(Clearwisdom.net) Former Forced Labor Education Bureau Director of Jiangsu Province, Zhang Wenhua, was arrested on four counts of taking bribes and embezzlement. He was sentenced to 16 years in prison. During Zhang's tenure as the director of the Forced Labor Education Bureau, many forced labor camps, prisons and training facilities in Jiangsu Province have committed numerous crimes against Dafa practitioners, including illegal imprisonment and savage torture.

Jiang Zemin began his persecution of Falun Gong in July 1999. In order not to impact his own career, Zhang threatened his wife who was a Falun Gong practitioner with divorce, to force her to give up her cultivation. Later he arrested his wife who was the director of the police department clinic (after she went to Beijing to appeal) and put her in Sujiacang Psychiatric Hospital, injecting her with drugs that damaged her central nervous system and caused her to sleep 13 hours every day. The result was that she could not stand or sit up, and could not focus her eyes. Other practitioners whom they arrested and forced into the psychiatric hospital even had their arms and legs bound to the beds.

After Clearwisdom.net exposed the story in February 2000, foreign reporters went to the psychiatric hospital to investigate the human rights violations there. Zhang transported his wife in a hurry to a psychiatric hospital in their hometown of Xuzhou and continued to confine her there for four and a half months. At that time she was no longer capable of her practicing Falun Gong, and they released her, but still sent a person to follow her everywhere and keep an eye on her. In late August, Zhang called his wife when he was at a meeting in Beijing, saying: "We really have to get a divorce if you still want to practice Falun Gong. I cannot take Jiang's pressure any more." Then Zhang found an opportunity and had his wife brainwashed to force her to "transform" [to renounce Falun Dafa].

From 2000 to early 2001, there were 700 to 800 Falun Gong practitioners arrested illegally and put into forced labor camps. Empowered by the director of the Forced Labor Education Bureau, the police tortured practitioners: Many practitioners were not allowed to sleep, or were forced to stand for over 10 days. Some of them lost the feeling in their lower body as a result, and could not move. The police often tortured over a hundred practitioners at a time. When they use electric batons to shock practitioners, whether male or female, they always applied the shock with four electric batons simultaneously, hitting the practitioner's sensitive areas.

Besides Zhang, a department head, Tang Guofang of the Forced Labor Education Bureau in Jiangsu Province, did his best to persecute practitioners psychologically to improve the "transformation quota" for that area.
