Zhangjiakou City, Hebei Province: The Persecution of Dafa Practitioner Chen Guoyou's Family (Part 2)
(Clearwisdom.net) The hometown of Chen Guoyou's family is Wanquan Town, Wanquan County,
Zhangjiakou City, Hebei Province. Since July 1999, Mr. Chen's family, including
his wife, two daughters, a son-in-law and his son, have been illegally sentenced
to forced labor camps and have been forced to pay huge fines numerous times
because of their persistence in practicing Falun Gong and going to Beijing to
appeal. Some of their family members are still being detained and some have
become destitute and homeless due to the persecution. The fines levied against
them and the property which they have lost and have had confiscated amount to a
total of close to 140 thousand yuan [Chinese currency, the monthly salary for
an average Chinese urban worker is about 500 yuan]. Since July 20, 1999, the police station superintendent and the town bailiff
have asked Mr. Chen to write a "Guarantee Statement,"(1) to give up Dafa books
and they have forbidden him to practice the exercises. In December of 1999, Mr.
Chen's second daughter, Chen Liqun, and three other Falun Gong practitioners
went to Beijing to appeal. They were taken to the police station as soon as they
arrived at the front gate of Tiananmen Square. On the same day, they were taken
back to their hometown by the county police and were illegally detained for one
and a half months. Li Jijin from the Political Security Unit took away Chen
Liqun's 500 yuan. He also demanded 450 yuan for meal charges and 3,500 yuan bail
when they were released. They did not receive any receipt. In January 2000, Mr. Chen's son-in-law, Li Jun (the husband of Chen Liqun),
put his signature on the "Appeal Letter for Peaceful Dialog." He was fined 5,000
yuan and during the "sensitive days" [such as national holidays and other
dates of significance to the ruling party] he was under close surveillance
by his work unit and the police. On July 4, 2001, Li Jun was taken from his work
unit during office hours and brought to the police station for interrogation. He
was later illegally detained in the detention center. On July 5, a policeman
from the police station took away his cell phone, which Mr. Li had just
purchased for 1,380 yuan. Li Jun was illegally detained for more than four
months. His elderly father, brother and sister paid a large sum of money to bail
him out. After he had just returned to work for a month, Ma Shanfu from the
Political Security Office took Li Jun away from his office and sent him to a
brainwashing center while waiting to send him to a forced labor camp. They asked
his family to pay 1,000 yuan for meal charges. Li Jun escaped from the
brainwashing center and became homeless and destitute in order to avoid being
arrested. On July 6, the police used the excuse of needing to ask questions to
try to take the second daughter, Chen Liqun, away. Fortunately, she managed to
escape. Since then Ms. Chen has been forced to become destitute and homeless and
she had to leave her 10-year-old daughter at home. In January of 2000, Mr. Chen, his wife and four other Falun Gong
practitioners went to Beijing to appeal. At the time, many local people from
Wanquan County also went to Beijing to appeal. The county police were waiting
for them in Beijing and brought them back to the county detention center. The
practitioners were illegally detained for a month. Li Jijin took Mr. Chen's 500
yuan which he had brought along and asked him to pay a 3,500 yuan fine and a
meal charge of 300 yuan. Because Mr. Chen's wife and daughter had also gone to
Beijing to appeal, he was sentenced as an unlawful group organizer and was taken
away from his house for interrogation. The former Political Security Committee
head and Sun Xifu hit and kicked him and knocked out one of his teeth. After
having detained Mr. Chen for a month and a half, they demanded a meal charge 450
yuan and a fine of 4,500 yuan. Since then, the town has withheld Mr. Chen's
pension of 1,000 yuan. At the time, the bailiff of the town, Gao Gui, and
secretary Guo Yujin claimed that they would only withhold his pension for one
year. However, after the year passed they did not return the pension to him.
They only gave him 200 yuan for living expenses. Due to the numerous fines they
were forced to pay, 200 yuan was not enough for basic living. This elderly
couple had no choice but to go back to work again and they had to rely on help
from their friends as well. During the summer of 2000, Mr. Chen's wife was detained in the town police
station for one month and fined 800 yuan because she practiced the Falun Gong
exercises outside. Between 1999 and 2002, Mr. Chen and his wife were disturbed
many times by the authorities. On certain sensitive days the police would lock
them up in Su Jiaqiao Elementary School of Wanquan Town. In 2001, Mr. Chen's daughter was forced to become homeless to avoid arrest
from home. Under instructions from the Deputy Superintendent, Jin Hong, the
policemen of Wanquan disturbed and broke into practitioners' homes regardless of
whether it was day or night. They would force their way inside even before the
door was opened. One time during the middle of the night, the police found and
confiscated Dafa books, a tape recorder and exercise tapes. Once again Mr. Chen
was locked up for eighteen days. In 2002, Mr. Chen's wife was reported while distributing truth clarifying
materials. She was detained in the detention center and started a hunger strike
to protest the illegal detention. She was only released after more than ten days
of being on the hunger strike. On May 13 of the same year, county police
officers Ma Zhanfu, and Gao Yan seized her from her home. She was illegally
sentenced to three years of forced labor in the Gao Yang Forced Labor Camp. In
August of 2003, due to her extremely poor physical condition and serious heart
disease symptoms, the authorities notified her family to take her home because
the labor camp did not want to be responsible for keeping her. After the payroll reformation of 2002, all teachers have to draw their salary
directly from the bank with their salary book. Mr. Chen's salary was taken by Su
Jiaqiao Elementary School principal Li Shanglong, who only gave him 200 yuan
monthly for living expenses. When Mr. Chen repeatedly questioned the principal
about the money due to him, the principal avoided the subject. Mr. Chen's son Chen Ji worked for the payroll department of the quality
control division. In 2000 he put his signature on the "Appeal Letter for
Peaceful Dialog" and was fined 5,000 yuan by Wanquan Township. While in
detention he was brutally beaten, and could not even take off his clothes by
himself afterwards. His office did not allow him to have any Sundays off and
they withheld his salary. To earn a living for his wife and their infant child,
he had to get an outside job but his work unit would not issue an identification
card for him. At the end of 2000, without any due process of law, Chen Ji was
sentenced to the Gao Yang Forced Labor Camp for holding a banner that said "Falun
Dafa Is Good" in Beijing. He experienced brutal persecution in labor camp
including being tortured with electric shocks and with "riding an airplane."(2)
Chen Ji was released from the forced labor camp in April 2002. He asked his work
unit to return his ID card and demanded to be returned to his former post. The
director, Tian De, pushed the responsibility to the "610 Office" (3)
and would only allow Chen Ji to return to his post if he would sign statements
promising not to practice Falun Gong and expressing regret over practicing in
the past. Faced with no other choice, Chen Ji had to take an outside job. On May 17, 2003, Mr. Chen's son-in-law, Li Jun, and Li Jun's wife Chen Liqun
were illegal taken away from the house of a Falun Gong practitioner by policemen
from Laoya Zhuang and Ning Yuan Bao Police Stations in Zhang Jiakou City. After
they were illegally interrogated for seven days and nights by the No. 3 Unit of
Qiao Dong Police Station, they were sent to a detention center. Around that
time, a Falun Gong practitioner had recently been persecuted to death after a
hunger strike. Chen Liqun was extremely weak after 34 days of being on a hunger
strike. The No. 3 Police Operative Unit was afraid it would be held responsible,
so they released the couple. On the same day at 3 AM, the township Political
Security Chief, Ma Zhanfu, and township police Jin Hong, together with five or
six other policemen, jumped over the fence and broke into their home. They
hypocritically pretended to comfort Li Jun's wife. However, the next day around
8 AM, they sent a teacher to check on her physical condition with the intention
of detaining her again to continue their persecution. Under such circumstances,
Chen Liqun was forced to become homeless and destitute. After that, Li Jun's
home telephone was cut off and their rented apartment was ransacked. All of
their property was confiscated, including a motorcycle, a color television and
other appliances worth about 14,000 yuan. No legal procedures were followed and
Li Jun is still being detained. On May 17, 2003, Mr. Chen's son Chen Ji went to visit his second sister and
was taken away by the police who were waiting for him there. He was questioned
for seven days and nights and was sent to the detention center and kept there
for two months. Chen Ji was released after a hunger strike protest and found
that all his belongings had been taken away by the Nanzhan police station of
Zhang Jiakou, who had not informed anyone of their actions. Due to the long-term
persecution and the resulting severe stress and financial hardship, his wife
asked for a divorce. After the eldest daughter Chen Jie appealed in January of 2000, her work unit
only gave her 170 yuan salary per month. In August of the same year she was
illegally sentenced to three years of forced labor and there was no one to take
care of her three-year-old child. Because she remained steadfast in her belief
in Falun Dafa, Ms. Chen was transferred between many forced labor camps. Only
after she was forcibly brainwashed and compromised, was she was released in the
winter of 2001. The Chen family's total fines and loss of property has amounted to about
30,000 yuan; including the deducted salaries, it is nearly 140 thousand yuan.
Some of their family members are still being detained and some are homeless and
destitute. They have suffered so deeply under the persecution of Jiang's group. The persons responsible for the persecution of Mr. Chen's family -- The former Security Bureau Security

remorseful for practicing Falun Gong and guarantees not to practice Falun Gong
again, not to go to Beijing to appeal for Falun Gong, and never again associate
with any Falun Dafa practitioners. 2 "Riding an Airplane:" in this torture, the head is bent down until it
cannot go down any further while the hands are pulled up and held up to the
highest point. The hips have to point up. One is forced to keep this position
unchanged for a long time. The body in this position looks like the shape of an
airplane, which is how this torture is named. 3 The "610 Office" is an agency specifically created to persecute Falun Gong,
with absolute power over each level of administration in the Party and all other
political and judiciary systems.
