These people started off as public servants, but under the intense pressure applied by the Jiang regime, they were pushed into persecuting Falun Dafa disciples. (Clearwisdom.net) Liang Chenshan, 50 years old, lived in Yongqing County in Hebei Province. From 1999 to May 2002, when he was the director of the Houyi Village Police Station in Yongqing County, he abducted, detained, and beat Falun Gong practitioners and also extorted money and property from them and their families. He detained more than 100 practitioners in his county and collected over 100,000 yuan in illegal fines. At the end of May 2002, he was transferred to the position of director of the Yongqing County Detention Center, where he continued to persecute practitioners with excruciating and inhuman forced feeding. On September 17, 2004, Liang Chenshan died in the Yongqing County Detention Center from a brain hemorrhage.

The Persecution of Falun Gong Practitioners by Liang Chengshan, Director of Yongqing County Detention Center in Hebei Province

From the time Jiang's regime started to persecute practitioners in 1999, the Director of Yongqing County Detention Center in Hebei Province, Liang Chengshan, strictly followed Jiang's instruction to persecute Falun Gong practitioners. Disregarding the nation's laws, he abducted, detained, and beat practitioners illegally. He also extorted money and property from them. Here we reveal his criminal acts.

When Liang Chengshan was the director of Houyi Police Station from October to November 1999, he detained more than 40 Falun Gong practitioners in the police station without any reason and attempted to force them to "break away" from Falun Dafa. Twenty of those practitioners believed that after they cultivated and practiced Falun Dafa, their family life became harmonious, their health improved, and they could never act against the requirements of Falun Dafa and their Teacher. They rejected Liang Chengshan's demands. As a result, Liang not only began to taunt them but also did not allow them to return home. He commanded the other people in the station to monitor them and deprive them of sleep. One woman, 70-year-old Ms. Gao Shuxian from Dongxiangzhuang Village, had had many health problems, including cataracts and heart disease, which doctors could not cure. After she began to practice Falun Gong, she recovered from these conditions and also understood the meaning of life. When the woman told Liang Chengshan her personal experience of the benefits of studying Falun Dafa, Liang went into a fit of anger. He taunted and beat her insanely. When the woman's daughter could not stand his inhuman behavior and tried to persuade him to stop, Liang began to beat the daughter, who was also illegally detained. The old woman felt pain for her daughter and said, "Please don't beat her. If you want to beat someone, beat me" Liang became even angrier and forced the older woman to stand outside as punishment. For four days and three nights he detained more than 20 Falun Gong practitioners. Liang also extorted 1,000 yuan per practitioner from their family members for their release.

In October 1999, Zhang Zhenqin detained practitioners Ms. Liu Yanping, Ms. Wu Tingju, Mr. Li Zhijun, and Ms. Wu Yuexia in the Houyi County Police Station because they went to Beijing to appeal to the government on behalf of Falun Gong. Liang Chengshan saw this as a chance to get rich and tried to blackmail each practitioner out of 3,000 yuan, claiming to hand the money over to the police station. But when the family members asked the officials in the detention center to release the practitioners, Zhang Zhenqin forced the family members to pay another 3,000 yuan for their release.

At the end of 2000, Liang Chengshan detained practitioner Ms. Wu Chunying from Nanyinli Village in Houyi Country in the police station because she went to Beijing to appeal on behalf of Falun Gong. Liang became infuriated and slapped her face many times. After he became tired of beating Chunying, he commanded several people, including policeman Li Ruifang in the center and driver Ma, to beat her again. Chunying's face became disfigured, and she was also deprived of sleep. Chunying was finally released only after her family had paid 3,000 yuan. Practitioner Mrs. Chen Hongfang went to Beijing to appeal and was arrested. Liang Chenshan did not release her until he had extorted 13,000 yuan from her family. He also abducted from their homes more than ten practitioners whom he believed were "socially important" to the police station. He detained them for over 20 days and fined each of them 2,500 yuan. He also had several dozen people who practiced Falun Gong come to the station and extorted 200 yuan from each of them. He abducted practitioner Liu Yanmin illegally to the Houyi Village Police Station because Liu Yanmin knew and had contact with practitioners in the local area. He did not release Yanmin until he had extorted 9,000 yuan from his family members. Liang Chengshan and Zhang Zhenqin detained practitioner Wang Huiming from Dongyihe Village in the first branch of the police station because she had gone to Beijing to appeal. They also went to her home with Wang Wemin several times to harass her and disrupt her regular life.

Liang Chenshan and other policemen went to the home of practitioner Liu Yanping in Houyi Village several times to harass her and tried to arrest her, forcing Liu Yanping to leave her home. Because Liang did not find Yanping, he illegally searched the homes of her mother and her relatives. On April 2, 2001, Liang and Zhang Zhenqing, accompanied by other policemen, arrested Liu Yanping at her home. When her husband went to the police station and asked why, Liang answered like a bandit, "No reason, we just wanted to arrest her." They also arrested practitioner Wang Huiming at the same time and detained them both for more than 20 days. To avoid being persecuted again, Yanping's whole family was forced to leave home and become homeless to avoid arrest.

In 2002 Liang Chenshan was transferred to the position of Director of Yongqin Detention Center. He would always verbally abuse the practitioners detained there and was especially atrocious towards practitioners who did not follow his orders. Before the Spring Festival of 2004, Yu Yong from the "610 Office" and Zhang Zhenqin from the first subdivision of the police station ordered Yang Cun of the county vice squad to arrest practitioners. During the Spring Festival of 2004, they abducted 11 practitioners. The practitioners resisted their persecution and fasted in protest. Liang Chengshan, Yu Yong, and Zhang Zhenqin hid the truth and did not report the real situation to authorities. Even when the lives of the practitioners were at risk, Liang persecuted them more severely and said cruelly, "If you fast, I will feed you by force. I will kill you. I will not feed you food but cold water. Forget about nutritious infusions!"

The life of practitioner Tang Dexiu was at risk because she did not eat or drink for two weeks. Liang and other policemen in the center carried a dead-man's bed into the cell for female prisoners. They put Dexiu onto the bed and handcuffed her hands and feet to the bedposts. Prisoners held her by her hair and pressed her onto the bed. The doctor in the center--Liu Baoshan, a "barefoot doctor" without formal medial training and not skilled in medicine, poured three cups of cold water down a stomach tube which was never disinfected. When they pulled the tube out, it was covered in blood. Dexiu's nose was bleeding, too. But Liang insisted on re-inserting the tube and said, "Give her cold water every two hours. Nobody is allowed to take the handcuff off without my permission." They also bound her with a leather belt. Dexiu was not allowed to leave the bed to eat, drink, or relieve herself, so the entire bed was soaked in urine. They also forced other practitioners to eat. When Dexiu wanted to urinate, the guard said, "If you want to urinate, you are only allowed to urinate through the small hole in the bed. This is at Liang's orders." Her handcuffs were not taken off until her face became a waxy yellow, her lips were colorless, and her breath became faint. Because her stomach had atrophied, it became inflamed with so much cold water. Insertion of the non-disinfected stomach tube damaged her esophagus, which became swollen and her neck appeared obviously enlarged.

On the second day, Liang entered her cell with a group of prisoners and guards, and shouted, "Carry her out and kill her. Kill her." Dexiu was carried to the center's infirmary, where she was diagnosed with severe dehydration. She was nearly in shock and her pupils were enlarged. The doctor in the center gave her emergency treatment, which helped her recover. Because of the inflammation in her esophagus, she still could not eat. Dexiu was not released until she fainted a second time, and Liang was afraid of his official title being affected.
