Jiang Hui, head of the law department of the public security bureau in Dehui City, has persecuted a lot of kind-hearted people since the illegal persecution of Falun Gong began on July 20, 1999. He approved the arrest and sentencing of a number of local practitioners. Some practitioners were near death due to prolonged hunger strikes. Even under such conditions, Jiang Hui bribed the labor camp personnel and forced those practitioners who had failed the physical examination into the labor camps. He also used this opportunity to extort money from the practitioners.

Around July 23 of this year, Jiang Hui harassed a temporary female worker and was arrested by the Public Security Bureau.
