Mr. Wei Laihe was a thirty-seven-year-old practitioner from the Linxikuang Area of Guye District in Tangshan City, Hebei Province. Before the opening of the 16^th Congress Representatives' Meeting, policemen broke into Wei's home and took him to the local police substation, claiming, "We need to have a talk with you." They detained Wei in the substation, and he staged a hunger strike to protest the illegal arrest. A few days later, Wei's family was allowed to take him home. Although he was sent to a hospital for emergency treatment, Wei still passed away.
