(Clearwisdom.net) As the lawsuit against Jiang progresses, we now have a deeper understanding of the significance of bringing the lawsuit against him. Right now, the purpose is to uphold justice in the world and punish the evil. It's not only for our Dafa practitioners, it's also for the world's people.
Cultivators do not mind personal gains and losses, because our life's value and purpose are not based on how the world treat us, be it well or ill. Why are we bringing a lawsuit against Jiang then? Because he systematically persecutes Falun Gong practitioners on a large scale, and the crimes he is committing are violating heavenly principles. He is turning the truth upside down and undermining morality. His brutality against people on the basis of spiritual belief is in fact destroying people's longstanding respect for gods. It is ruining their return to "Truthfulness-Compassion-Tolerance." He is wearing away people's willingness to resist and oppose evil. He is destroying, from the root, spiritual, moral and social standards that allow humankind to maintain and continue their existence, and he is destroying the basic standards and the very fabric of what heaven has given to mankind. Jiang's ruthless behavior is ruining countless people. If we don't act, we would be condoning the evil and not being responsible for the world's people.
The lawsuit against Jiang is something that will allow everyone in the world to again see the difference between right and wrong, good and evil, and to clear-headedly choose their own future. Because of this goal, truth clarification is extremely important throughout the course of the lawsuit. It directly determines whether this lawsuit will be successful. This is a significant activity in the human world that will allow people to recognize clearly, actively suppress, and eliminate the evil.
If we cannot fundamentally understand what is required of us as a whole by today's Fa-rectification process, if we cannot understand that the fundamental purpose of this great trial is to save people, and if we cannot actively and effectively clarify the truth, covering the greatest area and with the greatest depth, and to help people understand the significance of this trial in relation to them, we will not be able to achieve our goal to suppress the evil through the form of a lawsuit.
Dafa practitioners in China risked their lives to provide us with first-hand material for this lawsuit, which has paved the way for our truth clarification. The responsibilities of overseas practitioners are to widely clarify the truth to governments of different countries, on different levels and to people of society, so that Jiang truly has nowhere to hide.

Mrs. Xiao Guiying was a Dafa practitioner from Yueyang City, Hunan Province. Before she found Dafa in 1996, she suffered from osteophytosis and other diseases for years. Soon after she took up the practice of Dafa, all of her illnesses went away. She had been following Dafa's principles since then.
Xiao Guiying's husband, Yan Youhua, was the former Treasurer of Yueyang City. Because Xiao Guiying did everything in accord with Dafa, she refused to accept bribes. Yan Youhua was very hostile towards Dafa and wrote some articles to slander Dafa. In order to prevent him from showing disrespect to Dafa, Xiao Guiying reluctantly gave up cultivation of Dafa. Soon her illnesses came back, and she became paralyzed.
After July 20, 1999 when Jiang's regime began the persecution of Dafa, seeing that such a good cultivation practice was slandered, Xiao Guiying made up her mind to step forward to validate Dafa. Not long after she started practicing Dafa again, she was able to walk around with ease.
Yan Youhua, a man over 60 years old, had several mistresses. He had attempted to divorce his wife, but Xiao Guiying refused. He once hired several thugs to go to his home and attempt to kill his wife. After the persecution of Falun Gong started, in order not to be implicated, he intensified the abuse of his wife. In early 2002, Xiao Guiying was forced to leave home. While going from place to place, she kept clarifying the truth to people deceived by the false propaganda.
Yan Youhua and his son colluded with the police and kidnapped Xiao Guiying in Changsha City, her hometown. After they took her back home, they kept her tied to a tree. Later Yan Youhua sent her to a detention center, where she was held for over half a year. Afterwards, Yan Youhua and his son wanted to send her to a forced labor camp. However, she failed to pass the medical examination required by the labor camp. On the way back from the labor camp, Xiao Guiying managed to escape. Later she was arrested again for clarifying the truth. After she was released, Yan Youhua forcibly sent her to the Yueyang City Mental Hospital, where she suffered various tortures and passed away in March 2003.
Xiao Guiying's work unit claimed that she died of lung cancer. However, why would they send her to the mental hospital if she really had lung cancer?
Yan Youhua is not a law-enforcement official; however, he sent his wife to detention centers, labor camps and mental hospitals over and over again. Who bestowed such power on him? It is due to the directives of Jiang's regime that he dared to persecute his wife to death.
Yan Youhua's home phone is 86-730-8842190. The phone number of the Yueyang City Mental Hospital is 86-730-8212477.

Mr. Li Junchen, 46, was a resident of Group Six, Xiyangzhuang Village, Shucai Township, Chuanhui District, Zhoukou City, Henan Province. He obtained Dafa in March 1999. After July 20, 1999, he was subjected to various forms of persecution repeatedly. In early 2000, the police barged into his house and conducted an illegal search. They took away 200 Yuan in cash and then kidnapped Li Junchen to the Shahebei Detention Center. While in detention, he was beaten by the police. Later his family members paid 1000 Yuan to bail him out.
On January 15, 2001, Li Junchen was cooking at home when the police came in and took him away forcefully. He was then detained in the Shachang Police Station and subjected to brainwashing. The police and the township government bought off some people to have them slander Dafa. They even called in some reporters to interview those people, fabricating evidence to frame Falun Gong. Since Li Junchen refused to cooperate with them and refused to give up his belief, he was detained for over seven months. Li Junchen suffered various tortures, such as being beaten by rubber sticks and shocked with electric batons. Later he developed severe pain in his lungs and had swelling all over his body. His face turned yellowish, and he was near death. Under this circumstance, he was released in August 2002 on medical parole. After he returned home, he was never able to recover from the torture that he had suffered and passed away in September 2002.

(Clearwisdom.net) The lawsuit against Jiang filed by U.S. practitioners is set to proceed. On April 14, the plaintiffs' attorney will further provide the court with evidence of crimes committed by Jiang and the "610 Office", as well as the legal proceeding evidence for prosecution. On April 29, the defendant's attorney will provide the court with responding legal documents.
On January 13, the conference between the plaintiff's attorney and the judge went smoothly, supported by righteous thoughts from Dafa practitioners. The case went forward in spite of various forms of interference.
Master said, "For Dafa disciples as one entity, in the process of validating the Fa, when you work together in concert, the Fa power is great." ("Explaining the Fa During the 2003 Lantern Festival at the U.S. West Fa Conference") Our understanding is that this is a lawsuit in the human world on the surface, but in fact it is a contest between all Dafa practitioners and the evil. The success of the last conference was the good result of the Dafa practitioners' heartfelt support.
Overseas practitioners in different regions will bring lawsuits against Jiang in their own countries. Our understanding is that it is exactly as Master has described, "Whether it's inside or outside China, all the same, although there are still a lot of beings who've been misled by the evil's propaganda, overall, in other dimensions the strength of the evil and the strength of the righteous are no longer in balance. The strength of the righteous has tipped the scales in its favor as far as they go. Those evil beings can't hold up now." ("Teaching the Fa at the 2002 Fa Conference in Philadelphia, U.S.A.")
The Jiang regime has never spared any effort in attacking Dafa and Dafa practitioners. However, this case is striking fear in their hearts, and the regime has not mentioned anything about it to the people of China.
At the same time, other than interference in other dimensions, the evil has exhausted its bag of tricks in the human world. The evil continuously persecutes and intimidates Dafa practitioners who are participating in the lawsuit, especially Dafa practitioners who have family members in China. Dafa practitioners are a whole body and practitioners who are directly involved in the lawsuit are doing their best. The rest of us should do our best to help shoulder the pressure and responsibilities. We know that this lawsuit is a critical blow to the evil, in both the human world and in other dimensions. The evil is trying everything to stop the trial. At this moment, as Dafa practitioners, it is time for us to use the power of our whole body to eliminate the evil and not allow it to take advantage of any gaps during this battle between the righteous and the evil.
On April 2, the plaintiffs' attorney had a brief phone conference with the judge of the Northern District Court of Illinois, where the lawsuit was filed. Dafa practitioners in North America have started to continuously send righteous thoughts on this matter.
After serious discussion, we Dafa practitioners in Toronto think that this seemingly nondescript incident in the human world corresponds to a critical time in the battle between the righteous and the evil. It is a time that calls for the unconditional, full support from all Dafa practitioners.
We would like to make the following suggestions:
This kind of major lawsuit usually takes a while to finish. We suggest that all Dafa practitioners in Toronto provide support by continuously sending forth powerful righteous thoughts around the time of meeting between the plaintiffs' attorney and the judge on April 14, and during the meeting between the defendant's attorney and the judge on April 29.
On April 12, Dafa practitioners in Toronto will send forth righteous thoughts as a group in front of the Chinese Consulate from 2:00 p.m. to 10:00 p.m. Moreover, during the time of globally sending forth righteous thoughts on weekdays and weekends, we will eliminate interference aimed at this case. We will send forth righteous thoughts throughout the whole legal process and the truth clarifying activities surrounding this case.
We suggest that Dafa practitioners around the world take action now and send forth powerful righteous thoughts, continuously and from the heart, starting from now until around April 29.
We especially suggest Dafa practitioners in Mainland China to also send forth powerful, righteous thoughts regarding this trial. Mainland China is where the main body of Dafa practitioners is, and the evidence of all of Jiang's persecution against Dafa practitioners is ironclad. Jiang must receive punishment based on heavenly principles as well as from human laws.

(Clearwisdom.net) The legal proceeding of the genocide lawsuit against Jiang and the "610 Office" is being pushed forward. On Monday, April 14, 2003, the plaintiffs' attorney will provide further evidence of the defendants' criminal acts and legal proceedings of the lawsuit in response to issues posed at the preliminary hearing on January 13, 2003. On April 12, 2003, Falun Gong practitioners from Chicago and the Midwestern United States gathered in front of the Chinese consulate to send forth righteous thoughts to eliminate the interference to the lawsuit.
The Dafa practitioners gathered in front of Chinese consulate on Saturday morning. When the time came for sending forth righteous thoughts globally, the sidewalk opposite the consulate building was lined with practitioners. At each top of the hour, practitioners sent forth righteous thoughts. The atmosphere was solemn and peaceful, and it was so quiet that it seemed as if time had stopped. The Dafa practitioners' rock solid determination permeated the air.
Recently, through studying the Fa and sharing experiences, Dafa practitioners more and more clearly realized the significance of the lawsuit in the context of the entire Fa rectification. The evil will go all out to sabotage the case. It is crucial that Dafa practitioners as a whole use our righteous thoughts to eliminate the interference and ensure that the legal proceeding of the case goes smoothly.
On Sunday, April 13, Dafa practitioners continued to send forth righteous thoughts in front of the Chinese consulate in Chicago. On Monday, April 14th, they will conduct a large-scale activity in downtown Chicago to expose the Jiang regime's crimes.

From 9 a.m. on April 12 to 9 a.m. on April 15, Sydney Dafa practitioners are going to send forth righteous thoughts in front of the Chinese Consulate in Sydney to support the lawsuit against Jiang in the United States and eliminate the evil interference from other dimensions.
The Dafa practitioners understood that the trial to uphold justice was about to begin, and the battle between righteousness and evil is raging on. Since early on, many practitioners have been sending forth righteous thoughts regarding the lawsuit. As the April 14 court hearing approaches, the evil has become more frenzied and is trying everything to stop the lawsuit. Last night during the group study, the practitioners realized that the lawsuit and the energy field from the righteous thoughts of Falun Gong practitioners around the world are what the evil fears the most. The lawsuit against Jiang in US court is a battle between righteousness and evil that has profound significance during the final stage of Fa-rectification. It will lay a crucial foundation for bringing Jiang to justice. The Dafa practitioners are actively eliminating the evil factors in other dimensions, and this is an important step for negating the old forces' arrangements. It is also a mission for every practitioner around the world. Although we are far away from North America, our sending forth righteous thoughts regarding this case is our unshakable responsibility.
With righteous thoughts and righteous actions, we will not be deterred by any evil interference. Together with practitioners around the world, we will resolutely send forth our righteous thoughts to eliminate the evil.

On April 12, Dafa practitioners from Ireland gathered in front of the Chinese Embassy in Ireland to eliminate the interference to the lawsuit against Jiang. Jiang, who has committed so many hideous crimes, will be brought to justice and have to pay for the crimes he has committed.
Two Chinese students who studied in Ireland, Liu Feng and Yong Fang, have not been allowed to return to Ireland to continue their studies. One of them is being detained in the Dalian Yaojia Detention Center, and the other is under house arrest. We also sent our righteous thoughts to eliminate the persecution against them, so that they could return to Ireland to continue their studies.

To support the lawsuit against China's dictator Jiang, Falun Gong practitioners from Toronto gathered in front of the Chinese Consulate on the afternoon of April 12 to send forth righteous thoughts, and eliminate the evil elements in other dimensions intent on sabotaging and interfering with Dafa. The practitioners used their powerful righteous thoughts to support the lawsuit.
(Clearwisdom.net) Since April 7, San Francisco Dafa practitioners have begun to send forth righteous thoughts in front of the Chinese consulate around the clock in turns. On April 12, more practitioners arrived in front of the Chinese consulate to send forth righteous thoughts and eliminate the interference to the lawsuit against Jiang. The pouring rain could not shake the practitioners' determination.
Through studying the Fa and sharing experiences, the practitioners realized that the lawsuit is actively suffocating the evil. When the evil foresees its demise, it will put on its last struggle to use all means to interfere. It is crucial that Dafa practitioners as a whole use their righteous thoughts to eliminate the interference and ensure that the lawsuit goes smoothly.
Master Li has said, "In China it's not possible for everybody to know the facts and thus learn about Falun Gong with a positive view, but everybody is cursing at that wretch--that's how bad it is. Shouldn't it be sent to court then?" (Explaining the Fa During the 2003 Lantern Festival at the U.S. West Fa Conference)
For over three years, the Jiang regime has been carrying out the campaign of terror against Falun Gong practitioners. Jiang also established the "610 Office" to carry out the persecution against Dafa practitioners. The Jiang regime has not hesitated to use so much of the country's financial resources and to make use of all kinds of torture against Falun Gong practitioners. The persecution has resulted in over 650 confirmed deaths, as well as countless cases of severe injuries, lost jobs and opportunities for education, and broken families. The Falun Gong practitioners' families, friends and colleagues are also being subjected to different degrees of brainwashing and harassment.
The evil is terrified of this lawsuit and will do everything in its power to stop it. We should continue to send forth the righteous thoughts to eliminate the interference and remain vigilant.

On Monday, April 14, 2003, the plaintiffs' attorney of the lawsuit against Chinese dictator Jiang on genocide charges will provide further evidence of the defendants' criminal acts. Dafa practitioners from the New York area have been eliminating the interference from other dimensions by sending forth righteous thoughts everyday. The practitioners have realized that righteous thoughts from all Dafa practitioners are important for fundamentally negating the interference from the evil and making the lawsuit a success.
In addition to every practitioner's sending forth righteous thoughts at the regular times everyday, Dafa practitioners from the Greater New York Area will gather in front of the Chinese Consulate in New York City to send forth righteous thoughts at the top of each hour for 36 hours to support the fellow practitioners who are directly involved in the lawsuit.

Practitioner Li Wanqing was living in Weigou, Chaoyang District, Beijing. On the day of the 2000 Spring Festival, while on his way to Tiananmen Square to validate Dafa, he was arrested by the police and sentenced to a year in jail. During that time, his wife, practitioner Mei Yulan, was tortured to death.
Mei Yulan was arrested on May 13, 2001 -- World Falun Dafa Day, while she was doing the Falun Gong exercises outdoors. While in the Chaoyang Detention Center she went on a hunger strike in protest of her illegal arrest and detention. On May 18, she was force-fed without the absence of doctors. Her cries of pain could be heard throughout the entire corridor.
By the night of May 22, her stomach was bleeding. She was sent to the hospital, and passed away on May 23rd. Because he would not renounce his belief in Falun Gong, Li Wanqing remained imprisoned and was unable to visit his wife before her death. The Chaoyang Detention Center blocked all news of Mei Yulan's murder. To avoid responsibility, the detention center's supervisor and Dr. Ma of the center forced criminals to testify that the supervisor and doctor were not at the facility when the deadly force-feedings took place.
Li Wanqing's sentence was illegally extended for another six months because of his steadfast belief in Falun Gong. He was released on August 15, 2001. In September or October of the same year, Li Wanqing was arrested again and detained in the Chaoyang Forced Labor Camp of Beijing. This left his elderly father and young daughter without anyone at home to take care of them.

(Clearwisdom.net) Mr. Hong Haoyuan was 30 years old and an expert in mobile communication technology from the Chaozhou City Postal and Telecommunications Bureau in Guangdong Province. In May 2000, Hong was illegally detained in the Sanshui Forced Labor Camp for a two-year term. In the forced labor camp, he was confined inside a tiny, completely dark room, subjected to electric shocks and beaten, which led to severe internal injuries. After being released in April 2002, his injuries were too severe to recover from, and he passed away in February 2003.
Hong Haoyuan started practicing Falun Gong in 1995. After his graduation from college, his performance at work was outstanding. Officials and colleagues in his work unit often praised him.
After July 20, 1999, Hong Haoyuan still persisted in practicing Falun Gong and had been illegally detained by local police several times. During detention, guards and prisoners continually beat and kicked him. At the beginning of 2000, he went to Beijing to appeal for Falun Gong and was illegally sent to forced labor camp for three years.
Hong Haoyuan was first detained in the Chaozhou City Hongshang Detention Center for one month. Under instigation from the guards, the prisoners took turns beating Hong. Later, he was transferred to the Chaozhou City Tiepu Detention Center. The guards there tortured him even more brutally, beating him with wooden sticks. In the winter, they stripped him and handcuffed him to a tree in the rain overnight. The next day, they still forced him to continue doing heavy labor.
In May 2000, Haoyuan was transferred to the Guangdong Sanshui Forced Labor Camp. The guards forced Haoyuan to write a pledge promising to give up practicing Falun Gong; otherwise, they would use 2-3 electric batons using more than ten thousand volts to shock him for over ten hours each day. Later on, Haoyuan could not endure the torture anymore and wrote the pledge against his will.
After recovering for a bit, Haoyuan firmly declared that the pledge he had written earlier was against his will and thus invalid. The guards again used every malicious means to torture him, such as placing him in solitary confinement and shocking him. In the second half of 2001, Haoyuan practiced the exercises openly and was beaten by guards with a bench. The bench was broken in two, and Haoyuan's internal organs were severely injured. After that they put him in solitary confinement and shocked him all over his body, including the anus. Under such torture, Haoyuan was very weak. He felt cold all the time and felt sharp pain from his internal organs. The forced labor camp did not release him until April 2002. At that time, a healthy young man had been tortured to skin and bones with severe injuries. The police department, and people from "610 Office" [an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems] often went to his home and threatened his family members to not let him go out.
Haoyuan's family members sent him to several hospitals for treatment; however, his condition didn't get better. In the early morning of this February, Haoyuan passed away. His family members are in deep sorrow, but they have no place to get justice for him.

When recalling my unforgettable experience, I cannot remain at ease, for it is forever etched into my mind. It was the middle of December in 2000, when I went to Beijing for my third appeal against the persecution of Falun Gong. I was arrested and detained at the Tiananmen Square police station. In just a few short hours there I witnessed the most atrocious and heinous tortures against Falun Gong practitioners.
Police separated Falun Gong practitioners into two groups: those who had given their names, and those who did not. Police locked all those who gave their names into rooms, and rounded up those who did not into an alley outside the courtyard. There were about three hundred practitioners. We recited Teacher's articles in unison and shouted "Falun Dafa is good!" The police who guarded us would strike practitioners with their rubber coated wooden clubs and batons without hesitation. They beat practitioners indiscriminately and so violently, it was as if they would beat practitioners to death right then and there. They cursed with foul and filthy language while beating practitioners. Many practitioners' heads were badly injured.
The police dragged a gentle looking practitioner who is about 20 years old and who lives in Southern China to the balcony outside the building. Several policemen pressed his arm against the ground and smashed his hand with rubber batons. The eight fingers on both hands with the exception of his two thumbs were broken. They also broke his nose and face, spraying blood everywhere. His light gray sweater was soaked with blood and turned red. The intense pain and severe loss of blood caused his face to turn ashen, and his body began shaking uncontrollably. The Falun Gong practitioners shouted out at the police officers to stop the cruel torture, but such cries fell on deaf ears. Instead of stopping their attack, the police further intensified their beatings. They beat the practitioners with clubs, resulting in many injuries. Later, more practitioners were brought in and eventually the alley could no longer hold all the people. According to the police, just that day alone from 7:30 am until 11 am more than 3,000 practitioners were arrested and brought in from Tiananmen Square. After that day, police arrested and detained a large number of practitioners each day, resulting in over crowding of Beijing police stations, detention centers and prisons. They would later transfer groups of practitioners to detention centers in other parts of the country.
At around lunch hour many practitioners and I were transferred to the Chaoyang District Police Station. There were about 20 Dafa practitioners in my cell, and they came from a dozen different provinces and cities. Police labeled us with numbers since we refused to reveal our names. Each day police would take us out of our cells for interrogation. Some would be interrogated twice in one day and suffered various forms of torture. Everybody in my cell was tortured. Four female practitioners started a hunger strike to protest the illegal detention. Police instructed regular inmates to tie them onto wooden crosses with rope. It was the middle of winter and only a thin layer of clothes were allowed. Then police used thick plastic tape to wrap them tightly. It did not take long before they lost blood circulation in their arms and legs. With the freezing temperature, they suffered from numbness, and eventually their hands and feet would swell and turn purple-blue. One practitioner was tied up for more than 8 hours. More than 20 days later she still could not regain feeling in her right hand. During meals, she could only use her left hand.
Even so, the police were not content with torturing practitioners on the wooden cross. They would ask the inmates to violently beat practitioners on their face, head, and other parts of the body with the heels of shoes. The inmates would pinch practitioners' faces and bodies in order to force them to reveal their names and addresses. As long as practitioners withheld their names, torture would be assured. Many were stripped of their clothes layer by layer until only underwear remained. Then police would force practitioners to take off their shoes and to stand bare foot on the frozen ground. One practitioner from Huludao City was tortured like this several times. Finally the police forced her to sit outside on the concrete ground for more than three hours, wearing just a thin layer of clothing. Because she refused to comply, two police poured a large bottle of cold water right onto her chest. Her clothes were soaking wet and later froze up. She was so cold she could not control her teeth from chattering.
Another practitioner was interrogated several times. Each time the police would beat her up, and then apply a torture called "riding the airplane." During the torture, the police would strip off her clothes until she was only wearing underwear. Then her hands would be handcuffed from behind and pushed all the way up until her body was bent at a 90-degree angle. It was extremely painful to stand like this. Other practitioners had bruises all over their bodies from being kicked by the police. One practitioner from Changsha City was beaten many times, yet she refused to cooperate. Finally, a policeman named Ge Tao started to use a slingshot to slash her face. Her face was slashed by the heavy rubber band until it showed many bloody marks. Her face swelled to nearly double its size and she could not open her eyes due to swollen eyelids. They tortured her like this on three occasions.
I hereby appeal to the "World Organization to Investigate the Persecution of Falun Gong" to go after these atrocious criminals without delay and prosecute them to the fullest extent of the law.

I am a resident of Shuangcheng City. Today, I would like to put down in writing what I have personally seen and heard regarding the recent criminal actions in Shuangcheng City, Heilongjiang Province.
Zhang Guofu and Jin Wanzhi were two of the most notorious characters I had heard about. In a small city like Shuangcheng, their persecution of Falun Gong practitioners has led to the death of over ten people. Zhou Zhichang, a well-known and well-respected cadre from Handian County, was one that they had tortured to death. Liu Jie was also highly respected in the community. Her death shocked everyone in Shuangcheng as well.
Everyone in Shuangcheng knew the crimes that Zhang Guofu and Jin Wanzhi committed. Every time they visited the village to look for Falun Gong practitioners, people would say, "Those scoundrels are here again." During the day, they dared not show up. At night, however, they stealthily went around, apprehending people and ransacking their homes. Recently, they snuck into the Tuanjie Community in the middle of the night to arrest a Dafa practitioner, whom they took to Wanlong Village to interrogate about people logging on to the Internet. Again on March 13, 2003, the "610 Office"* sent out a team of people who broke into Peng Qi's home and arrested both him and his daughter, who was not even a practitioner. The next day, her family members had to bail her out. As for Peng, he is still being locked up in a detention center in Shuangcheng City.
Frequently, after the arrests, the family members of the victims were threatened not to tell others what had happened. People often called Jiang, "Jiang the Executioner," and they often remarked, "Under Jiang's dictatorship, we're suffering more than ever."
Recently, I had a dream where I saw a scene from the future; in it, everyone showed great respect for Teacher. As for the people who had once persecuted Dafa practitioners, they no longer existed. The public even turned away from family members of those who had once persecuted Falun Gong practitioners. When the time finally came, these notorious people were not able to redeem their sins.

Xie Shiliang, a resident of Qianhuang Village of Wujin City, Jiangsu Province, has been illegally sentenced to 10 years in prison, and is now being held in the 3rd Prison of Suzhou City, in Jiangsu Province.
Mr. Xie is a fifty-nine year old resident of the Qianhuang Village, Wujin City. In 1995, he learned Falun Gong. Not long afterwards, Mr. Xie's illnesses such as heart disease, gastroptosis, and hepatomegaly were healed. From the health benefits he obtained through practicing Falun Dafa, Mr. Xie realized how precious and great Falun Dafa really is. He has been cultivating his heart according to the principles of "Truthfulness-Compassion-Forbearance" and treats his patients with even more kindness. It was well known that he is a good person, and residents in his village and in the surrounding area often praised his medical skills and integrity. One time an elderly farmer paid his bill with a counterfeit bill of 50 Yuan. Apparently the farmer did not know it was fake money. Mr. Xie recognized the counterfeit bill, but thought it was difficult for the elderly man to make enough money, so he accepted the bill without saying a word, and tore up the counterfeit bill after the man left. Another example is how Mr. Xie reacted when a motorcycle hit his daughter. Mr. Xie not only was kind to the motorcyclist but also rejected any compensation money. He also donated 2,000 Yuan to repair the village roads to make it safer for everyone in the village. He frequently said that a cultivator needs to do things even better than a good person.
After July 20, 1999 when Jiang's regime began the persecution of Falun Dafa, Mr. Xie never changed his belief or his actions, remaining steadfast toward Dafa and Teacher. On May 11, 2001, Liu Zekun, the Deputy Director of the Wujin Police Department, barged into Mr. Xie's residence and confiscated his home. Liu harshly beat Mr. Xie, choked him, slapped his face, and beat him viciously. He also beat Mrs. Xie. He then forced Mr. Xie into detention. During the 15-day illegal detention he was not allowed to sleep, and was forced to remain standing facing the wall at all times. The police also subjected him to other forms of torture.
On May 18, 2001, an article on Clearwisdom.net reported this incident and listed Liu Zekun as number 6378 on the "Evildoer's List" compiled by the FaWangHuiHui.org website. As a result, Liu received numerous phone calls from people overseas, asking him to stop persecuting Falun Dafa practitioners and to become a good person. Unfortunately, Liu refused to mend his ways and escalated his persecution of Mr. Xie. To avoid further harassment and persecution, Mr. Xie had to abandon his home. On April 27, 2002, after Mr. Xie had just returned home, a police officer suddenly barged into his house and arrested him again. He was tortured, both physically and mentally, for six months, but Mr. Xie steadfastly refused to give up his beliefs.
On November 29, 2002, the Wujin Court of Jiangsu Province held an illegal trial. Besides Mr. Xie, many Falun Dafa practitioners from Nanjing City were put on trial. There was no audience at the so-called "public trial" and the practitioners' family members were not allowed to attend.
These officials have lost their conscience and are using their power to persecute Dafa practitioners like Xie Shiliang, who cultivate their hearts by following the principles of "Truthfulness-Compassion--Forbearance". The practitioners are being given long jail sentences.

Dear Ms. Hayley:
Thank you for your recent e-mail message regarding the persecution of Falun Gong practitioners in China. I am pleased to have this opportunity to respond.
The Canadian Alliance believes that Canada can and should play a major role in fostering and protecting human rights. We will continue to speak out against human rights abuses around the world, and will do what we can to bring pressure to bear on those governments in a way that will benefit their citizens and global neighbours.
I have received many letters and e-mails from Canadians concerned over the way Falun Gong practitioners are treated in China. As you may know, Scott Reid, Canadian Alliance Member of Parliament for Lanark-Carleton, as well as other members of our caucus, have taken a keen interest in the safety and well-being of those detained for practising Falun Gong. I am deeply troubled over the treatment that these individuals receive and sincerely hope for a peaceful resolution that sees the human rights of those who practice Falun Gong respected.
The Canadian Alliance will continue to urge Foreign Affairs Minister Bill Graham to do all he can to impress upon the Chinese government the importance of upholding basic human rights.
Thank you once again for taking the time to write.
Sincerely,
Stephen Harper, M.P.
Leader of the Opposition
Leader of the Canadian Alliance

I have suffered from a multitude of ailments including chronic erosive gastritis, perennial allergic rhinitis, chronic bronchitis, rotator cuff tendonitis, and severe neurasthenia. I had to rely constantly on medication, which provided only minimal relief. In the summer of 1994, I was hit by a car, and the bones in my lower leg were fractured. I was hospitalized and had surgery. In October 1995 just as I was rehabilitated and able to walk unaided, I had to have a radical mastectomy for breast cancer. The excised lymph nodes were mostly dark in color, and the pathology report revealed that 1/3 of the cells had undergone malignant changes. Subsequently, I received chemotherapy, a treatment that exacerbated my rhinitis, bronchitis, and insomnia. I also experienced fever, nausea and vomiting. The chemotherapy reduced my white blood cell counts substantially. I felt weak and dizzy, I couldn't sleep, and had dry retching and diarrhea all night long. I was miserable beyond description. Besides chemotherapy, I also received frequent injections and large quantity of medications to boost my immunity. I laid in bed all day long, and went back to chemotherapy half a year later. During this period I'd have rather died then continued to live; I felt sorry for my family members who had to look after me and work at the same time.
It was in the midst of my suffering, in early 1997, that I found Falun Dafa. The first day after a practitioner taught me the exercises, I felt the Falun revolving around my arms continuously. That night after I finished listening to Master Li's recorded lectures, I felt a warm current coming up my spine, and then spread over my whole body. My cold limbs started to warm up, and my whole body felt light and comfortable. Soon I fell into a peaceful sleep; I did not even need the blankets. This was the first time in the long while since I became sick, that when I woke up I felt so full of energy, and my body felt so light. It was truly wonderful and amazing.
I was completely overwhelmed by the extraordinary and miraculous power of Dafa. Eventually I was able to purchase the book Zhuan Falun after much difficulty and effort. I read it over and over, and could not let go of it. I took the Fa as my Teacher, and seriously gauged myself according to "Truthfulness, Compassion, Forbearance" to cultivate. I constantly strived to improve myself, discarding my jealousy, competitive mentality, selfishness, and my bad temper. When conflicts arose, I first looked within to see if I had done something wrong, and if the other party was harmed as a result. I gradually changed and improved, albeit with considerable difficulty. As I studied the Fa, practiced the exercises, and raised my xinxing (mind nature), the ailments I had before all had but disappeared. I grew stronger; walking and work no longer tired me out. After half a year, the result of a complete physical examination showed that my health was completely normal.
The divine power of the Fa has manifested itself through me. I am like a new person; I realize that Dafa has created a new life for me. Sometimes when I see Teacher's picture in the book, I cannot stop my tears. Teacher has given people such a great Fa, and I am one of the many beneficiaries.
I told my story to many people, including my family and friends. I took them by the hand and taught them the exercises, I gave them the precious book, Zhuan Falun, and the exercise music, and wished that they could also have a healthy and wonderful life like me.
For the past 6 years that I have been practicing Falun Gong, I have not taken so much as one tablet of medicine. For an elderly person with advanced malignancy as well as a host of other ailments, it is nothing short of a medical miracle. It may not be readily believed by everyone, but this has indeed happened to me. The fact remains: this Dafa can enable the morality of humanity to rise and people to become healthy in body and mind, and I sincerely hope that more and more predestined people will take up Dafa cultivation practice.

Before I began practicing Dafa I was burdened persistently by various ailments such as an atrophic type of gastritis, gastroptosis, insomnia, etc. The worst was my liver ailment. It is a genetic disease that runs in my family. My mother, elder sister, elder brother, second brother and my younger brother all died from this liver disease. I was absolutely not confident at all that my liver disease could be cured. Although I searched for good doctors to treat me, my liver condition worsened steadily. I was desperate and full of despair. I converted myself to Buddhism. I burned lots of incense and prostrated myself very sincerely every day, and I read many books on Buddhism. It was all in vain, however. My condition was still not getting better.
In April 1996 one of my relatives showed me the videotapes of Master Li's lectures. Finally, I had found the truth that I had been searching for for years, and my view of the world has totally changed ever since.
A friend of mine sent me the book Zhuan Falun. I read the book as though I had been starving for the knowledge it contained; I read it through in a single sitting. I felt that Master explained everything that I had longed to know. I understand the reason that a human being becomes a human being, the reason that man exists and the relationship between karma and getting ill. In the topic of transformation of karma, Master says in Lecture Four of Zhuan Falun, "...this karma is not accumulated in only one lifetime. The community of cultivators believes that a Primordial Spirit does not become extinct. If a Primordial Spirit does not become extinct, one probably had social interactions before this life. So one might have owed something to someone, bullied someone, or done other bad things, such as killing, which would induce this karma. These things add up in another dimension, and one always carries them; the same is also true with the white substance. This is not the only source, as there is also another situation. Throughout the generations in the family, ancestors may also accumulate karma for later generations."
My grandmother died from cirrhosis. Her accumulated karma was passed down to our generation. Once when my second brother was very ill he was treated by a very learned monk who told my brother that he had taken somebody's life before, and that person did not want anything except my brother's life for his retribution. Now after Master's teaching I understood what happened to my brother.
Since May 6, 1996, I seriously started the path of my cultivation. I learned Dafa and practiced the exercises persistently. My whole life has been completely transformed ever since. I have become very healthy and energetic, and never feel tired even after work. I know that Master has purified my body. From the very first day when I started practicing Dafa until the present, for seven years I never took one single pill or got any injections of medication. I feel so delighted not to be bothered by any illness. I also gained weight, from 100 to 130 pounds. Not only has my health improved but also my way of thinking is also continuously advancing. I demand of myself that I strictly follow the principles of "Truthfulness, Benevolence, Tolerance." Many people have said that I am a brand new person. It is Dafa that has bestowed me with a second life and brought joy to my family.
(Clearwisdom.net) Recently, the Chinese state-run media has again exposed its hypocrisy with its distorted propaganda on the U.S.-led war on Iraq and its cover-up of the SARS outbreak in China. In order to divert people's attention, the old forces, disregarding the fact that the fraud of self-immolation has already been widely exposed, have once again trotted out the so-called self-immolation. They're bringing back Wang Jindong in an attempt to deceive people. Why is this happening? Some Dafa practitioners have discussed this issue.
Some practitioners believe that this shows that the evil has run out of tricks, and when more and more people get to know the truth, they can only grasp the remaining attachments of Dafa practitioners and play the same old trick again. Then what could be the common attachment among Dafa practitioners? Master said in "Towards Consummation,"
"Do you know that one of the biggest excuses the old evil forces use at present to persecute Dafa is that your fundamental attachments remain concealed? So in order to identify those people, the tribulations have been made more severe. If you're attached to Dafa's consistency with humans' science, they manipulate wicked human beings to spread lies that Dafa is 'superstitious'; if you're attached to Dafa's power to heal illness, they manipulate wicked human beings to spread lies that Dafa forbids people to take medicine. ... Whatever you're attached to, they have evil ones concoct lies about that. ... Had you truly been able to get rid of those fundamental human attachments in your cultivation, this last tribulation would not have been so vicious."
Some practitioners asked if it is because of our strong attachment to whether Wang is a practitioner or not that this has happened. Are we clarifying the truth simply for the sake of clarifying the truth or are we clarifying the truth with our hearts? How can we improve in our efforts to save people? As for the staged self-immolation, should we focus on how many Wang Jindong's there are, if that Wang Jindong is a Dafa practitioner, or should we tell people that the persecution itself should never have taken place and all that has happened was due to the persecution? It does not matter whether that Wang Jindong is a Dafa practitioner or not, he is also a victim of the persecution. Should we negate the persecution or should we negate a victim who was used as a tool?
Through looking inward during discussion, we have also seen attachments and unkindness we have brought with us from being everyday people in the past. For example, we divide people into categories, and treat them respectively with unkindness, treating the evil with evil and wrong with wrong, and using human notions to decide whether someone is a practitioner or not, whether someone is cultivating well or not, or whether someone is above or below me. In fact the current situation in Mainland China is extremely complex, where one may be a practitioner today, but might not be one the next day, then again come back to study the Fa later on. It is all one's own choice, and it is all measured by the Fa. It is very hard for any individual to draw a conclusion. Whenever our hearts have deviated from the Fa, and when we have low standards for ourselves and become attached to this or that, the evil would take advantage of us.
We need to study the Fa even better, look inward more and treat sentient beings with the compassion we have cultivated in Dafa. Let us grasp every opportunity to effectively clarify the truth on the basis of the Fa to save sentient beings.
These are some of our thoughts, and we hope that practitioners can point out anything inappropriate.

On April 5th and 6th, 2003, the International Human Rights Association held its 31st annual meeting in Frankfurt, Germany. The topic of this annual meeting was "Eliminating Cruel Punishment." China became the focal point during this meeting, and the persecution of Falun Gong was a major topic of the human rights abuse discussion.
The International Human Rights Association was established in 1972, and its headquarters is located in Frankfurt. There are 25 branches established worldwide. This association devotes itself to improving the human rights situation of every country. The association also holds an observer seat in the European Parliament.
At the press conference held during the annual meeting, a German Falun Gong practitioner talked about the severe persecution of Falun Gong occurring in China today, and announced that Falun Gong practitioners have filed a lawsuit against the actions of the German Police during Jiang's visit to Germany last year.
During a discussion about China, the attendees talked about the Article 23 legislation in Hong Kong and how it has caused negative affects on Hong Kong's democracy and freedom. Yuzhi Wang, a practitioner from Canada, talked about her own plight of being persecuted for practicing Falun Gong in China. She was sent to a labor camp three times, and was even beaten and tortured in the Wanjia Labor Camp during her 100-day detention there.
On the morning of April 6th, the resolution condemning the general human rights abuses and persecution of Falun Gong in China was adopted by a unanimous vote. The resolution asked the German government to raise a motion condemning the human rights situation in China to the United Nations Commission on Human Rights. This resolution will be formally handed over by the German government to the United Nations Commission on Human Rights.

(Clearwisdom.net) On March 29th and 30th, 2003, a natural health expo was held in Salzburg, Austria. Since the Expo organizer and local Falun Gong practitioners often conduct activities together, the organizer invited the local practitioners to participate in the Expo.
This was a great opportunity for practitioners to tell more people about Falun Gong and expose the Jiang regime's brutal and inhuman persecution of Falun Gong practitioners. Practitioners were very happy to have the opportunity to take part in this event. Practitioners from Vienna and South Germany also came to participate.

During the weekend, there was a spell of great weather and many people did not want to go indoors to look around at the fair. But this gave practitioners more time to talk to interested people in depth. Quite a few people wanted to learn the exercises immediately. One man told practitioners that he has practiced Falun Gong at home for quite a while, and was surprised to learn that there are many others practicing the exercises. He said that he would contact the coordinator of his local Falun Gong practice site.
In addition to the exhibition, a local practitioner prepared a report to introduce Falun Gong, the persecution of Falun Gong in China, Falun Gong's peaceful activities and Jiang's suppression of overseas Falun Gong practitioners. The fair organizer visited our exhibition booth twice to praise our display and to say thanks to practitioners for taking part in the fair.

[Changchun City, Jilin Province] Clinic Director of the Heizuizi Female Forced Labor Camp Tortures Falun Dafa Practitioners
Police in the Heizuizi Forced Labor Camp brutally persecuted Falun Dafa practitioners who were on hunger strike. They forcibly nasal-fed practitioners with over-salted corn paste. Consequently, their stomachs felt a burning sensation like fire, and they often vomited foam. Guo Xun, the clinic director of the forced labor camp, around 40 years old, repeatedly and in a very rough manner inserted the nasal feeding pipe into practitioners' nose, windpipe, and stomach and then pulled it out, which led to substantial bleeding from these parts of their bodies. These practitioners' lives are in danger.
[Changchun City, Jilin Province] The Chaoyanggou Forced Labor Camp Illegally Persecutes Falun Dafa Practitioners
The Chaoyanggou Forced Labor Camp employs extremely vicious means in persecuting detained Falun Dafa practitioners. As far as we know, nine steadfast practitioners are suffering from torture. Among them are Xiang Lianjie, Wang Zhidong, and Sun Changping. Xiang Lianjie has been persecuted for two years. Because of being forced to sit in the same posture for a long period of time, Sun Changping's back suffers from a comminuted fracture and his walking has been impaired. The details are being investigated.
[Tonghua City, Jilin Province] The Tonghua Public Security Bureau Spends A Huge Sum on Monitoring Cameras Used for Persecuting Falun Dafa Practitioners
Before the Chinese Lunar New Year [from the end of January to early February], the Tonghua Public Security Bureau purchased a number of video cameras and fifteen police vehicles. The cameras were installed in metal boxes in front of or in the back of steadfast practitioners' homes, or high on top of telephone poles where truth-clarifying materials frequently appear. The Tonghua Public Security Bureau hired more than thirty ex-convicts to monitor practitioners. Each one is paid over 500 Yuan a month. The Bureau has also made it known that in each neighborhood, whoever turns in a Falun Gong practitioner will be rewarded with 5,000 Yuan (before, it was 500-1,000 Yuan). Flyers regarding the above information were distributed in each neighborhood as well. (The average salary for an urban worker in China is 500 Yuan.)
[China] Falun Dafa Music Resounds in a Police Substation
The Dafa music Pudu and Jishi can often be heard throughout the whole building of a police substation in China. People often say, "What music is this? It sounds so solemn and stirring?" The political director of the police substation replies, "Just listen, it's good for you!"
The practitioners know where it's coming from: it is because many practitioners near this police substation keep getting close to the building to send forth righteous thoughts and to distribute truth-clarifying materials.
[Jilin Province] Official Reports Say 5,978 Falun Dafa Practitioners Have Been Sentenced to Prisons or Forced Labor Camps
On February 12, 2003, Zhu Guozhi said in his report to the Provincial Legal and Executive Work Meeting that, from 1999 to 2002, there have been 170 Falun Dafa practitioners jailed and 5,808 practitioners sent to forced labor camps. The total number is 5,978. Given the methods of concealment used by Jiang's regime, this figure is probably very conservative.
[Changchun City, Jilin Province] Falun Dafa Practitioner Zhou Zhiping Is Unjustly Arrested

[Lushuihe City, Shenyang Province] Primary School Teacher Discharged from Her Teaching Post
In November of 2001, Tang, the principal of the No.2 Primary School in the Lushuhe Forest Bureau, ordered teachers who practice Falun Dafa in the school to write a so-called "statement of guarantee," which contains at least one sentence slandering the founder of Falun Dafa. Practitioner Sun Fengxia refused right away. How can a teacher slander others? However, Sun was discharged from her teaching post. She tried many times to talk with the authorities of the school and the relevant departments, telling them that she had to support her mother, mother-in-law and her daughter (a student). Yet, the school still refuses to allow her to teach.

[Fuyu County, Heilongjiang Province] Senior Practitioner Wang Xiuzhen Is Arrested Again
In the late evening of March 8, 2003, Wang Xiuzhen, a practitioner who is nearly 70 years old, was arrested while at home. Her house was ransacked. [JiangYuan County, Jilin Province] Falun Dafa Practitioner Zhang Xiaolian Is Tortured
Four policemen including Song Shengshun, Qiu Kai and Nu Bo illegally ransacked practitioner Zhang Xiaolian's home on the evening of February 9, 2002. They found some Falun Dafa books and materials, and arrested Zhang Xiaolian, who is around 50 years old. After 34 days in custody in the JianYuan Detention Center, she was transferred to the Heizuizi Forced Labor Camp and detained in the No.4 Team for 375 days. For the first two days in the forced labor camp she was not allowed to sleep. Police in the labor camp tried to brainwash her. Eleven days later, she was dragged to the police guards' office, where policeman Wang Jing shocked her with electric batons about twenty times. Then she was forced to attend a brainwashing class. Because of her unshakable belief in Falun Dafa, the police in the labor camp made her remain standing until midnight every day. Once she stood until 3 o'clock the next morning. In the forced labor camp, Zhang Xiaolian suffers a lot both physically and mentally.
[Jingyu County, Jilin Province] Falun Dafa Practitioner Wu Xiuqin Leaves Home in Order to Avoid Persecution
Wu Xiuqin was turned in for distributing truth-clarifying materials on February 1, 2003 (the Chinese Lunar New Year), and detained by the "610 Office" in Jingyu County [an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems]. In order to resist to the evil's persecution, she went on a hunger strike for eight days, and walked out of the demon's den openly and with dignity. Two days after she went back home, her home was ransacked again. She has had to leave home and go from place to place in order to avoid further persecution.
[Heilongjiang Province] Falun Dafa Practitioners Detained in the Heilongjiang Female Prison Are on Strike

1. [Huadian City, Jilin Province] Falun Dafa Practitioners Jia Shimin and Song Guifang from Huadian City, Jilin Province Are Unlawfully Held at the Heizuizi Forced Labor Camp in Changchun
On March 6, 2003, the Huadian City Police Department arrested Jia Shimin at her home. Ms. Jia was held at the Huadian City Detention Center. Because she went on a hunger strike to protest her illegal arrest, she was force-fed several times. On April 1, 2003, she was transferred to the Heizuizi Forced Labor Camp. She has suffered severe weight loss and appears very emaciated.
On February 18, 2003, the Huadian City Police Station arrested Song Guifang as she was walking down the street. Ms. Song has been unlawfully sentenced to two years of forced labor reeducation and is being held in the Heizuizi Forced Labor Camp in Changchun City, Jilin Province.

The Qinhuangdao City "610 Office" [an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems] and the police department, however, repeatedly issued warrants for her arrest, and sentenced her to forced labor reeducation. Although she failed to pass a physical examination, authorities forcibly sent her into the Kaiping Forced Labor Camp in Hebei Province. She was released on medical parole due to her extremely weak physical condition. Before the 16th Party's Congress last November, when she and her husband were at the port authorities' No. 8 construction site having their bicycle repaired, members of the "610 Office," officers from the Hedong Police Station in Haigang District and cadres from the factory security section arrested her again. The crowd who witnessed the police violence thought it resembled the acts of gang members. The officers themselves shouted to the crowd that they were indeed gangsters. Half a month later, after her family inquired many times, they were told that Ms. Cao was again taken to the Kaiping Forced Labor Camp in Hebei Province.

(Clearwisdom.net) A "solemn declaration" is a person's public statement declaring to the world that whatever he or she has done or said under duress or deception that was against Falun Dafa is null and void. Most of these statements have come from Falun Dafa practitioners in China who wished to express regret that, in the face of physical torture and brainwashing, they had signed documents renouncing Dafa and guaranteeing not to practice again. Also, as more and more people in China learn the truth about how they have been deceived and lied to by the Jiang regime, many non-practitioners are also submitting "solemn declarations."
Here are some examples of the Solemn Declarations:

Foshan is ground zero in the SARS outbreak. As far as can be determined, on Nov. 16, two or three
residents in this factory-dense city in the fertile Pearl River delta were stricken with an atypical
pneumonia now known as severe acute respiratory syndrome. These first deaths went unremarked. Life
is cheap, apparently, when there are 1.4 billion lives.
"We did not take it seriously at the beginning," said an official from the Guangdong
Provincial Centre for Disease Control and Prevention.
The pathogen, still unidentified, had picked the perfect petri dish in which to incubate, perhaps
mutate, and then spread. Foshan is a metropolis of 3.5 million, engulfed by the urban sprawl of
Guangdong's nearby capital. Yet it remains fringed by traditional peasant farms where people and
pigs live cheek by jowl.
As such, Foshan is a third-world city with all the usual sanitation problems, but one where many
residents are rich enough to travel frequently and far.
From this hybrid of gleaming skyscrapers and farmers' markets selling live chickens and snakes, the
mystery pathogen hitched a ride to a hospital in the provincial capital. A Chinese doctor there
carried it to a Hong Kong hotel, setting in motion a catastrophic chain of events that would end up
with more than 2,200 people infected worldwide and 78 dead, including seven in Toronto.
What did China know, and when did it know it? And why on Earth did it not tell the world? This is
not only the story of ancient agricultural practices co-existing with 21st-century technology. This
is also the story of a cover-up.
Mindful of its lucrative tourism industry and expanding foreign investment, Beijing fell back on a
centuries-old tradition of bureaucratic secrecy and xenophobia. With breathtaking myopia,
authorities decided to suppress the news of SARS.
"If they would have acknowledged this early, and we could have seen the virus as it occurred in
south China, we probably could have isolated it before it got out of hand," said Dr. Stephen
Cunnion, an infectious-disease expert who is installing modern laboratories in China and who is
president of International Consultants in Health Inc., in Silver Spring, Md.
"But they completely hid it. They hide everything. You can't even find out how many people die
from earthquakes."
This week, Beijing finally admitted it had 1,190 suspect cases and 46 deaths, many more than
previously acknowledged. For the first time, it reported SARS cases in Shanghai and three new
provinces, Guangxi, Sichuan and Hunan. On Wednesday, after stalling an epidemiological team from the
World Health Organization in Beijing for nine critical days, China finally allowed the team to enter
Guangdong.
After WHO issued a rare global alert, every single country affected by SARS began providing daily
updates - all except China, the mother of all affected areas. With SARS now infecting 17 countries
and paralyzing Hong Kong, Singapore and Toronto, some critics are calling China's belated
acknowledgment negligent, even criminal.
Without Beijing's co-operation, fighting SARS has been like trying to complete a jigsaw puzzle with
half the pieces missing-and with deadly consequences for every delay.
An official cover-up is nothing new in Communist China. In the early 1960s, Beijing hid news of
widespread famine precipitated by ill-advised economic policies during Mao's Great Leap Forward.
More recently, authorities suppressed news of an outbreak of hepatitis A in Shanghai. And for years,
China denied it had AIDS, even as peasants were selling their blood for plasma and being
re-transfused with tainted pooled blood.
In the case of SARS, the outbreak picked up steam fast. By mid-November, five more cities in
Guangdong province reported having it. By December, a mild panic ensued in one of the cities. Seven
hospital staff in Heyuan had been infected.
But information was not shared with other health departments in this province of 80 million people.
Instead, the Heyuan paper printed this statement on Jan. 3 from the local health bureau: "No
epidemic disease is being spread in Heyuan. . . . Symptoms like cough and fever appear due to
relatively colder weather." That was apparently the first report on SARS in the Chinese media.
That month, patients began arriving at Guangzhou hospitals. A pig farmer, a seafood merchant and a
10-year-old boy all came down with an acute pneumonia. After the boy died, hospital workers
posthumously nicknamed him "Du Huang" or the Emperor of Poison. He had infected five of
them, including an ambulance driver and doctor who later died.
In Guangzhou, staff at the No. 2 Sun Yat-sen Hospital later dubbed the seafood merchant "a
walking biological weapon." He seemed to have infected everyone around him.
Still, Chinese authorities made no official statement. Instead, they ordered journalists not to
report on the outbreak. A reporter at a Shenzhen newspaper said the ban came even as his manager
passed out Chinese herbal medicine, supposedly to fight the disease.
In late January, a newspaper in Zhongshan, one of the affected cities, published a brief message
from provincial authorities: "This virus has been present in Guangzhou for more than a month,
and the illness of those afflicted has been effectively treated and controlled. There is no need for
people to panic."
Rumours began to circulate. Some people sent this text message via their cell phones: "A fatal
flu has broken out in Guangzhou." Another rumour said bioterrorists had struck Guangzhou's
World Trade Centre building and 100 people had fallen ill. Managers there reacted by disinfecting
the whole skyscraper and vaporizing vinegar through the ventilation system.
By Feb. 1, the Lunar New Year, south China experienced a run on vinegar, considered a good way to
fumigate a room. "You go into some offices in Guangzhou, the whole damn building smells like
vinegar, from the entrance to the elevator and up to the office," said Ben Mok, a Canadian who
is the general manager for Coca-Cola Inc. in northeastern China.
On Feb. 9, Roche Group, the Swiss pharmaceutical giant, saw a marketing opportunity in Guangzhou. It
held a news conference and handed out a fact sheet touting one of its anti-viral medicines, Tamiflu.
Sales went so well that Roche shipped more in from its Shanghai factory.
Guangdong law-enforcement authorities warned Roche that it would be "seriously punished if it
was found to have spread rumours that Guangdong was in the grip of pneumonia and bird-flu
outbreak." Roche denied that it had spread rumours, saying Tamiflu sales had been strong even
before the press conference.
The outside world remained oblivious until Feb. 10. On that day, Dr. Cunnion, the infectious-disease
expert, posted the first query on ProMed-mail, a Web site run by the International Society for
Infectious Disease.
"Does anyone know anything about this problem?" Dr. Cunnion asked, pasting in this message
from a friend of a friend: "Have you heard of an epidemic in Guangzhou? An acquaintance of mine
from a teachers' chat room lives there and reports that hospitals there have been closed and people
are dying."
Jack Soo, a translator in Kuala Lumpur, replied the same day, posting anecdotal reports from China.
The secret was out.
The same day that Dr. Cunnion in Maryland was posting back and forth with Mr. Soo in Malaysia,
Beijing formally asked for help from the World Health Organization. That, however, didn't mean it
wanted WHO to actually show up. For more than a week, it dickered over the experts WHO wanted to
send.
On Feb. 11, the Guangdong Provincial Health Bureau gave its first press conference. Between Nov. 16
and Feb. 9, it said, 305 people were infected and five died. But the outbreak "has been brought
under control." Again, the mantra: no problem, don't worry.
Next Magazine, Hong Kong's top-selling weekly, decided to send reporters into Guangdong. They went
to the No. 2 Sun Yat-sen Hospital, where five doctors and nurses were rumoured to have died.
Next published its story on the mystery pneumonia in mid-February. "We put it on the
cover," said Yeung Wai-hong, the magazine's publisher. "At the time, nobody took us
seriously."
Meanwhile, one doctor, Dr. Liu Jianlun, was working long hours at the No. 2 Sun Yat-sen Hospital,
caring for patients suffering atypical pneumonia. On Feb. 15, he received a phone call inviting him
to his nephew's wedding in Hong Kong. By then, 45 people at the hospital had come down with SARS.
Dr. Liu, 64, had already been feeling unwell for several days himself, but he didn't want to miss
the wedding.
He also wanted to use the opportunity to drop in on researchers at the University of Hong Kong, to
discuss the mystery illness that had killed several of his colleagues.
Dr. Liu and his wife made reservations at a three-star Hong Kong hotel called the Metropole. On Feb.
21, they traveled there by bus. By the time he checked in, he had a high fever and a dry cough. The
reception clerk assigned him to the ninth floor. That afternoon, Dr. Liu took a long nap, then
struggled to get ready for dinner with his sister's family.
Experts now theorize that Dr. Liu must have infected at least seven others on the ninth floor while
waiting for the elevator. They include a 78-year-old Toronto woman who was checking out, a man from
Vancouver, an American businessman, three women from Singapore and a 26-year-old Hong Kong man
visiting a friend on the ninth floor. Each would catch SARS from Dr. Liu. They would spread it to
the world.
The next day, Dr. Liu felt so ill he went to the Kwong Wah Hospital, just down the street from the
Metropole. There, he warned staff that he was highly infectious. He demanded a mask and an isolation
ward behind double-sealed doors with reduced air pressure. Then, Dr. Liu gave stunned doctors a
brief history of the illness, before falling very sick.
SARS soon began hitching rides on airplanes, to Hanoi, Singapore and Canada. On Feb. 26, the
American businessman flew to Hanoi where he fell sick. Johnny Chen infected 20 health workers there,
including Carl Urbani, the WHO doctor who first identified the SARS outbreak.
Mr. Chen was taken back to Hong Kong, where he was admitted to the Princess Margaret Hospital. He
died on March 13, but not before infecting dozens more health workers. Dr. Urbani died on March 28.
The three Singapore women survived, but infected health workers at hospitals there, including a
doctor who flew to New York and was subsequently admitted to hospital in Germany.
The 26-year-old Hong Kong man was admitted to the Prince of Wales Hospital, infecting dozens more
health workers and patients at a third Hong Kong hospital.
"Had Hong Kong known more about the very first cases it treated, it wouldn't have been passed
on," said Peter Cordingley, a spokesman at WHO's regional office in Manila. "There were
nearly two crucial weeks when this thing was growing and accelerating and nobody knew what it
was."
In Toronto, Kwan Sui-chu infected several family members and her doctor. She died on March 5. Her
son died at Scarborough Grace Hospital on March 13. Since then, five others have died, and more than
160 people in Canada are suspected of having SARS.
Prompted by the Toronto outbreak, WHO issued its first global alert in decades. On March 12, it
called SARS a "worldwide threat" for which there is still no test, treatment or vaccine.
That same day, Dr. Liu's hospital transferred all SARS patients to a special infectious-disease
hospital. Ward 3 on the 16th floor was abandoned so hastily that last week soiled sheets were still
hanging off the beds.
But the WHO alert went unreported in China. Beijing was in the midst of its annual two-week National
People's Congress, a sensitive time when the media rarely report bad news.
On March 16, China handed over its first data to WHO scientists. The information raised hopes
because it showed that SARS was abating on its own. A Foreign Ministry spokesman, Kong Quan,
announced that the outbreak was "effectively under control." That day, Dr. Liu's
brother-in-law became Hong Kong's sixth SARS fatality.
International pressure mounted. On March 25, Health Canada stiffened its travel warning, advising
against all travel to Hong Kong, Guangdong, Singapore and Vietnam. And for the first time, WHO began
linking SARS to the outbreak in south China.
In response, China dramatically increased its numbers. It acknowledged 792 cases in Guangdong and 31
dead, plus three more deaths in Beijing. But it still refused to let the WHO team into Guangdong, a
province normally open to tourists and business travelers.
The state-run media remained silent. Asked this week about SARS, Paul Yeung, a Torontonian working
for a public-relations firm in Beijing, e-mailed back: "Everything in Beijing is fine at
present -- hardly any information has been released -- so it is almost like it doesn't exist here."
On Tuesday, China Daily reported nothing about SARS, except a mention that the Rolling Stones had
cancelled their concerts in Shanghai and Beijing. But on Wednesday, the newspaper finally ran a
front-page story on SARS, assuring readers that it was under control.
This week, the same hospital where the late Dr. Liu once worked declined comment. "Sorry, we do
not really understand. We're not too clear," said a woman reached by telephone at the No. 2 Sun
Yat-sen Hospital in Guangzhou.
Gregory J. Rummo, a businessman and syndicated columnist from Butler, N.J., was in south China this
week to adopt a baby girl. When he asked his guide in Nanning what to do about SARS, Mr. Rummo
reported that the man smiled and told him, "I don't think you have to worry about SARS. Eat
right, get enough rest, avoid stress."
The U.S. State Department is worried. It's announced that all non-essential diplomatic personnel and
their families may leave Hong Kong and Guangzhou if they wish. The Centers for Disease Control in
Atlanta has broadened its travel advisory to include all of mainland China.
Meanwhile, the economic fallout from SARS has hit airlines, hotels and restaurants Amsterdam to
Zurich. In Toronto, a large international group of cancer researchers cancelled its annual
conference, which had been set to begin today. The loss to the city is pegged at $15-million or
more.
WHO, founded in 1948 by the United Nations, has no enforcement powers. After trying polite
encouragement, it apparently decided to use language Beijing understood. On Wednesday, with its team
still languishing in Beijing. WHO issued a travel advisory for Hong Kong and Guangdong, its
first-ever global warning against travel to an area because of an infectious disease.
China got the message. The WHO team could visit Guangdong after all. And Zhang Wenkang, the Chinese
Minister of Health, said he was sure that once it became obvious everything down there was
hunky-dory, people would surely visit China again.
