Who Gave the Township Municipalities the Power to Arrest, Detain, and Interrogate?
(Clearwisdom.net) Even as the propaganda machine of Jiang's regime was
lying that human rights conditions [in China] were the best ever, I was
unlawfully arrested by the police and detained for one month. After my sentence
was up and I was released, the township municipal government issued an unlawful
arrest warrant for me and has been chasing me until this day. Because of this, I
spent many days and nights outside, unable to return home. What was once a happy
family, now live so far apart. Can anyone tell me, what law gave the township
municipalities the right to arrest, detain and interrogate? My name is Huang Xiangling, and I am a Falun Dafa practitioner from Mulan
Township, Xindu District, Chengdu City, Sichuan Province. I am a 37 year old
woman. While hanging up truth clarification banners on April 18, 2004, I was
unlawfully arrested by policemen of the Chengxi Police Station in Xindu
District. During the interrogation, because I did not cooperate in telling my
real name, the police hung me up by handcuffing one of my hands to an iron pipe
above, while the other hand was dripping blood from open cuts. On the same day
at noon a policeman named Zeng Weiqiang, who used to be stationed in Beijing,
recognized me. (It was because I was arrested by him in October of 2000 when I
went to Beijing to appeal) In the afternoon without any paperwork or procedure,
Zeng Weiqiang, Lai Wei, and Wu Shenbing forced my family members and I to my
temporary rental home, and confiscated all my Dafa books and truth-clarification
material. In the evening, another policeman named Song took a bunch of people to my
home to search it. They also took me to the Mulan Township police station.
Later, around 1:00 am, Wu Shenbing and other policemen at the police station
transferred me to the Xindu district detention center. On the second day, Wu
Shenbing came and interrogated me again. [During the interrogation], I
protested, "I am guilty of no crime! Release me immediately!" They
asked me where the materials came from and also threatened me, "If you
don't cooperate with us, you'll be detained here for one month. If you still
don't talk after one month, then you'll be here for an additional three months.
If you still don't talk after three months, then you will be detained for three
years." They thus unlawfully detained me for one month. During this period
I was taken to the Sanhe police station twice for interrogation. The first time I was taken to the Sanhe police station was on April 27th.
(I had already begun a hunger strike.) They forced me to tell them about the
origin of the materials. For four days and nights, they did not let me sleep.
Once I closed my eyes they would pick me and stand me up. They used wet pads to
wet my eyes, stomped my feet or poured [freezing] water on me to wake me up. One
policeman, (male, in his twenties) interrogated me and beat me at the same time,
pinching my thighs. I used my hands to block their abuse, so they cuffed my
hands in various different positions. They beat and pinched my thighs until they
were black and swollen up to the thickness of my trousers. I couldn't [even]
stand. They also slapped me, pulled my hair, and threatened me, "If you don't
talk you'll be in a labor camp for seven, maybe eight years." The people of
the national security brigade also threatened me saying, "If you don't eat
you'll only last seven days. You'll die, and then we'll call your family here to
sign a form and we'll simply cremate your body." After witnessing my
unmovable determination, they then used every method to deceive me while I was
feeling exhausted. In the four days of interrogation, I was on hunger strike for
three. Since it was close to the May 1st [holiday], they were going
to be off on holiday so they had to send me back to the detention center. When I
arrived at the detention center it was around noon on the 30th of
April. The officers at the detention center saw that I couldn't even stand and
was scared of taking the blame, so they released me and ordered me to go to the
hospital to be examined. At the hospital the evil people dragged me along, so I
shouted out loud, "Falun Dafa is great!" They went crazy again and hit
my head and kicked my body. They were scared of being exposed; they were furious
over that so they dragged me to the car and threatened me saying, "After
May 1st, we'll use even more force to take care of you!" Just
like that, I was shipped back to the detention center. The second time I was sent to the Sanhe police station for interrogation, it
lasted four days and four nights. I went on hunger strike for three of those
four days. It was close to the end of one month in custody, and the police still
hadn't got the information they wanted from my lips. They interrogated me right
up to the next to the last day of my custody in the detention center. On the afternoon of May 18th, (also the one month anniversary of
my being in detention) Zeng Weiqiang, Lai Wei and Wu Shenbing, as well one other
person from the Chengxi Police Station, took me back to the Mulan Township
government. Wu Shenbing handed my release card to Bao Guozhi. The release card
read, "Allowed to be released due to lack of evidence." Wu Shenbing
said to Bao Guozhi while handing the papers to him, "Bao Guozhi, this
person is being transferred to you. Her stay at the police station has
temporarily ended." Bao Guozhi is the "610" officer who is
specially appointed to persecute Falun Gong in the Mulan Township. Around 6:00pm
in the afternoon they took me back to the Mulan Township police station. So I
asked them, "Why won't you release me when you have the release
papers?" They wouldn't give me a straight answer. They kept making up
excuses and then locked me up in the police station. At dawn the next morning,
while the guard wasn't paying attention, I escaped. That was May 19th.
When they found that I had disappeared, they went to my home and those of my
friends and relatives to find me. They also phoned and called every police
station, posting a five hundred yuan reward for my capture. They also said that
after I ran away, the terms I had to serve in labor camp would increase
exponentially. They threatened my friends and family and everyone around them,
"We will ransack your family home if we find her in your homes!"
Because of this, I had to walk the homeless road. To this day they still annoy
and harass my family and friends. Those people were afraid of admitting that I
ran away while in custody after I was officially given a release card, so they
said I was captured and then ran away. So now I must ask those so-called government officials, who gave you people
the power to do this? Do you have no notion of the law, and instead just do
whatever Jiang's faction orders you to do in a self-serving manner in attempts
to enforce the very laws which you break yourselves? Do you know the things you
do are illegal, that you're helping a tyrant to do evil? Do you know that
outside of China, Falun Gong is practiced in over sixty countries? Do you know
that the Tiananmen Square self-immolation was set up? Wouldn't it be great if
everyone could conduct themselves with Truthfulness, Compassion and Tolerance?
What we practitioners are doing is telling you the truth which you have the
right to know but yet have no way to find out because of the lies of Jiang's
regime. For this we have to leave our husbands, wives and children behind, and
suffer the price of broken families and even death? Do you really want to follow
