(Clearwisdom.net) Ms. Liu Fuse of Shenzhou City, Hebei Province, 67 years old, was a retired employee from a department in Shenzhou City's government. In 1999, she was taken to a brainwashing center by authorities for steadfastly practicing Falun Dafa. In 2000, she managed to get away from the brainwashing center. In order to avoid illegal arrest by local police and the "610 office," she had to leave home and live in different places. In July 2001, she was tortured to death by the authorities. [Note: "610 Office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.]

In November 1999, Liu was illegally detained at Shenzhou City's Detention Center for more than 6 months because she went to Beijing to appeal to the government. Because Liu Fuse firmly refused to give up Falun Dafa, Cheng Yulian, the head of the detention center, directed a criminal by the name of Jianhua to handcuff and shackle Liu to another practitioner (Suqing, over 50 years old, from Beizhuang Village in Shenzhou City). These two practitioners were shackled together for a long period of time, causing difficulty for both when walking and eating meals. Liu became very weak due to the tortures she suffered. The detention center only provided one corn bun and some preserved vegetables for every meal. Sometimes the muffin was partially uncooked and had mouse droppings inside. She was often sworn at by the police in the detention center, was forced to do hard labor, and not allowed to practice any Falun Dafa exercises. She was then transferred to the brainwashing center for a 5-month term. Shang Yunhang the head of the Political Security Division of Shenzhen City along with a few other people searched and harassed her, looking for Falun Dafa books. No visiting from her family members was permitted at the brainwashing center. Here, practitioners are given long-term detention sentences if they refuse to write the "letter of pledge." In the winter of 2000, Liu got away form the brainwashing center, and was forced to leave home and live in various places in order to avoid further persecution. In July 2001, she passed away as a result of long-term mental and physical torture.

The people who are directly responsible for Liu's death are the former head of the Shenzhou City Detention Center Cheng Yuliang, Police Station Political Security Division Manager Shang Yunhang, the person in charge of the brainwashing session Wang Jinggang and his boss, Ji Jie. Also involved are the former Law Committee Secretary of Shenzhou City, the person in charge of the "610 office", Yin Yuzhen, "610 office" secretary Liu Wenhai, and vice-president Chen Hua who is in charge of persecuting Falun Gong at the police station. There are also other people behind the scenes who were directly responsible for her death.

The people listed above have committed tremendous crimes against Falun Dafa practitioners. For the past few years many Shenzhou City Falun Dafa practitioners have been fined and detained (there were over one hundred Falun Dafa practitioners illegally detained at the detention center at one time). Practitioners have been sent to forced-labor camps for detention (at least 90 people in total), detained at brainwashing sessions, and forced to leave home and go from place to place (some practitioners haven't been able to return to their homes since 1999). Many practitioners have been severely beaten while detained. Shenzhou City Politics and Law Committee secretary Zhang Jiantao continues to implement and carry out persecution policies against Falun Dafa practitioners.
