Hou Jisheng persecutes, fines, arrests and sends Falun Gong practitioners and their family members to detention centers, forced labor camps and brainwashing centers, irrespective of age. Practitioners owning farms were not allowed to plant any crops, severely impacting their ability to take care of their families.

During the night of March 19, 2001, twelve people were taken to the Changyi brainwashing center. Among them were two entire families. Their homes and farms were left unattended. Ms. Chang Yueju, age seventy, from the Tuchengzi Township, was sent to the brainwashing center for two months because she practices Falun Dafa. To avoid being abducted to a brainwashing center, Mr. Hou Dagang and his family cannot return to their home in Niesima Village. They are forced into homelessness.

Hou Jisheng even persecutes young students. High School No. 19 student Zhao Qi, a fourteen-year-old Falun Dafa practitioner, clarified the truth of the persecution of Falun Dafa to her principal. On the night of March 10, 2001, the principal, Jin Wen, and the village cadre sent her and her mother to the Changyi brainwashing center. She was not allowed to take her examinations or attend school.
