Facts About the Persecution of Falun Gong Practitioners in the Jinan City Forced Labor Camp, Shandong Province

The Jinan City Forced Labor Camp is located on the hillside of Liuchangshan Mountain to the southwest of Jinan City. Falun Gong practitioners have been detained here since December 1999. In October 2000, about 100 Dafa practitioners were being illegally detained. At the end of October, about 30 Dafa practitioners were transferred to the Xibaoshan Zibo Forced Labor Camp (also named 'Shandong Province 2nd Forced Labor Camp' which is located at Wangcun of Shandong Province) for further persecution.

Back then, all the Falun Gong practitioners scattered over four floors of the prison were grouped together on one floor and labeled the Fifth Group of the Second Brigade. The Camp abused practitioners, trying to force them to give up their belief in Dafa. These abuses included forcing them to watch movies defaming Dafa, shocking those who refused to write a guarantee with electric batons, beating them, and isolating those righteous practitioners who dared to speak out in solitary mini-cells. A mini-cell holds only two single beds, and is completely devoid of all light, including sunlight. But all the evil methods could not rattle determined Dafa practitioners, who would rather die than give up their belief in Dafa.

In February 2001, the over thirty practitioners who had been sent to the Wangcun Forced Labor Camp were returned. These practitioners were brainwashed in Wangcun Forced Labor Camp under pressure, lies and defamation of Dafa and went astray and became collaborators. They were forced to help in persecuting determined Dafa practitioners more harshly. They spread lies and their misrepresentation of Dafa through fabricated Dafa articles confusing some practitioners who did not have a clear understanding of Dafa and who had not given up their fundamental attachments.

At the end of April 2001, to reinforce it's brainwashing effort, the Forced Labor Camp divided the illegally detained Dafa practitioners into two groups. The 40 on the second floor formed the Third Group of the Second Brigade. Around 80 on the first floor were still named the Fifth Group of the Second Brigade. Collaborators were coerced by the Camp to torture determined Dafa practitioners in very vicious ways, which included tight 'supervision', sitting on a small stool everyday (no movement was allowed except for going to the toilet), and no sleeping day or night. Collaborators took turns trying to brainwash Dafa practitioners with lies.

In September 2001, the deserted former Public Security Bureau's People Collecting and Identification Office was renovated and turned into a concentration camp specializing in brainwashing Dafa practitioners. It is adjacent to the Jinan Labor Camp. Its name is "Jinan City Legal Training Center." Mu, the former head (retired already) of the Jinan Forced Labor Camp said the renovation cost over 2 million Yuan [Chinese currency, the monthly salary for an average Chinese urban worker is about 500 Yuan]. Since October 2001, Dafa practitioners from Jinan City and neighboring counties were forcibly sent here to be brainwashed and abused. This Center charges a hefty so-called "training fee (includes room and board)". Each person had to pay 2000 to 3200 Yuan per month. In 2002, one Dafa practitioner was persecuted in this center for one month and two days. Since that practitioner did not yield, he was sent to a forced labor camp. This center extorted over 6000 Yuan from his family.

Starting in October 2001, the Jinan City 'Science Association', Chinese Youth League, and the Union acted together to supply large amount of books which were published to defame Dafa to the Forced Labor Camp, and coerced those being brainwashed to write "articles" to criticize Dafa. The purpose of these groups is to acquire political qualifications, and at the same time to totally destroy those people they wanted to give up their belief in Dafa.

On December 28, 2001, Dafa practitioner Liu Jian who had been tightly supervised died after falling from a building (Minghui website reported the event). Other illegally detained Dafa practitioners asked for a reasonable explanation for Liu's death. Among them, Dafa practitioner Li Wutang went on a hunger strike for over three months. To control Falun Gong practitioners more tightly, the Forced Labor Camp changed the Group 3 and 5 of the Second Brigade into Group 1 and 2 of the Third Brigade.

There are still about 30 Dafa practitioners illegally detained at the Jinan City Forced Labor Camp. They are in Group 1 of the Third Brigade.

Detained Falun Gong practitioners have lost almost all of their freedom. Correspondence with their families is tightly investigated. Whenever there were "important conferences," they would be deprived of the right to meet with their families, and even phone calls were not allowed. This year, owing to rampant SARS, the Forced Labor Camp existed in a shutdown form. Family members were only allowed to send money and clothes once a month, making it harder to know the details inside the Camp.

A Partial List of Information about the Detained Falun Gong Practitioners:

Zhu Xiaodong, 33 years old, is a bartender at the Qilu Hotel. He started practicing Falun Gong in 1999. Since he delivered Dafa truth-clarifying materials, he was sent to the brainwashing center. He refused to give up and was sentenced to one year of forced labor.

Duan Shuonan, 35 years old, is a doctor at the Jinan City Central Hospital, and a graduate student at the Qilu Hospital of Shandong University. He was illegally sentenced to three years at the forced labor camp in October 2000. With his righteous thoughts, while facing tortures and unfair treatment he continued clarifying the truth of Dafa to people. He started a hunger strike in early October 2002 to request his unconditional release. He remains on the hunger strike. His righteous thoughts and actions won him respect from many people.

Liu Xeuqin, 44 years old, is a peasant from the Shiliuli River Township. He was sentenced to one year of forced labor in February 2003 for printing "Falun Dafa is good" banners.

Zhang Yanbo, 39 years old, is a former police officer at the Shandong Province Jail. He was forced to quit in 2001. In March 2003, he was illegally sentenced to one year and nine months of forced labor for printing Dafa truth-clarifying materials. His wife and two sisters were also illegally detained in the forced labor camp. One of his sisters, Zhang Yanyuan, was detained at the First Women's Forced Labor Camp of Shandong Province (formerly the Jiangshuiquan Forced Labor Camp. That place is more cruel in persecuting Dafa practitioners). All people are forced to do hard labor. Adequate rest is not available and Falun Gong practitioners were tightly monitorede. She did not yield to the evil. She once went on a nine-month hunger strike to protest the brutal persecution. Right now, she is still abused and under tight supervision.

A Partial List of Police Officers involved in the Persecution:

Wang Ping, male, over 40 years old. He was transferred to the "Jinan City Legal Training Center" in October 2001 to aid the '610 office' [a bureau specifically created by the Chinese government to persecute Falun Gong. It has absolute power over each level of administration in the Party, as well as over the political and judiciary branches] to persecute Dafa practitioners. He was transferred back in February 2002, and is now the Head of the Third Brigade. He is directly involved in persecuting Dafa practitioners.

Bao Hongxin, male, about 50 years old. He is the deputy Head of the Third Brigade. He frequently slanders Dafa. Usually he is the speaker at activities organized to persecute Dafa practitioners.

Zhao Shutong, the Head of the Managing and Instructing Section. He is about 40 years old, and used to be the archivist of Falun Gong practitioners.

He was promoted to the section head position for his work in persecuting Dafa practitioners.

Cui Wei, about 40, a police officer. Cui is the Head of the Group 5 of the Second Brigade, and has been taking part in the persecution. In January 2003, he was transferred to the "Legal Training Center". He is very calculating, and always tries to guess what Falun Gong practitioners are thinking about.

Du Zhaojun, a police officer, the Head of the Group 2 of the Third Brigade. He was transferred to the "Legal Training Center", and has returned.

Zhang Wei, the Deputy Head of the Group 2 of the Third Brigade. He is in charge of labor, and frequently persecutes Dafa practitioners with the pretext of finishing production tasks.
