District Illegally Arrest Falun Dafa Practitioner Ms. An Police officers at the Chaungyezhuang Police Station in Honggang District, Daqing City have
recently started illegally arresting Falun Dafa practitioners. On August 11, Ms. An was taken away
from her home. This police station has also arrested Falun Dafa practitioners Mr. Li Yequan (who has
managed to escape with righteous thoughts in mind), Mr. Pei Chuanjie, and Ms. Jiang Li. [Beining City, Liaoning Province] Cases of Falun Dafa Practitioners under Persecution Ms. Zhao Guixia, 49, is a peasant who lives in Changxing Town in Beining City, Liaoning Province.
She was taken away from her home by officers from the Changxing Town Police Station on July 30,
2003. Ms. Xing Fei, 27, is a teacher at the Zhaotun Town Elementary School in Beining City. She lives
in Goubangzi Town in Beining City. She was taken away from her home by officers from the Goubangzi
Police Department on July 17, 2003. Ms. Han Sufeng, in her fifties, is a retired worker from the Goubangzi Town Plastic Factory in
Beining City. She lives in Goubangzi Town in Beining City. She was taken away from her home by
officers from the Goubangzi Police Department on July 20, 2003. Ms. Han has been sentenced to three
years of forced labor and has been sent to the Masanjia Forced Labor Camp. Ms. Jing Lanying, 30, is a peasant who lives in Chentun Village, Liaotun Township in Beining
City. She was taken away from her home by officers from the Liaotun Township Police Station on July
18, 2003. Ms. Jing remained on a hunger strike for fifteen days while she was in the detention
center. 3. [Tonghua City, Jilin Province] Cases of Falun Dafa Practitioners under Persecution Mr. Song Wenhua, 55, is a Falun Dafa practitioner from Tonghua City, Jilin Province. A local
informer turned him in to the police while he was distributing Falun Gong truth clarifying materials
in a mountain area in May 2003. He was taken to the Political Security Section at the Tonghua County
Police Department. Two policemen stripped him naked and beat him continuously for over an hour.
Officer Yu Jisheng burned his penis with a cigarette. After being abused throughout the night, Mr.
Song was sent to the local detention center. On August 8, he was illegally sentenced to two years of
forced labor and sent to the Chaoyanggou Forced Labor Camp in Changchun City, Jilin Province. Ms. Chen Guihua, 54, is a Falun Dafa practitioner from Tonghua City, Jilin Province. She was
brutally beaten by three police officers in the Tonghua County Detention Center for doing Falun Gong
exercises while in custody there. Ms. Chen was later sentenced to two years of forced labor and sent
to the Heizuizi Forced Labor Camp in Changchun City, Jilin Province. A Falun Dafa practitioner whose name is not known has been illegally sentenced to fourteen years
in prison and sent to the Jiutai Prison on August 8, 2003. 4. [Huludao City, Liaoning Province] Falun Dafa Practitioner Song Fengchun from Jianchang County
Is on Hunger Strike Protesting Illegal Custody On the morning of August 11, Ms. Song Fengchun was taken away by officers from the Political
Security Section of the Jianchang County Police Department. Ms. Song is being held in the Jianchang
Detention Center. She has been on a hunger strike protesting against the illegal custody. Officers who participated in the arrest include Wang Junsheng and Cao Wentong, whose home phone

Xiangping in Doumen Township Mr. Jia Xiangping is in his fifties. On July 29, 2003, he was taken away from his home by
officers led by Li Xizhi, Chief of the Doumen Township Police Station. 6. [Zhoukou City, Henan Province] Falun Dafa Practitioner Yi Wangban from Zhoukou City Remains in
Illegal Custody at the Shibalihe Women's Forced Labor Camp Ms. Yi Wangban, 54, lives on Wenhua Street in Zhoukou City, Henan Province. In October 2000, Ms.
Yi went to Beijing to validate Falun Dafa and was taken into custody by the Zhoukou Political
Security Brigade. She was first held at her workplace, the Cultural Bureau, for 20 days. During this
period, police officer Gao Feng at the political security group pretended to be handling her case
with leniency. In fact, Gao was trying to take this as an opportunity to advance himself politically
and career-wise. After his deceptive tricks ended up with nothing, Gao turned desperate and began
pulling Ms. Yi's hair and hitting her hard, completely ignoring Ms. Yi's daughter who was crying
next to her mother. Gao finally gave up on Ms. Yi and threw her into the detention center. After
more than twelve days of attempted brainwashing in December 2000, Ms. Yi continued to remain
steadfast. She was then transferred to the Shibalihe Women's Forced Labor Camp located in Zhengzhou
City, Henan Province for three years of forced labor. Ms. Yi Wangban has remained in the labor camp
ever since. 7. [Liaoning Province] Police Officers at the Dalian Forced Labor Camp Brutally Abuse Falun Dafa
Practitioner Li Ping Ms. Li Ping has been on hunger strike for five and a half months since her illegal arrest on
February 27, 2003. She is emaciated in the Dalian Forced Labor Camp and on the verge of death.
Besides brutally force-feeding her, the police officers in the labor camp have also incessantly
demanded money from her family. Ms. Li's family members refused to oblige. 8. [Chongqing City] Four Falun Dafa Practitioners from Chadian Town in Tongnan County are
Illegally Arrested In late July, the police illegally arrested Falun Dafa practitioners Mr. Yang Ming, Ms. Xu Ying,
Ms. Huang Wanshu and Mr. Tan Qilong. Mr. Yang Ming is handicapped in both legs, and Ms. Xu Ying is
his wife. After being held for over a dozen days, and after the police extorted 2,000 Yuan from
them, the couple was released. The other two practitioners are still in custody. 500 Yuan is the average monthly income for an urban worker in China. 9. [Chongqing City] Falun Dafa Practitioners at Huayan Town in Tongnan County under Illegal
Arrest A large number of Falun Gong banners have been displayed in Huayan Town recently. The police have
arrested four or five Falun Dafa practitioners. Details will be released after further
investigation. 10. [Zhangzhou City, Fujian Province] An Illegal Arrest Falun Dafa practitioner Ms. Lu Meilan was illegally arrested on August 7, 2003. 11. [Deyang City, Sichuan Province] Members of Luojiang County "610 Office" Face
Resistance When Coercing Falun Dafa Practitioners across the County to Write "Guarantee
Statements" It has been learned that since June 2003 the "610 Office" in Luojiang County has been
trying to coerce all Falun Dafa practitioners in the county to write "statements of
guarantee" to promise to give up practicing Falun Gong. The practitioners have firmly rejected
this demand despite pressure from their work places. Under orders from the county's "610
Office," some companies, such as the Luojiang Resin Factory, have suspended the spouse of any
Falun Dafa practitioner from work. If the practitioner still refuses to write the "guarantee
statement" renouncing Falun Gong, his or her spouse will also face abduction to the

Falun Dafa practitioners abducted from various districts and counties in Harbin City were sent to
the brainwashing center from August 5 through 7. 15. [Deyang City, Sichuan Province] Deyang City "610 Office" and Education Commission
Jointly Sponsor So-Called "Legal Education Exhibition" to Poison the Public The "610 Office" and the Education Commission in Deyang City have held a so-called
"Legal Education Exhibition," co-sponsored by the local finance bureau. The exhibition is
held in the Nanchunyuan Garden in Bajiao Town, Deyang City. Five exhibition halls were set up in a
two-story building next to a public restroom in the southeast corner of the garden. One exhibition
hall is dedicated to defaming Falun Dafa. Visitors are mostly students who come in groups as part of
their legal curriculum, and these young people are the primary victims of the show. 16. [Chengdu City, Sichuan Province] Internet Cafés across Chengdu City Start Implementing
Electronic IDs in August It has been learned that all Internet Cafés in Chengdu City will implement the policy of
electronic ID cards for anyone who accesses the Internet staring this August. The ID cards are known
as "electronic identification cards dedicated for Internet access." Any net surfer has to
provide his or her name, address, and personal identification number when applying for the ID card.
The police departments have set up network connections with all the Internet cafés. No matter where
a net surfer accesses the Internet, the location and computer, duration of Internet access, web
