Falun
Gong. Mr. Li has denied all charges. China's communist regime once again has, with this arrest and
unproven accusation, in violation of all national and international rights and laws, shown its
intention to harm its purported "enemy," Falun Gong. Although you may already have become
aware of this situation, we wish to reiterate the dire situation and ask you to do your utmost
towards the release of Mr. Li.
Please let us know if you should be unaware about this situation. We gladly will send you
information concerning Mr. Charles Li or if possible arrange a meeting with you.
