This Declaration shook the local persecutors a great deal after it was posted. Many Falun Dafa practitioners in other places are posting declarations of their local cases of persecution, thus exposing the evil and clarifying the truth.

Public Declaration from Ziyang City's Organization to Investigate the Persecution of Falun Gong

The "610 Office" in Yanjiang District, Ziyang City, Sichuan Province and the city's police and legal system, as well as the local media, followed the orders of Jiang and his regime to persecute Falun Dafa practitioners. The Yanjiang District "610 Office" directed TV stations, radio stations and newspapers to fabricate stories echoing CCTV's slandering lies, forced people to sign their names on declarations against Falun Gong, and forced Ziyang citizens to accept propaganda slandering Falun Gong. The "610 Office" also directed the police and legal system to undertake large-scale arrests, detentions, sentencing, sending of practitioners to labor camps, home searches, financial punishments, and dismissal of Falun Dafa practitioners from public positions. Dozens of practitioners have been sentenced to prison terms and sent to labor camps. The police and legal system harmed more than 1 million residents in Yanjiang District with their lies. They forced many Falun Dafa practitioners' friends and families, colleagues and employers to become involved in this persecution, and broke up many practitioners' families. As a result, many practitioners have become destitute and homeless in order to avoid being arrested at home. We must point out that many of the people being persecuted are women and senior citizens. These are outrageous crimes that cannot be allowed to continue.

The following is an account of part of the persecution that has taken place within the downtown area of Ziyang City:

1. Brainwashing of 1 Million People in Ziyang City and of Several Million in Greater Ziyang City.

In the past four years, the Ziyang "610 Office" directed TV stations, radio stations and newspapers to regurgitate CCTV's slanderous lies. The "610 Office" also took the initiative, in cooperation with CCTV Focal Points, to fabricate stories about Falun Dafa practitioners.

On January 23, 2001, CCTV played their drama of the staged "Tiananmen Self Immolation" in order to frame Falun Gong. Ziyang's "610 Office" hurried to put on a show. They secretly sent two illiterate elderly ladies from jail to the Chengxi Police Station at around 1:00 AM. A video team was waiting there. They put one bound prisoner, who was a convicted murderer, in between these two ladies and told the women that they were just taking pictures. In fact, they repeatedly broadcast this video clip in order to demonize Falun Gong.

Chen Tie, the secretary of the police station of the No.431 Factory, often held brainwashing classes to persecute Falun Dafa practitioners. From October 2000 until July 2002, he continued to arrest Falun Dafa practitioners in the factory to send to these brainwashing classes. During the past four years, he broadcast defamatory Falun Gong programs in the factory and directed the Neighborhood Office workers to closely monitor Falun Dafa practitioners 24 hours a day. Nearly 100 people from such a small factory were arrested, sent to labor camp, fined, had their homes searched, and were sent to brainwashing classes because of Chen. Even today, there are still several Falun Dafa practitioners who go to work every day, but only receive a minimal living expense instead of their normal salaries. The Ziyang "610 Office" would not even leave students alone. They made groups sign petitions against Falun Gong in middle schools and elementary schools. Middle school administrators have been very active in forcing students to sign their names.

2. Ziyang "610 Office" Commits Crimes Against Falun Gong

On May 13, 2000, the Yanjiang police station sent more than 10 policemen to arrest more than 20 Falun Dafa practitioners who were meditating on Dongyue Mountain. They detained them for 15-30 days.

In June 2000, police from the police station of the No. 431 Factory arrested more than 10 Falun Dafa practitioners in Checheng Park.

On November 6, 2000, Falun Dafa practitioners Li Shaobin, Li Wenbin, Xie Honghai, and Hong Xianhui were tried and sentenced to 3 years in prison just because they went to Beijing to appeal peacefully for an end to the persecution of Falun Dafa.

In 2000, police from the No. 431 Factory arrested employee Li Zhenghua.

Since December 2000, the "610 Office" has largely tricked and then abducted Falun Dafa practitioners to the brainwashing classes. Once, there were more than 40 Falun Dafa practitioners in Yanjiang District were forced to attend the brainwashing class and pay huge fines of at least 5000 Yuan per person (ten months of salary of an average urban worker.)

In 2000, police in the Yanjiang Detention Center put ankle shackles on Falun Dafa practitioners for more than 10 days and shocked them over long periods of time with electric batons.

At the end of January 2001, the Ziyang City "610 Office" tricked two elderly ladies from prison into being videotaped to defame Falun Dafa.

In 2001, police in the No. 431 Factory Station had several police vehicles out to chase down an employee who was a Falun Gong practitioner.

From October 2000 to June 2001, brainwashing classes were held continuously, attempting to "transform" Dafa disciples and forcing them to curse Falun Gong on TV.

In 2001, one Falun Dafa practitioner who was sentenced to labor camp by the Yanjiang District Court refused to give up his belief in Truthfulness, Compassion and Tolerance. The practitioner was tortured for a long period of time, resulting in three of his ribs being fractured.

In October 2002, several local policemen arrested an elderly lady who practices Falun Gong.

On the afternoon of May 11, 2003, policeman Zhu Xiaoyong from the National Security Brigade searched Falun Dafa practitioners Zhao Surong and Ren Yuehui's homes, and then arrested them.

On May 20, 2003, Secretary Chen Tie of the No.431 Factory police station slandered Falun Dafa practitioners on the Internet.

The number of Falun Dafa practitioners who have been persecuted or have been put on a blacklist in Ziyang City is in the thousands. The following are Falun Dafa practitioners who are currently known to be imprisoned in labor camp:

• Li Zhenghua, female, in her 40s, an employee who works in the motel of Yanjiang District's Internal-combustion Engine (No. 431) Factory in Ziyang City, Sichuan Province. She was a paralytic patient before practicing Falun Gong, but recovered after taking up the practice. She had been detained 7-8 times, twice sentenced to labor camp. She is now being held in the Nanmusi Forced Labor Camp in the Zizhong area. During her four years of cruel torture, Li's teenage daughter had no mother to care for her, suffered people's ridicule, and was forced into homelessness. No one knows her current whereabouts.
• Fu Tianlu, female, in her 50s, the nursing manager in the No.431 Factory hospital. She is now being held in the Nanmusi Forced Labor Camp in the Zizhong area. She has been long been brutally tortured because she refuses to give up her faith in Truthfulness, Compassion, and Tolerance. Due to the abuse in the labor camp, she has been reduced to skin and bones. The labor camp did not release her when her term was finished.

• Li Shaobin, male, 39 years old, an employee of the Oil Well Company. He went to Beijing on February 26, 2000 to peacefully appeal for an end to the persecution. He was arrested by police from Ziyang City, sentenced to three years by the Yanjiang District Police Department and sent to Deyang prison. He openly announced at his trial that he would continue to cultivate. He was tortured mentally and physically, fined 8000 Yuan, and dismissed from his job.
• Zhao Surong, female, 60 years old. She was arrested four times by police from the Yanjiang Station, and sentenced to one-and-a-half years of forced labor. She endured hardships in Nanmusi Labor Camp in Zizhong region and was fined 8,000 Yuan. Someone reported her on May 11, 2003 while she was passing out truth clarifying materials. Policeman Zhu Xiaoyong from the National Security Brigade searched Zhao's home and arrested her. At her arrest, she shouted, "Falun Dafa is Good! Restore Falun Dafa's reputation! Restore my Master's reputation!" Zhu Xiaoyong beat her while covering up her mouth. She is still being detained in the Yanjiang Detention Center.
• Ren Yuehui is 57 years old. The Ziyang police twice arrested her. The Yanjiang District Procuratorate sentenced her to one year in Nanmusi Labor camp. She was reported by someone on May 11, 2003 when passing out truth clarifying materials in Yangliu Town. Police from the National Security Brigade searched her home and arrested her. She is still being detained in the Yanjiang Detention Center.

3. Falun Dafa Practitioners' Families and Employers are Being Implicated in This Persecution

Falun Dafa practitioners who have permanent residency registrations, their employers, neighborhood administration offices and villages are being severely harassed. They are being forced to write guarantee statements not to practice anymore, and the authorities are sending people to monitor the practitioners. Their salaries, bonuses, and potentially fines are being linked to whether Falun Dafa practitioners give up their faith or not.

Family members are being harmed by this persecution, as well. For instance, the mother of Xie Honghai was threatened and pushed to the point where she committed suicide by jumping off a building. Dong Yuying's mother's health has also suffered greatly due to threats and intimidation by police.

Police from Yanjiang District, Ziyang City often storm into Falun Dafa practitioners' homes at will, illegally search, harass, threaten, fine, force them to write guarantee statements, closely monitor them, etc. The practitioners' lives are in peril in Ziyang City. They can be arrested any time, anywhere.

All those who are involved in the persecution of Falun Dafa practitioners, directly or indirectly, will one day be brought to justice. We will conduct a thorough investigation and post their crimes publicly.

Now we are posting the first group of villains and organizations involved in the persecution:

Zhu Xiaoyong, National Security Brigade Leader in Yanjiang District, male, who brutally tortured Falun Dafa practitioners and even beat up elderly women aged 60-70 years old. He is also infamous for his deceit and intimidation tactics.

Zhou Fuchang, police driver of the National Security Brigade, male, often the main person who brutally beats Falun Dafa practitioners and harasses elderly women.

Huang Guangwu, male, police officer in the National Security Brigade, actively involved in the persecution, who slapped and kicked a 67-year-old lady.

Chen Tie, male, secretary of the No.431 Factory Police Station, very cruel in persecuting Falun Dafa practitioners.

Zhang Tingbing, male, in his 50s, retired police officer in the No.431 Factory Station. He was involved arresting and monitoring practitioners, as well as in ransacking practitioners' homes.

Wang Longbiao, secretary of the Yanjiang District Political and Judiciary Committee, Police Station Director Liang Shengquan, and CCP Secretary of Police Station Wu are the main persons responsible for persecuting Falun Dafa practitioners.

Today, two elderly female Falun Dafa practitioners, named Zhao Surong and Ren Yuehui -- one 60 years old, one 57 years old -- are still detained in the Yanjiang Detention Center and face sentencing. Zhao Surong has started a hunger strike, and her life is in danger.
