1. Practitioner Shan Bopei, a 56-year-old employee at the Pingjiang County Water Plant, attained Dafa in 1998. When he went to Beijing to appeal for Falun Gong in March 2000, he was unduly arrested and taken back by Pingjiang Public Security to be detained for more than 30 days. Then, without any reason, his work unit reduced his salary by two grades and put him on probation. From 2000 to 2003, the "610 Office" [a bureau specifically created by the Chinese government to persecute Falun Gong. It has absolute power over each level of administration in the Party, as well as over the political and judiciary branches] and National Security Bureau personnel in Pingjiang county, including Mr. Li Jianguo, have illegally sent him to a detention center three times and to jail five times. They have ransacked his house three times and extorted 4000 Yuan from him. [The average monthly salary of an urban worker in China is 500 Yuan]. Mr. Shan's telephone is under constant surveillance, and he is followed and monitored everywhere he goes. Since 2002, the Pingjiang Water Plant manager, Chen Wenzhong, has terminated Mr. Shan's salary.
2. Three Practitioners in Mr. Ouyang Jia's Family attained Dafa in 1997. In April 2001, they were kidnapped by Chen Zhanji and others from the Chengguan Police Station while sharing experiences with four fellow practitioners. At that time, they were detained for 15 days. In August of the same year, Chen Zhanji and others from Chengguan police station illegally ransacked Mr. Ouyang's home and confiscated Falun Gong books and truth clarifying materials. Then Mr. Ouyang was arrested and sent to the police station for brutal interrogation to find the source of Teacher's most recent articles and the truth clarifying materials. Because he refused to cooperate, Mr. Ouyang was thrown behind bars for 2 months. Later, in April of 2002, Chen Zhanji and the National Security Bureau ransacked the Ouyang family home and took him and his son away. Mr. Ouyang Jia was illegally detained for 44 days, while his son was sentenced to 1.5 years of forced labor "education" for mailing Falun Gong materials. His son is still detained at Changsha city's Xinkaipu Forced Labor Camp. Tong Xiaochun, the mayor of Chengguan town in Pingjiang county, imposed an illegal fine of 1800 Yuan on Mr. Ouyang Jia and his family, and threatened them, saying, "If you continue practicing Falun Gong, I will make much trouble for you."
For the past 3 years, Chen Zhanji has kept a close eye on Falun Dafa practitioners and has also hired others to follow practitioners to keep them under constant surveillance.
3. Ms. Ling Pangmei obtained Dafa in 1998. In December 1999, she went to Beijing to appeal for Falun Gong and was seized and sent back to be detained in her hometown for 37 days by Pingjiang County public security personnel, including Mr. Mao Baifan. On the way back to Pingjiang, Mr. Mao forcefully took away the 466 Yuan she had on her. In jail, Ms. Ling kept firmly practicing Falun Gong, and the jail guard, Yu Guinan, poured cold water on her in the freezing winter, while another guard, Chen Meihua, put her in an isolation chamber. During her hunger strikes in the jail, Ms. Ling was cuffed to a large iron gate and shocked with electric batons by policewoman Wang Wei. During her 37 days of imprisonment, practitioner Ling Pangmei suffered many brutal tortures.
Mr. Hong Jinglin of the local public security bureau extorted 1500 Yuan from her family before Ms. Ling was released. In March 2000, for allegedly "disturbing society's stability", the local authorities Chen Zhanji, Wu Jiale, and He Huishi arbitrarily arrested Ms. Ling Pangmei and sent her to a detention center. Because of her insistence on practicing Falun Gong, Ms. Ling was battered brutally by the detention center director, Mr. Qin Chuanfang. Later, in January 2002, police officers Nie Fangsheng, Chen Liping, Wu Jiale, and others broke into Ms. Ling's house and confiscated all of her Falun Gong books. They took her to the detention center for a brutal interrogation. The guards battered and threatened her, saying, "If you won't confess, we'll beat you to death. I won't be blamed if I kill a Falun Gong person." Because she refused to admit any wrongdoing, Ms. Ling was illegally kept in the detention center for 7 months. Mr. Chen Zhanji extorted 5000 Yuan from her family members and sent others to keep her under surveillance around the clock.
