During September and October of 2002, Falun Dafa practitioner Mr. Li Wenming, while being illegally detained, was unduly interrogated four times by the police from the Lanzhou No. 1 Detention Center with crude torture methods in the city's police department questioning room. Under the leadership of Mr. He Po and Mr. Wei Dong, the police tied Li Wenming to an iron chair and put a special helmet on his head. They knew that the terrible effect of this torture method would make anyone desire death over life; the helmet was to prevent the victim from committing suicide. The police applied custom-made handcuffs to Li Wenming's wrists. The handcuffs were actually two iron rings that could be tightened by twisting the screws. The iron rings shrank upon tightening, pressing against the wrists so as to severely deform the hand bones. Books would be inserted under the elbows, forcing the arms to be raised up. The thickness of the books would jack the arms up higher and higher. After an extended period of this arm-bending and bone-deforming torture, the pain would make one prefer death over life. This type of torture left little outer trace of its inhuman nature: only slight marks of the handcuffs and the appearance of swelling, although the effect to the bone would cause nearly unbearable pain, which would last as long as a month, with several months of subsequent numbness in the hands. The police also brutally struck and beat Mr. Li Wenming many times.

Another practitioner, Mr. Su Anzhou, was illegally detained at Lanzhou City's Police Department, and inhumanly tortured for 72 hours continuously, in the same manner as described above, by the same bunch of police under the direction of Mr. He Po and Mr. Wei Dong. On 12/25/2002, policemen He and Wei, along with others, abducted practitioner Ms. Wang Ailan to the city's police department, and then detained her at the Lanzhou No. 2 Detention Center. Later Ms. Wang was put through the same torture, causing her such excruciating pain to the bones that she felt death was preferable to such torture.
