The Brutality of the Xiangcheng City Police: Practitioner Ms. Liu Jinfang Beaten Unconscious with Leather Belt Wrapped in Steel Wire

(Clearwisdom.net) On April 17, 2003, the District Court of Xiangcheng City, Henan Province illegally sentenced six Falun Dafa practitioners to 15 years in prison. The court also mandated that for five years after their sentence, they would be deprived of the right to vote or to run for public office. The practitioners were Zhang Shuangli, Sun Gaoyuan, Zhang Jitao, Wang Dapeng, Wei Suying (female), and Liu Jinfang (female). The director of the detention center, Wang Hongqin, threatened them: "The [...]Party will physically destroy you if you insist on practicing Falun Dafa after you have served your time." These six practitioners were arrested on Oct. 15, 2001, while working on truth-clarifying materials. They have been imprisoned ever since.

On April 18, 2003, five female Falun Dafa practitioners walked out a detention center by using righteous thoughts after being illegally detained for more than two years; they had been subjected to all sorts of unjust treatments. They were Tian Mei, Guo Xinmei, Shao Guimei, Cheng Huaying and Fang Yunxia. As a result, the entire detention center staff was fired. However, the families of these practitioners, were "implicated." Many were arrested, illegally fined and some lost their jobs. [Note: In ancient Chinese feudal society, there was an "implication law," which meant that if one person violated the law, all of his family members and friends would be punished. The punishment ranged from exile to the execution of entire families.]

The head of Xiangcheng City Police Bureau, Liu Guoqing; Political Security Section Director Ma Zefeng; Security Section police officer Wang Minghua; and director of the detention center, Wang Guifeng, mobilized every police officer in the city. They also conspired with other police departments in the Zhouko region. They went to other cities and counties, including Beijing, to look for the escaped practitioners. These police officers resorted to carrying and using guns on these practitioners. The practitioners were forced to leave their homes to avoid being arrested again.

Soon after, all five Falun Dafa practitioners were captured. The police interrogated them without following any legal procedure. They even used the escape as an excuse to persecute practitioners who were not involved in the incident. The police used "harboring" as an excuse to randomly arrest other practitioners. They set up several places at Lianghua Inn, Jingang Inn, and Land Usage Bureau Hostel for interrogation and extorting confessions through torture. Arrested practitioners were not allowed to sleep for two days and nights.

One example: Liu Guoqing, Ma Zefeng and others forced their way into practitioner Zhou Guangling's home in the middle of the night. Unable to find any evidence, they kidnapped Zhou and her husband to the Land Usage Bureau Hostel. The police tortured them for two days and two nights. They used all sorts of torture methods including "carrying a sword in the back." [A practitioner's hands are tied behind his/her back with one hand over the shoulder and the other hand against the lower back. The police then apply a great deal of force to pull the two hands toward one another and handcuff the two hands together.] The detention center officials also transferred all the illegally detained Falun Dafa practitioners to a prison. Among them is a seventy-four-year-old. Another practitioner, Ms. Tian Suhua, was released by the police just 10 days ago. Tian lost feeling in both her legs due to the abuse. She could not even take care of herself, but the police arrested her again, carrying her from her home back to the prison.

On May 28, 2003, several dozen police officers broke into the home of practitioner Wang Liuxing. They ransacked the place and arrested Wang and his wife. After being detained at the police station for one day, Wang and his wife were illegally sent to prison.

At the detention center, female practitioner Liu Jinfang was used as an "example" by police officer Tian Weichang, director Fu Cunliang, Zhao Songyi, Zhang Jiwei, and Luo Xiurong and others. Liu was surrounded and beaten by several people. They also threatened to shave her head. Liu Jinfang, however, used every opportunity to expose their evil deeds at the detention center and the lies of Jiang's regime. Policeman Fu Cunliang was afraid that Liu would shout out, "Falun Dafa is Good," so he tried to pour boiling water into her mouth. Director Zhao Songyi was so afraid of being exposed for his evil deeds, he locked Liu Jinfang in a separate room. He then used a leather belt wrapped with steel wire to beat Liu on her head and face. Liu Jinfang was beaten into unconsciousness.

The villains' goal was to make Liu Jinfang lead other practitioners to cooperate and perform heavy labor at the detention center. They expected this incident to intimidate the practitioners. But their efforts were useless because Liu would not cooperate with them.

Also, the police are using SARS as an excuse to search everywhere for Falun Gong practitioners who had left their homes to avoid being illegally arrested.
