Mr. Wei Laihe was a thirty-seven-year-old practitioner from the Linxikuang Area of Guye District in Tangshan City, Hebei Province. Before the opening of the 16^th Congress Representatives' Meeting, policemen broke into Wei's home and took him to the local police substation, claiming, "We need to have a talk with you."
