Zhang Mingjiang, is a policeman at Xi-an police station in Dawa county, Panjin City, Liaoning province. The torture of Ning Bo, an older Dafa practitioner, was exposed publicly on the Internet. Practitioners from overseas and mainland China made many phone calls condemning his torture of practitioners and telling him the truth about Falun Gong. After hearing news of this, a division police chief from Panjin named Zhang Mingjiang ordered him to release Ning Bo.

Corrupt policeman Zhang Mingjiang is very deceitful and hypocritical. He dared not take phone calls. Sometimes, when he would pick up the phone, he would not listen to the truth and kind advice. Instead, he would swear at us or pretend he was treated unfairly to gain sympathy from people.

Zhang Mingjiang often receives calls from practitioners in the USA and Singapore. Every phone call frightens him. Recently, he told some people in Xi-an township "Tell so-and-so (a relative of Ning Bo), not to go to the USA and make phone calls. It was Yu Songqi, chairman of Xi-an township peoples' assembly, who ordered the arrest of Ning Bo." He tries to shirk his own responsibility.
