Jilin Province: Dafa Practitioner Ms. Luan Shujie Tortured by Dehui City Police
(Clearwisdom.net) During the night of August 14, 2003, when Ms. Luan Chujie was posting Dafa
flyers in Dehui City, two security guards from the Dahua Factory arrested and sent her to City
Police Department. Police officers tortured her during interrogation. They forced her to give out
her home address and immediately took Ms. Luan to her home. The search failed to find any evidence.
The furious policemen beat her up at her home. The brutality was so violent that even her neighbors
were awakened in middle of the night. We ask fellow practitioners to send forth righteous thought and help Ms. Luan to return to
safety. The following persons are involved in this case: Guo Guangtian, Head Police (home) 86-431-7275949 (cell) 86- 13804397339 Practitioners Sun Qian, Zhang Wenfeng and others illegally detained Since the news "The supreme people's prosecutor announced that arbitrary extended detention
is illegal "was published, family of practitioners detained beyond original detention terms
consulted with some government agencies in Dehui City. Prior to the announcement, the files of Sun
Qian, Zhang Wenfeng and over a dozen other practitioners' files were kept at the City Prosecutor's
Office. After the announcement, the prosecutor's office transferred the files to the court. The
prosecutor had argued that extending detention of those Dafa practitioners is not illegal, because
they have been formally arrested. According to the new rule, extended detention is illegal. From now on, the prosecutor will not
tolerate any fraud, including reopening police investigations, lawsuit withdrawals, changing
detention methods, according to "Changchun City Evening News (July 23, 2003)." However, after the announcement was published, officials from Dehui City Prosecutor's Office
transferred the files to the court. They were clearly changing detention methods. It is a direct
violation of the Supreme Prosecutor's rule and it is 100% illegal. The local office had used
trickery to manipulate the law. They are in direct violation of the very law they are supposed to
uphold. The Dehui City Prosecutor's Office lawyers argued that these practitioners were already formally
arrested; but we believe that from the legal perspective, being arrested doesn't mean they are
criminals. Detainees are not necessarily criminals. An investigation should follow the arrests. They
were only suspects. Now, the "suspects" have been detained for ten months. How could this
not be extended detention? Until the court issued a sentencing statement, or until an upper level court approves the
sentence, the detained can only be treated as "suspects." Now that the chief prosecutor
has received this new rule, why do they keep these practitioners under these changed detention
methods? The government keeps boasting about the so-called "best human rights era in history."
But the dirty tricks they use to persecute Dafa practitioners have fully exposed their gross
