In 2000, Luo Gan (the person in charge of police nationwide) went to Xinjiang to deliver Jiang's secret order: "Destroy
Falun Gong practitioners' reputation, ruin them financially, and annihilate
their bodies. If they were beaten to death, count it as committing suicide, and
cremate the bodies immediately without identification." Then he returned to
Beijing.
